Chef d’antenne à Kananga (RDC,province du Kasaï-Occidental)

RCN J&D travaille en République démocratique du Congo sous l’angle de l’«offre » de justice via l’appui institutionnel (formation de personnel judiciaire, appui documentaire) et sous l’angle « demande» de justice via des collaborations avec la société civile pour renforcer sa connaissance du droit et l’accès au système judiciaire.
Dans le cadre de son projet « Pour une meilleure sécurité juridique en RDC », RCN J&D recrute un/une Chef d’antenne pour son bureau de Kananga (Kasaï-Occidental). Ce responsable sera le seul salarié expatrié de l’antenne et travaillera avec une équipe composée de 4 collègues nationaux.
Ce poste est non-accompagné : un départ en couple ou en famille n’est pas possible.
Profil recherché :
  • Diplôme en droit ou expérience en rapport avec le milieu judiciaire ;
  • Expérience professionnelle confirmée, dont minimum trois ans en coopération au développement (en Afrique centrale et RDC de préférence) ;
  • La connaissance des enjeux en matière foncière est un atout
  • Capacité de gestion administrative et financière : gestion de caisse, comptabilité, suivi budgétaire, contrat
  • Excellentes capacités de management, notamment en animation d’équipe et gestion de ressources humaines (RH) ;
  • Maîtrise du cycle de projet, de la compréhension des budgets ;
  • Capacités d’analyse politique, de conceptualisation et esprit de synthèse ;
  • Aisance rédactionnelle et parfaite maîtrise du français à l’oral comme à l’écrit;
  • Fluidité dans les relations humaines, sens de la relation institutionnelle et de la diplomatie ;
  • Curiosité et ouverture d’esprit à l’égard de la culture du pays ;
  • Capacité à travailler en situation de stress ;
  • Bonne connaissance de l’anglais.
Tâches :
Le/la chef d’antenne est chargé de :
  • Coordonner la mise en œuvre des objectifs du programme, dans le respect des budgets alloués ;
  • Coordonner la gestion générale de la mission, en ce compris les finances, l’administration et les RH ;
  • Représenter le programme dans les contacts avec les autorités et les autres partenaires congolais ou internationaux au niveau de la province du Kasaï-Occidental ;
  • Assurer une réflexion constante au sein du projet sur les enjeux de la justice en RDC ;
  • Participer à la gestion des contrats bailleurs et de la couverture financière de l’antenne (demandes, négociations, rapports, etc) ;
  • Assurer une communication régulière avec le bureau de Kinshasa et le siège ;
  • Superviser la rédaction des rapports, projets, avenants
  • Superviser la fermeture du bureau de Kananga en mars 2016.
Le/la Chef d’Antenne travaille sous l'autorité directe de la Chef de Mission basée à Kinshasa et il/ elle travaillera en étroite collaboration avec l’équipe de coordination à Kinshasa :
  • Il/ elle entretient une communication régulière avec le Chef de Mission sur la mise en œuvre du Projet et les rencontres avec les autorités locales ;
  • Il/ elle suit les recommandations de la Coordinatrice Projets en termes d’harmonisation des outils de planification et de suivi et évaluation ;
  • Il/ elle suit les recommandations du Coordonateur AFL en termes de gestion administrative, financière et logistique de l’antenne.
Durée:RCN J&D Justice & Démocratie propose un contrat à durée déterminée qui prendra fin le 30 mars 2016
Quand :Prise de poste le 1er septembre au plus tard, après briefing au siège de RCN J&D à Bruxelles;
Lieu :Kananga, RDC, avec des missions à Kinshasa.

The Southern African Development Community (SADC) currently has fifteen Member States1 with a population of approximately 250 million people and a combined GDP of USD 467.3 billion (2006). The overall objective of SADC is to achieve development and economic growth, which is to be attained through increased regional integration, built on democratic principles and equitable and sustainable development.

Citizens of Swaziland can only apply for Officer Level positions on Job Grade 6 and 7. Citizens of Lesotho are not elegible to apply since Lesotho has currently exhuasted its quota points.

Civil Society Scholar Awards

The Civil Society Scholar Awards (CSSA) support international academic mobility to enable doctoral students and university faculty to access resources that enrich socially engaged research and critical scholarship in their home country or region.
The awards support activities such as fieldwork (data collection); research visits to libraries, archives, or universities; course/curriculum development; and international collaborations leading to a peer-reviewed publication. 
Civil Society Scholars are selected on the basis of their outstanding contributions to research or other engagement with local communities, to furthering debates on challenging societal questions, and to strengthening critical scholarship and academic networks within their fields.
Eligibility Criteria
The awards are open to the following academic populations:
  • Doctoral students of eligible fields studying at accredited universities inside or outside of their home country;
  • Full-time faculty members teaching at universities in their home country.
Candidates must be citizens of the following countries: Afghanistan, Albania, Angola, Azerbaijan, Belarus, Bosnia and Herzegovina, Cambodia, Democratic Republic of Congo, Republic of Congo, Egypt, Equatorial Guinea, Eritrea, Ethiopia, Guinea, Haiti, Kosovo, Laos, Libya, Macedonia, Moldova, Mongolia, Myanmar/Burma, Nepal, Palestine, Papua New Guinea, Serbia, Sudan, South Sudan, Syria, Swaziland, Tajikistan, Tunisia, Turkmenistan, Uzbekistan, or Yemen.
  • Project duration: 2–10 months
  • Eligible dates: August 1, 2015–August 31, 2016
  • Maximum funding requests: $10,000 for doctoral students; $15,000 for faculty members

