Leadership and Advisor Roles 2016/2017

AGI’s Mission
Over a billion people in Africa need their governments to provide basic public services such as hospitals, schools, sanitation, employment opportunities and much more. When governments fail to deliver, it’s the poor that suffer most. That’s why AGI’s mission is to support effective government in Africa - to make government work for the world’s poorest people.
To achieve this vision, we provide practical advice and support to help African Leaders bridge the gap between their vision for a better future and the capacity of their governments to achieve it. In the last year, this has included helping to end Ebola in West Africa, supporting the set-up of the Development Bank of Nigeria, and reforms in Rwanda that will increase farmers’ incomes and exports.
Our model combines the experience of AGI’s founder and Patron, Tony Blair, with on-the-ground teams of professionals working shoulder-to-shoulder with counterparts in the heart of partner governments to develop capacity and put in place the skills, systems and structures needed to drive delivery on the ground. Currently, AGI is working to support the governments of Sierra Leone, Liberia, Rwanda, Guinea, Ethiopia, Kenya, Mozambique and Nigeria.

Upcoming Opportunities - 2016/2017
We are seeking individuals with 7+ year’s relevant professional experience within public/civil services worldwide; strategy consulting; relevant industry sectors; private equity and finance; and international development. For any of our roles, experience of living and working in developing countries is desirable but not essential.

Leadership Positions
AGI Country Heads have full responsibility of all programme activities, including managing a team of 4-10 people, project budget oversight, strategic programme design and the delivery and evaluation of project goals. This includes managing relations with senior government stakeholders, including, in some countries, the President. For these challenging and demanding roles we are looking for exceptional performance in the AGI competencies and proven experience of building senior relationships and managing high performing teams.
Governance Advisor roles
AGI’s Governance Advisors work within Centre of Government institutions – Presidents’ and Prime Ministers’ offices; cross-government co-ordination offices; and strategy, policy and delivery units, as well as within Priority Ministries. These include:
  • Finance and Investment – individuals with experience of economic planning, project finance, innovative public finance models, donor and financier coordination, and/or securing access to finance for the private sector and farmers. We are also seeking individuals with experience of the ICT and innovation industry.
  • Energy – individuals with government, consulting or industry experience in the electricity sector, e.g. in energy policy, the performance of energy utilities, public-private partnerships, and the management of power generation and distribution projects.
  • Transport Infrastructure – individuals with government, consulting or industry experience e.g. the performance of infrastructure ministries and agencies, public-private partnerships, project management and oversight of major infrastructure projects in developing countries.
  • Private Sector Development – individuals with experience in investment facilitation/ promotion, business linkages and value chain coordination, managing investment deals in emerging market economies and/or delivering organisational change.
  • Agriculture – individuals with experience in value chain development, investment appraisal, and business planning and market analysis. Experience in emerging market economies preferred.

Regional Security Advisor – West Africa

It’s hard to believe that today over 650 million people still don’t have clean, safe water and over 2.3 billion live without a toilet. The resulting diseases kill one child every minute.
WaterAid is looking for a Regional Security Advisor in West Africa to play a vital role in our mission to transform lives with safe water, sanitation and hygiene in the world’s poorest communities.
Working within the West Africa Regional Office team and the Global Security Manager based in the UK, the Regional Security Advisor will lead on all issues of security and safety, including mitigation of the risks posed to country programmes, personnel and assets in WaterAid West Africa region, in close collaboration with the Global Security Manager.
The job holder will provide specialised, coordinated and focused security and risk
management support to regional leaders in countries where we operate.
To be successful, you’ll need to have:
· Demonstrated leadership skills.
· The ability to make quick decisions in emergencies or when rapid response is required experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions.
· Experience of incident reporting, incident mapping, intelligence collation and analysis functions.
· Experience of set up and execution of an incident warning system (warden system), and compilation of security reports and assessments.
This position also requires strong analytical capacity, resourcefulness and creativity in developing the role of security within programmes and ensuring the most effective support to line management. You will also need excellent interpersonal and communication skills, including influencing, negotiation and coaching skills, and strong research and environmental scanning skills.

