Regional Security Advisor – West Africa

It’s hard to believe that today over 650 million people still don’t have clean, safe water and over 2.3 billion live without a toilet. The resulting diseases kill one child every minute.
WaterAid is looking for a Regional Security Advisor in West Africa to play a vital role in our mission to transform lives with safe water, sanitation and hygiene in the world’s poorest communities.
Working within the West Africa Regional Office team and the Global Security Manager based in the UK, the Regional Security Advisor will lead on all issues of security and safety, including mitigation of the risks posed to country programmes, personnel and assets in WaterAid West Africa region, in close collaboration with the Global Security Manager.
The job holder will provide specialised, coordinated and focused security and risk
management support to regional leaders in countries where we operate.
To be successful, you’ll need to have:
· Demonstrated leadership skills.
· The ability to make quick decisions in emergencies or when rapid response is required experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions.
· Experience of incident reporting, incident mapping, intelligence collation and analysis functions.
· Experience of set up and execution of an incident warning system (warden system), and compilation of security reports and assessments.
This position also requires strong analytical capacity, resourcefulness and creativity in developing the role of security within programmes and ensuring the most effective support to line management. You will also need excellent interpersonal and communication skills, including influencing, negotiation and coaching skills, and strong research and environmental scanning skills.

ACKGROUND INFORMATION
The Semi-Arid Food Grain Research and Development (SAFGRAD) is one of the specialized technical offices of the African Union Commission in the Department of Rural Economy and Agriculture (DREA). As a technical office, the strategic mandate is to lead, coordinate and facilitate the formulation of appropriate policies and programmes that build resilience of rural livelihoods in semi-arid Africa. To achieve this, SAFGRAD activities include strengthening institutional capacities aimed at advancing agricultural research, technology transfer and adoption; enhancement of value chains; management of natural resources; and mitigation and adaptation to climate change and combating desertification. SAFGRAD vision falls within the Comprehensive Africa Agricultural Development (CAADP) framework which is at the heart of efforts by African governments to accelerate growth and eliminate poverty across the continent. SAFGRAD adopts regional and strategic group approach in its research activities to explore complementarity advantage in promoting collaboration and partnership across regional and economic blocks.
In furtherance of its activities in strategic commodity development, AU- SAFGRAD intends to engage the service of consultants to conduct maize and sorghum value chains analysis in the Sahelo-Saharan zone of Africa. The Commission invites applicants, who are citizens of Member States, for the consultancy service.
The study will be conducted in the following countries: Algeria, Burkina- Faso, Chad, Cote d'Ivoire, Guinea, Guinea-Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and Sudan.

Major duties and responsibilities (Scope of work)
Conduct a desk review of the maize and sorghum economy in the country
  • review of the production and marketing trends and condition
  • review of existing laws, policies, programmes and institutional frameworks put in place to encourage investments in the commodity chain
Conduct the maize and sorghum value chains mapping in each country. This will involve
  • Identifying the main actors and the flows of products, money and information along the commodity chain.
  • Map key policies and institutions that influence the functioning of the value chain at the national and regional level,
  • Conduct focus group interviews with the major stakeholders at each section of the value chain so as to identify constraints and opportunities to reduce transaction cost and improve market access of the commodities
  • Identify and analyze any institutional arrangements, public-private partnerships and formal linkages between chain actors in the value chain.
  • Conduct a gender and youth analysis of value adding activities so as to highlight the power relations along the chain 3
  • Facilitate and present the final report at a national stakeholders' workshop to be organized by AU-SAFGRAD in the country of study, if required
  • Present the final report at a regional workshop to be organized by AU-SAFGRAD in Ouagadougou, Burkina.
  • Finalize the study document and submit to AU-SAFGRAD within the time allotted.
Educational Qualifications
  • An advanced University degree (Masters Level or PhD) in agricultural Science, agricultural economics, development and investment sciences, social economics or any related discipline.
Work Experience
The consultant shall have the following minimum qualifications
  • At least 10 years of experience working in the agriculture or rural sector in developing countries
  • Previous experience in value chain or commodity assessment, agribusiness studies, market or trade development studies, farm surveys and group analysis in Africa.
Other relevant skills
  • Computer literacy and expertise in use of presentations software
  • Excellent report drafting and reporting skills.
  • Good planning and organizational skills in conducting field surveys and interviews.
  • Conscientious and efficient in observing deadlines and achieving results.
  • Takes accountability for goals and challenges.
  • Effective and distinct communication ability with excellent written and verbal communications skills.
  • Ability to understand, defend and explain with tact the findings of study.
  • Ability to work under pressure and collaboratively with and to establish and maintain effective working relationships with colleagues
Language requirement
  • Proficiency; both verbal and written, in any one of AU' working languages.
  • Ability to write reports in English languages would be added advantage.
Tenure of Appointment
The consultancy is planned for a maximum period of 3 months, starting from July 2015.

