Roving Protection Coordinator

We are looking for a highly qualified, self-motivated Protection Coordinator able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners.
Who are we?
The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.
About the job
The position is roving and a 3 monthly movement plan will be developed and agreed between the Head of Programme, Emergency Coordinator and Team leaders. 20% of time will be spent in Juba, 80% in the field.
Responsibilities
The Protection Coordinator has the overall responsibility for technical quality of protection work in all sites and information flows on protection to and from the field. The Protection Coordinator has decision making authority on technical protection issues.
Internal relations
The Protection Coordinator reports to the Head of Programme and works closely with the Emergency Coordinator and the Refugee Response Coordinator.
Protection Managers in all sites have a technical reporting line to the Protection Coordinator.
External relations
The Protection Coordinator represents DRC in protection cluster and sub-cluster meetings at the national level and state level as possible, and other protection related meetings as required.
Specific duties and responsibilities:
Programming and Coordination
  • Ensure programme quality in protection programming across DRC country programme and provide guidance/support to timely protection deliverables;
  • Provide oversight of technical aspects of protection staff’s work and identify training needs;
  • Lead/support on proposals developed in area of protection;
  • Provide inputs to, and advocate for, mainstreaming protection in proposals and interventions;
  • Develop and roll out protection mainstreaming strategy for DRC’s programme;
  • Update country protection strategy as needed;
  • Maintain up to date knowledge of protection issues in South Sudan and share this information with teams and senior management as appropriate;
  • Provide technical advice on planning assessments; participate in protection assessments as needed;
  • Identify protection gaps and opportunities for DRC interventions and participate in enhancing DRC/DDG integration in all field sites as relevant.
  • Ensure sharing of experiences, lessons learned, and good practice across sites and from other DRC country programmes;
  • Manage information flows to and from field sites, including updates into and from Cluster, Coordination and other relevant meetings;
  • Ensure protection related information products are standardised and kept up to date, e.g. site reports, 5Ws, briefing notes and coordinate news/interest piece and press releases;
  • Quality assurance of donor reports, advocacy and policy notes, other protection reports;
  • Support proposal development and coordinate multi-site proposals;
  • Develop/strengthen a protection data collection and management system as required;
  • Work closely with the Head of Programme, IDP Response Coordinator, Refugee Response Coordinator and M&E Coordinator to ensure that all protection activities are being appropriately monitored and evaluated;
Representation
  • Attend national and state level protection clusters as well as other protection related meetings; respond to requests for information from protection cluster and related sub-clusters;
  • Advocate and guide advocacy on protection issues;
  • Organisation, administration and personnel management
  • Provide technical questions and support to interviews for protection expat and national staff;
Training and capacity building
  • Identify training gaps among protection staff;
  • Support Team Leaders on nationalisation planning for protection staff;
Accountability
  • Ensure that DRC’s protection programming meets accountability obligations and carried out in accordance with the HAP Standard for Humanitarian Accountability and Quality Management (ref. Programme Handbook Annex 15 and related tools).
  • Any other duties as agreed with the Head of Programme.
We offer
Contract: A one-year contract, with the possibility of extension based on funding and performance.
Starting date: 1 December, 2015.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. This position will be placed at level A10. In addition, we offer 5 days of remunerated R&R (Rest & Recovery) leave every 8 weeks for Juba based staff and every 6 weeks for field based staff.