Monitoring and Evaluation Specialist, Liberia

Based in Washington, D.C., ACDI/VOCA is a nonprofit international development organization that delivers technical and management assistance in agribusiness, financial services, enterprise development, community development and food security in order to promote broad-based economic growth and vibrant civil society. ACDI/VOCA currently has approximately 60 projects in 30 countries and total revenues of $173 million.
Short-term Monitoring and Evaluation Specialist, Liberia
We are currently seeking a short-term Monitoring and Evaluation Specialist for the on-going LAUNCH Project, a five-year, $40 million USAID-funded Title II Multi-Year Assistance Program in Liberia. ACDI/VOCA and its partners, Project Concern International (PCI), John Snow Incorporated (JSI), and Making Cents International (MCI) designed and are implementing a comprehensive action plan to bolster food security in Liberia through the promotion of sustainable livelihood strategies; improved health and nutrition; and increased access to and quality of education in six districts in Bong and Nimba counties. The M&E Specialist will be responsible for providing programmatic backstopping support and ensuring that monitoring and reporting of all program activities and outcomes are in place, effectively implemented and well synchronized between program locations and components. The length of this position is approximately three months, subject to negotiation and is available immediately. It can include a combination of in-country work and remote support.
Responsibilities:
  • Carry out or guide the data analysis and preparation of quarterly Operational Reports, Annual Results Reports and other reports that are submitted to the donor
  • Review data collected by M&E staff and program field staff working within all three of the SOs (agriculture, health and nutrition and education) and ensure on an ongoing basis a high quality of data
  • Ensure compliance with USAID Office of Food for Peace implementation and reporting guidelines as well as ACDI/VOCA’s corporate M&E systems
  • Oversee a technical team of cross-sectoral M&E staff and direct data collection activities of field-based personnel
  • Guide technical direction of the M&E approach and strategy in consultation with the Chief of Party and ACDI/VOCA headquarters and regional based M&E support for the program
  • Provide monthly, quarterly and other M&E reports to senior management to inform project decision-making on a regular basis
Qualifications:
  • Minimum of 10 years of experience leading project Monitoring and Evaluation for international development programs
  • A Master’s degree is required in the fields of M&E, social sciences, agriculture economics or other related field
  • Previous experience designing and implementing M&E training for international organizations and USAID-funded projects
  • Significant experience in the design and implementation of M&E systems for capacity building interventions
  • Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives)
  • Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.)
  • Proven familiarity with USAID rules and regulations (preferably the Office of Food for Peace)
  • Previous experience in Liberia preferred
  • Fluency in English, written and spoken

