ACKGROUND INFORMATION
The Semi-Arid Food Grain Research and Development (SAFGRAD) is one of the specialized technical offices of the African Union Commission in the Department of Rural Economy and Agriculture (DREA). As a technical office, the strategic mandate is to lead, coordinate and facilitate the formulation of appropriate policies and programmes that build resilience of rural livelihoods in semi-arid Africa. To achieve this, SAFGRAD activities include strengthening institutional capacities aimed at advancing agricultural research, technology transfer and adoption; enhancement of value chains; management of natural resources; and mitigation and adaptation to climate change and combating desertification. SAFGRAD vision falls within the Comprehensive Africa Agricultural Development (CAADP) framework which is at the heart of efforts by African governments to accelerate growth and eliminate poverty across the continent. SAFGRAD adopts regional and strategic group approach in its research activities to explore complementarity advantage in promoting collaboration and partnership across regional and economic blocks.
In furtherance of its activities in strategic commodity development, AU- SAFGRAD intends to engage the service of consultants to conduct maize and sorghum value chains analysis in the Sahelo-Saharan zone of Africa. The Commission invites applicants, who are citizens of Member States, for the consultancy service.
The study will be conducted in the following countries: Algeria, Burkina- Faso, Chad, Cote d'Ivoire, Guinea, Guinea-Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan.

Major duties and responsibilities (Scope of work)
Conduct a desk review of the maize and sorghum economy in the country
  • review of the production and marketing trends and condition
  • review of existing laws, policies, programmes and institutional frameworks put in place to encourage investments in the commodity chain
Conduct the maize and sorghum value chains mapping in each country. This will involve
  • Identifying the main actors and the flows of products, money and information along the commodity chain.
  • Map key policies and institutions that influence the functioning of the value chain at the national and regional level,
  • Conduct focus group interviews with the major stakeholders at each section of the value chain so as to identify constraints and opportunities to reduce transaction cost and improve market access of the commodities
  • Identify and analyze any institutional arrangements, public-private partnerships and formal linkages between chain actors in the value chain.
  • Conduct a gender and youth analysis of value adding activities so as to highlight the power relations along the chain 3
  • Facilitate and present the final report at a national stakeholders' workshop to be organized by AU-SAFGRAD in the country of study, if required
  • Present the final report at a regional workshop to be organized by AU-SAFGRAD in Ouagadougou, Burkina.
  • Finalize the study document and submit to AU-SAFGRAD within the time allotted.
Educational Qualifications
  • An advanced University degree (Masters Level or PhD) in agricultural Science, agricultural economics, development and investment sciences, social economics or any related discipline.
Work Experience
The consultant shall have the following minimum qualifications
  • At least 10 years of experience working in the agriculture or rural sector in developing countries
  • Previous experience in value chain or commodity assessment, agribusiness studies, market or trade development studies, farm surveys and group analysis in Africa.
Other relevant skills
  • Computer literacy and expertise in use of presentations software
  • Excellent report drafting and reporting skills.
  • Good planning and organizational skills in conducting field surveys and interviews.
  • Conscientious and efficient in observing deadlines and achieving results.
  • Takes accountability for goals and challenges.
  • Effective and distinct communication ability with excellent written and verbal communications skills.
  • Ability to understand, defend and explain with tact the findings of study.
  • Ability to work under pressure and collaboratively with and to establish and maintain effective working relationships with colleagues
Language requirement
  • Proficiency; both verbal and written, in any one of AU' working languages.
  • Ability to write reports in English languages would be added advantage.
Tenure of Appointment
The consultancy is planned for a maximum period of 3 months, starting from July 2015.

Expected Outputs
Inception report: The consultant will prepare an inception report including the methodology of the study and detailed work plan in consultation with AU-SAFGRAD. Draft report: the consultant will submit a draft report for review by AU-SAFGRAD team and other key stakeholders within and outside SAFGRAD. The report will be submitted in electronic copy.
Final report: The final report will be submitted in both hard and soft copies to AU-SAFGRAD 5
Remuneration
The remuneration is a lump sum of Six thousand dollars (USD 6000) to be released as follow
  • 40% at contract signing and receipt of inception report
  • 30% at submission of an approved draft report
  • 30% after validation and submission of the final report
In addition, AU-SAFGRAD will sponsor selected consultants to the methodology and regional workshops in Ouagadougou.

