BACKGROUND
HORIZONT3000 supports sharing and learning of its partner organisations with a special programme for Knowledge Management called KNOW-HOW3000. Within this Knowledge Management programme, HORIZONT3000 organizes sharing events, where exchange of experience and learning between HORIZONT3000 partner organisations, partner organisations of HORIZONT3000 Member Organisations and other relevant stakeholders is enabled.
“Policy Dialogue is as defined in the Accra Agenda for Action an ‘open and inclusive dialogue on development policies..’, which goes on to suggest that Governments and local authorities should engage with CSOs “in preparing, implementing and monitoring national development policies and plans. They will also engage with CSOs…” This explicitly intends that policy dialogue includes all these elements at different stages of the policy cycle including policy formulation, policy implementation and policy monitoring.” (ITAD/ COWI, 2012).
An independent evaluation of ADA, Danida and SIDA drew very important lessons on why Civil Society (CS) engagement in the Global South is not effectively working, especially when it comes to topics relevant for marginalized population groups. Aspects of and activities on Policy Dialogue are anchored in the HORIZONT3000 sector Human Rights - Civil Society and a big number of HORIZONT3000 partner organisation already engage in aspects of Policy Dialogue.
HORIZONT3000 is the lead agency for the implementation of a 2 year consortia pilot project on strengthening CSOs capacities for their engagement in Policy Dialogue in East Africa. 7 local East African organisations[1] are partners within this consortia project. A first round of capacity building, training and cross-learning on Policy Dialogue has already taken place in East Africa within this consortia project in the year 2015.
Other HORIZONT3000 partners have shown interest in capacity development on aspects of Policy Dialogue and it has been recommended to HORIZONT3000 to best use synergies of this consortia project for other HORIZONT3000 partners and strengthen HORIZONT3000 partners work regarding Policy Dialogue.
This year’s KNOW-HOW3000 Sharing Event in East Africa will therefore focus on “CSOs engagement in Policy Dialogue”.
The main purpose of this KNOW-HOW3000 sharing event on CSOs and Policy Dialogue is to strengthen capacities of partner organisations regarding Policy Dialogue and enabling sharing and cross-learning on the topic.
HORIZONT3000 is looking for a trainer on Policy Dialogue/ Evidence Based Research/ Policy Dialogue stakeholder analysis and facilitator for the Sharing Event.
OBJECTIVES of THE CONSULTANCY
- Participants of Sharing Event have an understanding of Policy Dialogue and how Civil Society Organisations can engage in it
- Participants of Sharing Event know how to
· Do Policy Analysis / Evidence-Based Research for their relevant topics
· Do Stakeholders’ analysis
· Deal/interact with various stakeholders in the policy dialogue cycle, including opponents
- To assess where HORIZONT3000’ and HORIZONT3000 Member Organisations’ partner organisations already engage in Policy Dialogue
- HORIZONT3000 partner organisations and partner organisations of Member Organisations can share and cross-learn from experiences in engaging in Policy Dialogue
This training will possibly be combined with a field visit to an organisation near Kampala where participants can learn from the experience/ practice of one organisation.

The Sharing Event will take place from November 11th-13th 2015 in Kampala (3 days)

1.Preparation of Sharing Event (programme, methodology, content)
2.Implementing Sharing Event in Kampala on following topics
· Civil Society Organisations’ Engagement in Policy Dialogue (Definitions, Policy Dialogue Cycle, Guidelines on CSOs engagement in Policy Dialogue, CSO entry points, strategies, tools/methods, etc.)
· Policy Analysis and Evidence Based Research
· Stakeholder Analysis and interaction for Policy Dialogue
3.Documentation of Sharing Event
SHARING EVENT PARTICIPANTS
Around 20 persons from HORIZONT3000 partners within the sector Human Rights-Civil Society, HORIZONT3000 Member Organisations’ partners as well as other relevant stakeholders/ experts will participate.
DOCUMENTATION/ REPORTING
A documentation of the Sharing Event including the following parts is required:
· Training Content
· Resource/ Literature list on training topics
· Summary of partner organisations current engagement in Policy Dialogue (status quo)
· Recommendations for further capacity development on Policy Dialogue for local partner organisations
· Participants feedback
· Selected pictures
HOW TO APPLY:
CONSULTANT PROFILE
Consultant should be CSO & Policy Dialogue practitioner with strong training background or freelancer/ trainer working with policy dialogue/ lobbying/ advocacy of CSOs in East Africa.
Preferably based in East Africa.

All local costs for participants including travelling, accommodation and catering will be calculated by HORIZONT3000. Costs for accommodation for the consultant during the sharing event in Kampala will be covered by HORIZONT3000.