Emergency response: Ebola crisis - Child Protection

UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Under the overall direction of the UNMEER Field Crisis Manager of the sub-national district office but with a technical guidance and direction being provided by the Chief of the Information Management Unit in Accra, Ghana the UN Volunteer Data Collection and Coordination Information Management Officer will undertake the following tasks. In the light of the start-up of the mission and the setup of the UNV Field Unit, the Description of Assignment (DoA) may change in the course of assignment. Provides support to
Ebola responders and Sub-National teams and performs other related duties, as required under the direction of the head of the sub-national office. Duties will include:
 Trouble shooting technical issues with data collection mechanisms of data collection staff and provide supplemental training if necessary
 Collection of contact information for all responders
 Collection of 3W (who does, what, where) data
 Collection of 4W (who does, what, where, and when) data
 Identifying possible data source and ensuring connection into national level data collection mechanisms.
 Distributing products prepared by UNMEER to all responders (reference and thematic maps, infographics, dashboards, contact directories)
 Advocate for the use of data standards and common platforms, and for the open exchange of information
Promotion of the UN Volunteer programme mandate1
UN Volunteers are expected to integrate the UNV programme mandate within their assignment as well as promote voluntary action through engagement with communities (urban & rural) during the course of their work. As such UN Volunteers should dedicate a proportion of their working week to the following in support of and in synergy with their primary role as UN Volunteer.
 Strengthen knowledge and understanding of the influence of voluntary action by the communities serviced directly or indirectly by UNMEER by doing the following;
 Research of the subject matter;
 Develop knowledge of related non-profit community based organizations and promote major issues of these organizations through voluntary actions that will influence development and peace-building initiatives;
 Undertake awareness-raising (promotion) activities in communities that will increase knowledge of issues of interest to UNMEER and UNV mandate;
 Encourage communities to volunteer thoughts and actions to the development of their communities on the basis of core child protection issues of concern.
 Build relationships with a wide range (private/public) of Community Based Organizations, (CBO’s) Civil Society Organizations (CSO’s) - to support and/or participate in community driven voluntary activities and assist them to tell their stories to the World Volunteer Web site;
 Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between UNMEER mandate and volunteerism;
 Monitor on a continual basis the impact of integrating issues, activities and voluntary action at the community level;
 Contribute to articles/write-ups on the peace-building and development process and experiences from the above outlined activities and submit them to UNV publications/websites, newsletters, press releases, etc.;
 Promote and/or advise CSO’s and Citizens groups in the use of OV (online volunteering), and encourage relevant - groups to use OV whenever – technically possible.
  1. Results/Expected Output:
1The United Nations Volunteers (UNV) programme was created by the General Assembly (GA) in 1970 through GA resolution 26/59. Since then, UNV’s mandate has been expanded by GA resolution 31/131 in 1976, GA resolution 56/38 in 2001 and others in the follow-up to the International Year of Volunteers in 2001.
 The UN Volunteer will be expected to facilitate the flow of information from the sub-national hubs to the national level information management units. They will need to be creative and resourceful to ensure that the most accurate and reliable data is being collected at the field level for use in planning and decision making at the sub-national, national and regional levels.
 A final statement of achievements towards volunteerism for development during the UN Volunteer assignment, such as reporting on the number of UN Volunteers mobilized, activities participated in and capacities developed.
  1. Qualifications/Requirements:
a) Qualifications, skills, experience:
The incumbent must be a dynamic, multi-functional person, who supports the host entity with professionalism, dedication and client orientation. The following qualifications are required:
 University degree (bachelor) in information management, information systems, social science or related field, or technical training/college in similar disciplines;  Work experience of 2/3 years in a private company, UN, or NGO dealing with the collection, coordination and dissemination of operational information. Experience working in a developing country as well as previous experience as a volunteer and/or promotion of volunteerism will be an asset.  Excellent English is required; French is an asset.
 Previous working experience in Africa is highly desired. Knowledge of the region will be a strong asset.
 Solid computer skills, including full proficiency in various MS Office applications (Excel, Word etc) and other IT applications and office technology equipment;
 Ability to perform duties under stress and in insecure, isolated and potentially hostile environments;
 Have a valid driver’s license and proven ability to drive manual gear 4x4 vehicles;
 A demonstrated ability to work effectively in a multi-cultural and dynamic environment;
 Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.

Technological Awareness: Excellent computer skills and use of relevant software and other applications.
  1. Living Conditions:
Sierra Leone enjoys relative stability in the last few years and the living condition is therefore reasonable. Infrastructure, such as transportation and social services is poor in general, and western amenities such as food, restaurants, apartments, etc. tend to be a little bit expensive but it will not be difficult to get by. Electricity and water supplies will remain volatile and many people are relying on generators and private delivery services.
Since May 2014, Sierra Leone is suffering an Ebola Outbreak that has further weakened its health system and its economic growth. Most UN Programmes have been redirected to the Ebola response and UNMEER has been established in Ghana and the 3 most affected countries (Sierra Leone, Liberia and Guinea) to coordinate the response. The Mission will be temporary and will respond to immediate needs related to the fight against Ebola.
Security recommendations from the UN Department of Safety and Security (UNDSS) must be followed by all UN Staff and UN Volunteers in the course of their assignments in Sierra Leone.
  1. Conditions of Service
Contracts are issued depending on budget and mission mandate (renewable depending on Mission mandate, operational necessity and satisfactory performance). Settling-In-Grant is provided. Monthly Volunteer Living Allowance (VLA) (US$ 2,348 single rate, US$ 2,598 1 dependent rate or US$ 2,798 at 2+ dependency rate) is intended to cover housing, utilities, and normal cost -of-living expenses. Life, health and permanent disability insurance are included, as well as periodic home leave, final repatriation, and resettlement allowance.