Local Correspondents : Chad, Sierra Leone, Sudan, Tunisia, Zimbabwe

Insight on Conflict provides information on local peacebuilding organisations in areas of conflict. We feature profiles of over 800 organisations around the world, as well as blog posts and key resources on peacebuilding. Key to our work is our network of ‘Local Correspondents’, peacebuilding experts who help to research and write about peacebuilding and conflict around the world.
Peace Direct is currently seeking ‘Local Correspondents’ to report on peacebuilding work in: Chad, Georgia, Guinea-Bissau, Haiti, Jordan, Philippines, Sierra Leone, Sudan, Tunisia, Yemen, Zimbabwe.
For this role, we require someone with contacts in the NGO or peacebuilding sector, a strong interest in the media and reporting, and excellent written and spoken English (in the cases of Chad and Haiti, we can consider working with a Local Correspondent who speaks French and not English, though English language skills are an advantage). The role is ideal for someone pursuing a career in journalism or within the NGO sector. Local Correspondents should be based in the country they cover; we may consider people living outside the country if they have exceptional links to the peacebuilding sector in that country.
The role is not full-time and is not salaried, though Local Correspondents do receive payment for work published on the website. The work is best suited for people with a passionate desire to share information on peacebuilding with a wide audience.
In their role, the primary area of work of the Local Correspondent will be on investigating and supplying information on local peacebuilders. The Local Correspondent is expected to occasionally submit posts to the Insight on Conflict blog. The blog gives space to Peace Direct and the Local Correspondents to respond instantly to developments in conflicts around the world. It also offers a place for more personal reflections by the Local Correspondents on their work.

Medical Coordinator, Chad

BACKGROUND
International Medical Corps, a global humanitarian nonprofit organization dedicated to saving lives and relieving suffering through health care training and relief and development programs, seeks candidates for the position ofMedical Coordinator for our Sudanese refugee program in Guereda, Chad.
Established in 1984 by volunteer doctors and nurses, International Medical Corps is a private, voluntary, nonpolitical, nonsectarian organization. Its mission is to improve the quality of life through health interventions and related activities that build local capacity in underserved communities worldwide. By offering training and health care to local populations and medical assistance to people at highest risk, and with the flexibility to respond rapidly to emergency situations, International Medical Corps rehabilitates devastated health care systems and helps bring them back to self-reliance.
International Medical Corps has been operating in Chad since 2004, primarily in the East of the country close to the Darfour border. International Medical Corps is mainly running nutritional activities in Chad where an emergency crisis is felt on the Sahel belt. International Medical Corps has also been supporting Sudanese refugee in Guereda and Iriba (East of Chad). Currently, IMC is running three programs in Chad: one on the East (Guereda) assisting Sudanese refugees by providing primary and secondary health care and nutritional program within two camps, one in Abudeia providing nutritional assistance to residents, and one in lake region (Bagasola/Bol) providing primary health care and nutritional assistance (with a small Food Security component) to residents. As of 2014, International Medical Corps has planned to expand its areas of operation to include surgical activities in South of the country with the current crisis in CAR moving toward the Southern border of Chad (we are currently seeking for donors support).