Ineligibility Criteria
Applicants may not request grant assistance for the support of:
  • federal and/or state taxes;
  • computer hardware, software or other computer-related equipment;
  • automobile-related expenses;
  • tuition/academic fees if the activity is not for the first year of a doctoral program;
  • conference attendance which is not part of a larger research project;
  • applications from more than one individual.
Ineligible fields include: business administration, management training, computer science, finance/banking, marketing, engineering, hard sciences (physics, biology, chemistry, etc.), mathematics, medical sciences, or teaching English as a foreign language/language instruction.
Applicants with permanent resident status, dual citizenship, and/or asylum seekers in Australia, Canada, European Union, New Zealand, Nordic Countries, or the United States are not eligible to apply.
Students or faculty currently enrolled in master’s degree programs are not eligible to apply.
Guidelines
Competition for the CSSA awards is merit-based. Selection will be made on the basis of proven academic excellence, a clear and justifiable need for international travel to complete the research project, and relevance of the project to the development of open society in the applicant’s home country. 
Selected grantees may be invited by CSSA to attend short-term trainings/summer school, and a participant conference during the grant period. Travel costs and accommodation for these events will be covered by CSSA.

WASH Specialist (m/f), Goma, Democratic Republic of Congo

The position is to be filled as soon as possible and has an initial contract term running until 14.05.2015. Deployment location is Goma in the Democratic Republic of Congo. Taking the security situation into account, travel for work will be required.
Aims and duties of the position
As WASH Specialist you are responsible for the planning, implementation and supervision of the WASH projects of Welthungerhilfe in the Democratic Republic of Congo in cooperation with the country office and the project management.
Your most important duties:
  • Planning, coordination and conceptual development of WASH activities
  • Consultation and quality control of the WASH activities of partner organisations in IDP camps and villages in North Kivu
  • Budget responsibility for the WASH component of the projects
  • Active participation in WASH clusters
  • Ensuring coordination and cooperation with international and national NGOs
  • Monitoring and evaluation of project activities
  • Ensuring regular reporting
As a qualified applicant you will possess the following:
  • A university or polytechnical degree, ideally in the field of water management and/or

Head of Project (m/f) in the Democratic Republic of Congo

The position is to be filled from February 2015 with an initial contract term running until 31.01.2016. Deployment location is Goma. Taking into account the security, travel for work is required.
Aims and duties of the position
As Head of Project you are responsible for carrying out the projects of Welthungerhilfe in the region, in accordance with the framework specified as regards content, financing and timescales.
Your most important duties:
  • Representing Welthungerhilfe and coordination of the project concept and planned project activities with local decision makers and other aid and development organisations working in the project area
  • Development and preparation of measures within the area of emergency aid and
    rehabilitation
  • Identification of new local and international project partners and co-financing donors
  • conceptual development of the projects and production of planning documents for further project phases
  • Regular reporting to the country office and/or branch office
  • Ensuring proper financial and material expenses planning
  • Ensuring the necessary flow of information and public transparency of the project work
  • Recruitment, management and guidance of national specialists
As a qualified applicant you will possess the following:
  • A university or polytechnical degree in the field of international agricultural science, rural development or a comparable relevant qualification

Expert Etude Participative des Vulnérabilités et des Capacités des Communautés (EPVC)

Job Title: Expert Study Participatory Vulnerability and Capacity of
Communities (EPVC)
Base and Country Work: Kalomba, Western Kasai, DRC
Contract Period: 2 months
Start date for the position desired: 01/12/2014
The expert EPVC is responsible for:
Objective 1: Conduct a study of Participatory Vulnerability and Capacity of
Communities (EPVC)
  • For this purpose, in connection with the ACF team, extensive coordination will be to do with the other studies included in the project (Socio Cultural Study Fast, Causal Analysis of Malnutrition, Cost of Diet), at design time to avoid duplication and ensure complementarity and at the time of the analysis, to cross the results and interpret any differences.
  • Present the methodology and the exact timing of the study team coordination ACF for approval.
  • Discuss and define with teams expected from the study and an action plan
  • Conduct the study by following the steps outlined in the manual practice ACF on EPVC:
  • Preparatory stages, secondary data analysis, management tools etc.
  • Conduct the study directly with communities
  • Analyze and interpret results
  • Validate the results with communities
  • Create community action plans with targeted communities and
  • Present results with ACF and others
  • Write the final report incorporating comments EPVC ACF
  • Discuss and define the ACF teams an action plan which takes into account the findings and recommendations EPVC and highlight recommendations for a possible project, including vulnerable target populations.
Objective 2: Team Manager
  • Define the human resource needs for the study if necessary
  • Create, adapt job descriptions Team
  • Participate in the recruitment of its team with the HR
  • Oversee and manage its direct employees
  • Train his team to specific methods
  • Promote respect for the ACF Charter and the prevention of fraud and abuse of power.
  • At the end of the mission, make an assessment of each team member and leave references for each
Objective 3: Communicating Research Participatory Vulnerability and Capacity of
Communities (EPVC)
  • Produce with and for each target community, a community action plan
  • A final report of the study that takes into account the reactions of ACF, which considers the links with other studies of the project if the results are already available and gives recommendations for a possible project
  • Organize meetings of technical exchanges as the progress of the investigation with other teams if they are studies underway at the same time
Objective 4: Represent and liaise with the authorities, the UN, NGOs and local partners
  • Facilitate coordination meetings focused on EPVC
  • ACF represent local, regional or national level in collaboration with the Country Director and / or field coordinator and liaise with UN agencies, national and international NGOs and governments, specifically the study
This list of tasks is not exhaustive and may change depending on other needs necessary and indispensable to the execution of the job.
