Chemonics seeks a monitoring, evaluation, and learning specialist for the five-year Tunisia Youth and Community Resilience Project, which will apply a community-led approach to address youth and community needs and build resilience. The activity will support communities in creating alternative pathways for youth to promote positive outcomes. Working under the supervision of the monitoring, evaluation, and learning director, the specialist will play a key role in information capture of, analysis of, and reporting on a wide range of youth and community resilience activities. Responsibilities include:
- Support the program’s monitoring and evaluation (M&E) efforts to ensure data collection, analysis, and learning is fully integrated into all program components
- Compile M&E data, conduct analysis, draw conclusions on activity impact, and make recommendations to improve program performance
- Assist partners, if necessary, with report preparation to ensure that reports capture the activity’s results and impact, not just its volume
- Schedule and organize the logistics of field-data collection
- Work with relevant staff to develop data-collection plans and questionnaires to evaluate the achievement of activity objectives
- Contribute to communications products — from weekly reports to program success stories, targeted presentations, and reports — with an eye toward capturing programmatic results and impact
- Provide expertise on all matters related to qualitative research and analysis
- Provide input on research-plan development
- Design appropriate qualitative data-collection tools (e.g., interview and focus group questionnaires) as part of defined research plans
- Conduct desk reviews, primary source research, and key informant interviews
- Conduct analysis of qualitative data
- Draft reports based on qualitative and quantitative data to answer specific requests for research
- Conduct secondary source research when required to provide context and background for specific requests for research
- Coordinate in-country data collection and ensure data quality control
- Provide contextual knowledge and understanding of Tunisia’s social and political dynamics
Qualifications:
- Bachelor’s degree in the social sciences, with an emphasis on evaluation methodology, required; advanced degree preferred
- Minimum of five years of experience conducting or managing field-research projects involving various types of data-collection and reporting
- Experience with donor-funded organizations preferred
- Excellent familiarity with a range of qualitative and quantitative research methodologies and research design
- Demonstrated experience in analyzing and reporting on program impact
- Demonstrated ability to communicate clearly and concisely both orally and in writing
- Demonstrated leadership, versatility, and integrity
- Fluency in English and French required; fluency in Arabic preferred