JOB SUMMARY
Through a one year project funded by PRM and UNHCR, International Medical Corps seek to prevent and reduce excess mortality and morbidity of refugees and resident communities through health, mental health nutrition and sensitization interventions in Mile and Kounoungou camps (Guereda) in Wadi Fira region. IMC manage two health centers in both camps and a nutrition stabilization center in Guereda hospital. As part of the implementing team, a field coordinator is required to manage the program with the assistance of a second expatriate (a project officer). He will be mainly in charge of the medical side of the program and also of security and leading the program to reach the objectives defined. Of course the field will be in charge of the program management, but most of his job will be to improve medical quality and manage the medical side of the program (the project officer who assist him is mainly working in HR, Finance, Logistic and reporting areas).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Medical Management
  • Conduct routine and medical consultation when needed
  • Assess local capacity of doctors and health care teams and conduct training regarding consultation, prescription and treatment for severe malnourished children, primary health care consultation, complicated case transfer to hospitalization and pregnant women. Does prescription and diagnostic audit and check that medical protocol are well followed by the IMC medical team
  • Main scope of medical intervention leading to on the job training will be: malnutrition, primary health care, reproductive health, patient stabilization and transfer to the hospital
  • Follow up of patients transferred in the Guereda hospital for secondary health care
  • Make sure, with his team of doctors, that nutritional stabilization center in the hospital is at least benefiting of a daily visit of the IMC doctor to assess the medical statement of the patients and re-orient treatment if needed
  • Compile weekly, monthly and quarterly statistics and activity reports and submit relevant information to the Medical Director and CD
  • Submit required activity reports and statistics
  • Anticipate changing needs and emergencies. Advise CD and medical director if new medical needs are identified
  • Follow drugs consumption and in charge of drugs orders. Also follow PPN+Food+F100+F75 consumption and anticipate shortage and submit orders in time
  • In a general way, make sure medical quality achieve a certain standard which is not yet reach (reduce mistake of diagnosis and prescription, reduce waste of drugs and shortage of drugs, improve hygiene)
Program management and HR management
Assisted by the project officer (who is a fluent English speaker in charge of following reporting, finance, HR and logistic), the field co will:
  • Oversee program personnel and assume accountability for the timely, effective and efficient implementation of the various programs
  • Oversee administrative, human resources, logistics and financial management of the field office
  • Ensure compliance to donor rules, regulations and reporting deadlines. With support from Finance Administrative Director, provide technical leadership in managing Grants Agreements
  • Provide program cycle leadership in national staff capacity building
  • Oversee accurate financial forecasting at Field Office level with a view to contributing to accurate grants pipelines, track budget expenditure with operations and programs staff to ensure appropriate spending projections, timely procurement and activity implementation
  • With support of the Country Director and other members of the Senior Management Team, develop systems and procedures to ensure smooth running of field office in line with International Medical Corps' global and country-specific guidelines
  • Participate as part of Country Leadership Team on issues of strategic planning, promotion of International Medical Corps' Program Framework; and other macro projects
  • Participate to proposal writing and donors intermediate and finale reports regarding Guereda program according to guidelines provided by SMT
  • Recruit, train and supervise national staff as necessary; participate in recruitment of international staff as required
  • Determine training needs staff and identify Key staff for guiding them to higher position
  • Ensure that monthly technical and support functions reports are sent timely to the senior management team
  • Supervise the day-to-day health staff to ensure smooth and effective operations
  • Ensure compliance to local labor laws including working hours
  • Maintain open lines of communications with all field staff
Representation
  • Liaise with WFP, UNHCR, other UN agencies, international and national NGOs, and government departments (especially governor, prefet and MoH) present in the region to foster partnership and coordination with key International Medical Corps' stakeholders.
  • Represent International Medical Corps at local and regional levels, as well as for internal and external visitors. Coordinate the visits of Donors, Stakeholders and Personnel in the field
  • Ensure positive interaction and good relations with partners in the region;
  • Attend health coordination meetings as well as other coordination meetings which are relevant to country programs
  • Ensure maximum visibility of the agency amongst the NGO and UN community
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
Security
  • With support from the Country Director and the Global Security Advisor, update security guidelines for International Medical Corps field office and ensure their acknowledgement and adherence
  • Develop a security network to be inform of the security/context situation in the lake region
  • Is in charge of writing the weekly security report and send it to the HQ
  • Other duties as requested by the supervisor
QUALIFICATIONS
  • While performing duties of the job, the employee frequently works in precarious and remote places. The employee is usually employed in areas of civil strife, which often result in an unstable security environment. Regularly work in outdoor extreme weather conditions.
