A Consortium made up of The Norwegian Refugee Council (NRC), The Internal Displacement Monitoring Centre (IDMC), Climate Interactive (CI), and International Alert, is undertaking a three-year research project in North and South Kivu with the financial support of DFID/UK Aid. The research aims to improve understanding of both the vulnerabilities caused by repeated displacement and of what constitutes resilience in eastern DRC. The Consortium believes that this improved understanding will enable more effective policy and practice that can ensure external aid interventions increase the resilience of people affected by displacement (PAD) in eastern DRC.
NRC has been present in DRC since 2001 and currently runs operations in the eastern provinces of North & South Kivu, with offices in Goma, Bukavu and Beni. The programme has an annual turnover of approximately USD 20 million. In line with NRC’s institutional core competencies, the DRC operation runs a holistic programme response to populations affected by conflict and displacement in North and South Kivu provinces.
The main purpose of the Pilot Project Coordinator is threefold;
a) Provide technical expertise and leadership in conceptualisation, development, coordination and implementation of pilot projects for the Multiple Displacement Project based on ongoing research findings.
b) Recruit, train, and oversee personnel management of pilot project teams in both North and South Kivu
c) Lead day-to-day relations with research branch of Technical Working Group, Monitoring and Evaluation teams and International Alert (DRC) for all pilot-project related work.
d) Identify, establish and maintain positive relations with otherlocal implementation partners as required for the successful outcome of the pilot projects.

Job description
- In consultation with the Consortium Technical Working Group research branch, NRC Area Managers, NRC Programme Director and the programme team of International Alert, design pilot project activities, and develop the budget and log frame for pilot projects
- Ensure logistics support is in place to facilitate the implementation of the pilot projects
- Liaise with NRC’s and International Alert’s technical advisors to ensure quality of pilot project design
- Ensure responsibilities and timelines are established and respected
- Plan and oversee community mobilization and the dissemination of project-related information to community members, policy makers, and other relevant audiences
- Recruit, train and directly manage pilot project staff to meet pilot project goals
- Plan, implement and evaluate activities according to set project milestones and against a given budget, including authorization of expenditures
- Produce technical and other progress reports on field operations
Qualifications
- Relevant university degree or higher education, preferably in anthropology, international relations and/or development, other social sciences
- Strong project design and implementation profile, demonstrated through extensive experience in project management (preferably in DRC)
- Experience in building and leading field teams – recruitment, training and performance management
- Familiarity with key humanitarian and human rights frameworks for protection and assistance in conflict settings (preferably in DR Congo but also from other chronic conflict settings)
- Familiarity with development and peacebuilding frameworks in fragile state settings – familiarity with conflict sensitive programming and DRC-specific frameworks such as STAREC would be an advantage
- Familiarity with concepts and theory related to resilience
- Demonstrated experience in humanitarian project design and development
- Strong budget management skills
- Significant understanding of the aid sector (coordination structures, humanitarian principles, key donors, the UN system…)
- Fluency in English and working proficiency in French
- Holder of a valid international driver’s licence
- Familiarity with DFID practices and grants management would be an advantage
- Knowledge of kiswahili would be an advantage

- Duty station: Goma with 50 % travel to the field locations. This is a non family posting. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