Psychosocial and Child Protection Specialist:Libera or Guinea or Sierra Leone

Plan’s vision is to reach as many children as possible, particularly those who are excluded or marginalised, with high quality programmes that deliver long lasting benefits. In 2012, Plan provided life saving humanitarian assistance, protection, education and emotional support in 36 disasters across the world.
We are looking for exceptional, highly experienced Emergency Psychosocial Specialistto join our Emergency Ebola Response Team in one of the countries we are responding to the Ebola outbreak, Guinea, Sierra Leone or Liberia.
Working closely with the Child Protection Advisor you will be responsible for:
· Designing and delivering interventions for psychosocial support for children and their care givers, linked with Plan child protection interventions and with programs in education, health, water, sanitation and hygiene
· Designing and delivering of psychosocial support actions for Plan staff and its partner organizations
· Represent Plan in PSS coordination and cluster meetings
· Ensure Plan interventions align with recognized standards and guidelines, including Inter Agency Standing Committee guidelines on Mental Health and Psychosocial Support in Emergency Settings (MHPSS) and relevant government guidelines
Qualifications and experience
  • Experience in psychosocial support and protection for children, especially in emergency settings
  • Good knowledge and understanding of humanitarian principles and established international standards on mental health and psychosocial support in humanitarian settings (Humanitarian principles, humanitarian charter, The Code of Conduct for The International Red Cross and Red Crescent Movement and NGOs in Disaster Relief,International Network on Education in Emergencies Standards, Child Protection Minimum Standards, IASC guidelines on mental health and psychosocial support in emergencies, IASC GBV guidelines, Sphere Standards, HAP standards, People in Aid code)
  • Experience in designing psychosocial support interventions for children in humanitarian settings, including in Child Friendly Spaces and temporary learning spaces
  • Experience of training on psychosocial support with a variety of audiences.
  • Skills in psychosocial assessment, monitoring and evaluation
  • University degree (or demonstrated equivalent capacity) in an appropriate field such as psychology, social work, health, education

Warehouse Delegate - Liberia

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with 189 member National Societies. As part of the International Red Cross and Red Crescent Movement, our work is guided by seven fundamental principles; humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
Organizational Context
The Secretariat of the International Federation of Red Cross and Red Crescent Societies (IFRC) is organized into four Business groups in Geneva and five Business Groups in the field, namely the Zone Offices for Africa, Americas, Asia and the Pacific, Europe, and Middle East and North Africa (MENA). The Africa Zone Business Group is organized through regional representations covering the National Societies in Eastern Africa, Southern Africa, West Coast, Sahel and Central Africa as well as country representations in Ethiopia, Sudan, Republic of South Sudan, Chad, Niger, Somalia and Zimbabwe, Central Africa Republic, Liberia. The situation in Liberia is increasing with Ebola cases on the rise, and an increased case load of treatment patients. The IFRC has decided to scale up support in treatment, prevention and other areas of community awareness to curb the current outbreak. In this, it is all the more imperative to recruit an IFRC Warehouse Delegate for at least a further 06 months in Liberia.
Job Purpose
Reporting to the IFRC Liberia Logistics Delegate, the Warehouse Delegate will carry out Warehouse tasks in support of International Federation operations Liberia.
Job Duties and Responsibilities
  • To asses LNRCS warehousing and assist in set up of an alternative warehouse
  • To assist LNRCS in reorganizing the existing NS warehousing system
  • To implement, maintain and follow International Federation standard warehouse practices and record keeping in accordance with audit trail standards.
  • To ensure the correct storage and rotation of stocks, as well as proper structural maintenance of warehouse(s) in view of maintaining all stocks in good condition.
  • To maintain accurate stock records and controls at all times; provide weekly and monthly stock reports to the Logistics Delegate and advice on warehousing issues that affect the overall logistics operation.
  • To organize local labour to effect the timely and efficient reception and dispatch of goods within the warehouse.
  • To liaise and maintain timely communications with relevant other delegation units, departments and services to ensure the timely and efficient receipt and dispatch of goods from the warehouse in support of their activities.
  • To support, train and develop the competencies of local employees, so they may be self-sustaining..
  • To contribute to strengthening the capacity of the LNRCS warehouse officer
  • To perform other duties as may be assigned by the direct supervisor.
Education
Formal education to secondary level technical qualification in logistics _ Required
Technical qualification in logistics _ Required
Experience
  • Warehouse management, at least 3 years _ Required
  • Working in general management or administration _ Preferred
  • Experience of working for a humanitarian aid organisation in a developing country _ Required
  • Experience of working within the Red Cross Red Crescent Movement. _ Required Knowledge, skills and languages
  • Proficient in basic computer software programmes (Windows, spreadsheets, word-processing) _ Required
  • Valid driving licence (manual gears) _ Preferred
  • Advanced knowledge of spoken and written English _ Required
  • Skills in training and developing staff _ Preferred