  • Medical degree for Medical Doctor
  • Minimum of eight years of humanitarian medical field experience in required, of which two years should be of coordinator position (field coordinator at least one concrete experience, and could also have medical coordinator experience)
  • Concrete experience in nutrition, primary health cares, SGVB, outbreak (including malaria, measles and cholera), secondary health care, HIV
  • Concrete experience in exercising medicine in Africa
  • Already had experience war affected areas or had to deal with criminal treats in his working areas. Ability to cope with insecurity
  • Must have excellent self-motivation skills
  • Experience in effectively dealing with international and national staff
  • Ability to exercise sound judgment and make decisions independently
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations
  • Ability to relate to and motivate staff effectively
  • Creativity and the ability to work with limited resources
  • Excellent decision making skills
  • Must work independently under difficult conditions
  • Must be able to take on non-medical responsibilities from time to time to cover for other team members

Context
Job Purpose:To ensure an effective and responsive Ebola emergency intervention in Liberia. The post holder willeffectively contribute to the development of the emergency response strategy and manage the implementation of Concern’s humanitarian response to the Ebola outbreak and other consequent needs in collaboration with the emergency programme managers and the team.
Roles & Responsibilities
General Responsibilities:
· Continuously monitor the humanitarian situation in the various intervention areas in Liberia and provide timely information/updates/alerts for the Country Director, Country Management Team (CMT) and other relevant programme staff.
· Ensure humanitarian interventions in relation to the Ebola crisis and associated needs are managed and coordinated in accordance with Concern standards and donor guidelines.
· Ensure the above are carried out in a fully accountable and participatory manner with beneficiaries and other stakeholders to the fullest extent feasible.
· With country senior management, lead on managing risk in relation to the Ebola crisis – staff welfare, programmes, etc.
Programme Coordination
· Coordinate the planning, quality implementation, monitoring and evaluation of all components of the emergency Response and future rehabilitation programme within the agreed budgets, time frames and donor guidelines & requirements.
· Liaise with other INGOs, LNGOs, local and regional government authorities, UN agencies, clusters and other relevant stakeholders for effective coordination, cooperation and communication to effectively covey mutual understanding and acceptance of Concern’s mandate, activities and objectives, project progress and implementation.
· Identify the local needs/ issues and recommend appropriate adjustments & course corrections to planned interventions
· Analyse and timely resolve issues that have the potential to jeopardize performance and/or ability to meet agreed upon programme deliverables
· Provide technical support in those areas of expertise or source support via CD or local contacts for the capacity building that cannot be delivered in-house to the desired level
· Ensure the monitoring and evaluation plans become an integral part of programming and are adequately implemented to measure the impact of programme interventions
· Ensure that DRR (Disaster Risk Reduction) and PEER (Preparedness for Effective Emergency Response) are integral part of all programming
· Ensure that the application of 2010 HAP Standard – minimum standard – is applied in the set up phase of the response and throughout the programme cycle
· Liaise with and brief CD on programmes and situational context on a regular basis
· Assist the CD with the design and development of project concept papers and their budgets and participate and contribute to current and future proposal writing initiatives
Systems Coordination
· Ensure staff have suitable and appropriately equipped office and accommodation facilities
· In close collaboration with the CD and country accountant, to take overall responsibility for the security and health and safely of Concern employees, premises and equipment in the current programme area.
· Overall responsibility for the integrity of the programme finance systems and ensuring strict adherence to Concern’s Financial Policy and Procedures – to be carried out in close consultation with the country Financial Controller
· Provide support to budget holders for the programme implementation budgets once approved, monitor budget expenditure and prepare budget submissions/revisions in collaboration with the teams .
· Monitor under and over spending in each budget, advise the CD and the CFC of any variances and recommend solutions
· Coach and supervise staff directly reporting to him/ her
· Hold regular, weekly, programme and systems meetings with relevant key staff
· Support the programme staff through regular feedback meetings and on-going coaching/ mentoring supporting the recruitment process
· Responsible for staff development, coaching and mentoring to enhance the capacity of staff
· Ensure that Objectives are agreed and that PDR - Performance Development Reviews are completed for all staff
· Ensure all Concern policies and guidelines are adhered to by staff and local partners e.g. Programme Participant Protection Policy, Equality, Anti-Fraud Policy and Accountability Commitments
Reporting
· Ensure timely completion of internal and donor reports and related documentation adhering to Concern Worldwide standards and requirements of the contract
· Provide internal situation reports to the CD
· Provide ad hoc security reports (where relevant) to the CD
· Provide financial projections to CD and CFC
Coordination
· Coordinate and engage with all major stakeholders on the ground including (but not limited to) – government authorities, INGOs, NNGOs, UN agencies and the cluster system, donors, affected communities, church groups
· Coordinate with other humanitarian actors on the ground to promote good practice, safeguard the code of conduct, ensure appropriate division of operations, and ensure high standards of transparency and accountability in accordance with our accountability commitments.
