The upcoming award will be a 5-year USAID funded activity in response to the IMPACT Request for Information. USAID/Madagascar anticipates awarding one five-year contract to apply an integrated approach to sustainably increase the availability and accessibility of quality health products. The project is designed to use TMA to maximize the relative strengths of public, private, and commercial actors and focuses on products and services in the areas of family planning/reproductive health, maternal and child health and malaria. The aim is also to strengthen the capacity of the Government of Madagascar to manage supply of pharmaceuticals and health commodities; encourage the expansion of commercial actors into new markets; and support social marketing to increase demand for and coverage of essential health products.
The Deputy Chief of Party (DCOP) is a full-time position to support the Chief of Party (COP) of an upcoming award in Madagascar funded by USAID entitled Improving Market Partnerships and Access to Commodities Together (IMPACT)
Reports to: Chief of Party (COP) of an upcoming award Duration: 5 years Location: Antananarivo, Madagascar
- Support the COP in management of project operations and administration components and work with the US-based country management support team to ensure the project follows good management practices and adhere to the operational and administrative donor and HQ requirements.
- Lead the development of operational, procurement, grants management and administrative standards and procedures in line with USG requirements and that are needed to support the technical components.
- Manage senior level operations and administrative staff to ensure the required project performance and delivery of high quality deliverables
- Plan, organize and carry out necessary capacity building for project staff on operations and administrative SOPs.
- Help establish and maintain effective working relationships with donor and key government officials regarding operations and administration.
- Prepare/finalize operational and administrative content for appropriate project reports.
- Support the annual work plan process and completion of high quality deliverables
- Conduct communications and media relations in close coordination with USAID and Palladium Washington as required.
- Conduct internal travel to rural Madagascar as directed to ensure successful project implementation.
- Master's Degree in a relevant subject (MBA, MA in Business, Economics, International Development, etc.) or a BA and 10+ years of relevant experience
- Familiarity with technical inputs required to implement multi-faceted programs in the target health areas (MCH, WASH, Malaria and SRH) as well as Total Market Approach/public-private-partnerships in developing countries;
- 10 years of senior management experience on complex, large-scale, donor-funded programs (USAID experience preferred), At least 5 years where it can be demonstrated that responsibilities have increased to senior management level;
- Demonstrated experience mentoring and managing technical experts to high level performance towards meeting deliverables;
- Experience managing large budgets and oversight of finance and procurement functions
- Demonstrated skills in effectively engaging stakeholders including senior level staff in government agencies and civil society organizations, private sector, universities, media, and international donor agencies;
- Excellent leadership, interpersonal, verbal and written communication skills
- Willingness to travel extensively throughout Madagascar;
- Fluency in English and Malagasy required;
- Malagasy nationals preferred.
