This is a unique opportunity to play a key role in shaping the future of a world-class infrastructure programme. HS2 will bring the UK’s Victorian railway infrastructure dramatically into the 21st century. Wholly owned by the Department for Transport, HS2 Ltd is the company responsible for developing and promoting the new high speed rail network.
Our Commercial Analysis team are working to ensure that decisions about the design, operation and regulation of HS2 are driven by considerations of best value over the life of the scheme. In particular, this includes ensuring that decisions reflect whole life cost and value considerations.
Working as part of the team, the Whole Life Costing Analyst will implement and embed Life Cycle Cost (LCC) and Whole Life Cost (WLC) estimating capability within the scheme, providing a set of tools that enables informed and transparent decision making – for the key technical and design decisions as HS2 moves towards its construction phase.
You’ll promote the use of LCC and WLC to inform optioneering, value engineering assessments and evaluating results as part of the project process. We’ll look to you to create an environment and establish ways of working that will enable frequent and timely cost estimate updates, accompanied by a high degree of quality assurance. This will involve the production of a set of user guides, checklists and procedures, as well as ensuring these are adhered to when the model is being used for testing. You’ll also run workshops and learning sessions to embed this knowledge across the organisation.
To be equal to the challenge, you’ll have a proven track record of effective cost data analysis, coupled with demonstrable experience of Life Cycle or Whole Life Costing, acquired in project and operational environments. We’ll also be looking for experience of prioritising and delivering analysis on time and to an appropriately quality assured standard. This might include application of change management, version control, and verification and validation activities to provide high quality analysis.