Monitoring & Evaluation
· Ensure that an effective M&E system is in place in the project with particular focus on measurement of results (at the outputs and outcomes level) as defined and established in our results frameworks
· Ensure district program managers & the wider team document and share lessons learned and good practices.
· Ensure M&E is incorporated into all programme plans and mechanisms are efficiently implemented
· Within programmes, ensure technical guidelines and Concern policies are followed
Security
· Continuously screening of the operational environment
· Monitor and report on the security and health and status in the Programme area to CD
· Maintain security logbook and incident reporting
· Support the development of a Security Management Plan
· Ensure that good security practice is followed by all staff
Person specification:
Education
· Essential: Third level qualification in development studies, social sciences or other related discipline.
Experience required:
Essential:
· At least 5 years’ experience working in an senior management position in an international NGO, 3 years of which managing and coordinating a sizeable emergency response programme
· Proven experience of development and management of diverse and multi-sectoral programmes
· Experience of managing a diverse team of senior staff including international staff
· Experienced in management of financial resources and overseeing human resources, administration and logistics function.
· Good knowledge and experience of incorporating rights based, equality and advocacy approaches across development programmes
· Strong communication and interpersonal skills with an ability/confidence to engage and represent Concern at public fora, media and donors.
· Highly developed listening and conflict resolution skills.
· Affinity with organisational values, mission and vision, commitment to humanitarian principles
· Familiarity with Sphere Guidelines, 2010 HAP Standard and Concern’s Programme Participant Protection Policy

UN RESPONSABLE DE DÉPARTEMENT SÉCURITE ALIMENTAIRE ET MOYENS D’EXISTENCE (H/F)
Pays d’affectation :Tchad - N’Djamena
Durée du contrat: 12 mois à partir du 20 Décembre 2014
Responsabilités:Garantir la qualité, la pertinence et l’innovation technique de la stratégie et des interventions SAME sur la mission, dans le respect des standards ACF et internationaux et des politiques nationales :
  • Contribuer à la définition de la stratégie pays et des positionnements du département technique SAME
  • Coordonner l’identification des besoins et la formulation des propositions de projets
  • Accompagner la mise en œuvre et s’assurer du reporting des programmes/projets
  • Garantir la qualité et la redevabilité des projets
  • Assurer la participation active d’ACF dans la coordination sectorielle nationale, les plates-formes techniques et développer des partenariats sectoriels
  • Manager les équipes
  • Promouvoir la capitalisation, le développement, la technique et la recherche au sein du département SAME
Qualification et expérience:De formation supérieure en Agronomie, vous justifiez d’une expérience d’1 à 2 ans sur un poste similaire.
Aisance à travailler dans un contexte volatile et de pression sécuritaire forte, vous disposez d’excellentes capacités d’analyse, de synthèse stratégique et rédactionnelle. Vous avez également de bonnes connaissances sur les problématiques SAME en zone sahélienne et d’excellentes capacités de représentation et animation. Vous êtes également à l’aise pour porter les sujets de plaidoyer.
La connaissance du Tchad et des problématiques de la résilience est un plus.
Statut : Salarié
  • Prise en charge annuelle brute moyenne : de 44910€ à 51410€
  • Prise en charge sur le terrain :
o Voyage aller/retour : 460€/mois en moyenne
o Participation aux frais de récupération : 110€/mois en moyenne
o Hébergement collectif : 700€/mois en moyenne
o Frais de bouche et d’hygiène : 391€/mois en moyenne
o Per Diem : 245€/mois en moyenne
  • Salaire mensuel brut d’entrée de 1805 à 2305 euros brut (13ème mois inclus) en fonction de l’expérience.
  • Couverture sociale, mutuelle, assurance rapatriement et cotisations retraite
  • 5 semaines de congés payés par an et 20 RTT par an
  • Formation de 1 semaine, assurée à Paris, avant le départ en mission