Expected Outputs
Inception report: The consultant will prepare an inception report including the methodology of the study and detailed work plan in consultation with AU-SAFGRAD. Draft report: the consultant will submit a draft report for review by AU-SAFGRAD team and other key stakeholders within and outside SAFGRAD. The report will be submitted in electronic copy.
Final report: The final report will be submitted in both hard and soft copies to AU-SAFGRAD 5
Remuneration
The remuneration is a lump sum of Six thousand dollars (USD 6000) to be released as follow
  • 40% at contract signing and receipt of inception report
  • 30% at submission of an approved draft report
  • 30% after validation and submission of the final report
In addition, AU-SAFGRAD will sponsor selected consultants to the methodology and regional workshops in Ouagadougou.

Sightsavers has an opportunity for an experienced Researcher with a strong interest in health and disability research to join its Policy and Strategic Programme Support team.
The post holder will work with our global research team and will be responsible for supporting research and other evidence generating activities within Sightsavers’ health, education and social inclusion programmes in West Africa.
The ideal candidate will have a postgraduate degree in public health, epidemiology, statistics or related discipline. You will have a good knowledge of different research methods including both quantitative and qualitative approaches. Candidates with a good knowledge and experience of research in West Africa will be of particular interest. Excellent analytical skills with the ability to plan and supervise research projects are required for this post, as well as excellent written and verbal communication skills in English and ideally French. Programme Officer (Resilience) P3

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. We are seeking to fill the position of Programme Officer (Resilience) at the P3 level, based in our Country Office in Niamey, Niger.
WFP’s Niger Country Office has launched a three-year Protracted Relief and Recovery Operation (PRRO), that brings together all interventions into a single programme. The challenge of this operation will be in the strategic linkages, in time and in space, of the WFP activities. Linking the food security and nutrition responses is of essence, as is the integration between WFP activities and those of its sister agencies notably UNICEF and FAO. An exercise of joint geographical targeting has been undertaken, a package of interventions defined and a baseline is being prepared.
The Programme Officer will take a major role in assessing ongoing projects under the new operation to propose the integration of some innovating and qualitative elements. Under the general supervision and guidance of the Deputy Country Director, he/she will be responsible for the following key duties:
  • Contribute to the design and implementation of well integrated and sequenced resilience activities;
  • Provide technical backstopping and advises, assist Sub-offices and facilitate seasonal livelihood programming and community-based participatory programming workshops;
  • Support the building of partnerships for the realization of community plans and mobilization;
  • Ensure good coordination with government counterparts at national, regional and local-level, UN agencies, NGOs and donors (USAID, ECHO) to build a strong coalition for resilience;
  • Represent WFP on strategic and operational meetings on resilience with a view to strengthen the partnerships with all stakeholders;
  • Act as WFP focal point for the Communes de Convergence;
  • Ensure that WFP activities are in line with the priorities identified by communities and integrated with those of partners;
  • Write donor proposals, reports and lessons learned, as needed;
  • Reinforce partnerships with technical services and academic institutions to strengthen the technical framework of resilience activities, including the development and implementation of an operational plan of work with technical services at national, regional and sub–regional level;
  • With respect to the Sub-offices, analyse potential problems, make recommendations and draft operational guidance, as necessary, to improve efficiency and transparency in the implementation of the operations;
  • Coordinate inputs from Sub-Offices to ensure timely dispatch of cash and food commodities as per the approved monthly distribution plan;
  • Participate in programme discussions to ensure that the point of view of Sub-offices is duly contemplated, flagging concerns, challenges and opportunities to improve programming and coordination;
  • Work with all relevant units in the Country Office to strengthen the integration of activities in their planning, execution and reporting flow, and advise on new directions or processes;
  • Work closely with the Vulnerability Analysis & Mapping (VAM) and Monitoring & Evaluation (M&E) Units to identify how to measure resilience results and achievements;
  • Any other operational support, as required.
Qualifications & Experience Required
Education:
  • University degree, preferably at an advanced level, in Economics, Agriculture, International Affairs, Business Administration, Social Sciences, Development Studies or a field relevant to international development assistance.
Experience:
  • At least five years of postgraduate progressively responsible professional experience in public sector management, development projects, emergency assistance, and/or operational aspects of food aid or commercial transactions;
  • Proven experience in designing and implementing resilience programmes;
  • Practical experience with government/donor liaison, project fund and NGO partnership management;
  • Experience in preparing donor proposals and writing reports is an advantage.
Technical Skills & Knowledge:
  • Knowledge of current approaches to livelihoods activities in conflict, transition, or development situations;
  • Familiarity with national level policy dialogue (government, donors, UN agencies);
  • Proficiency in MS Office (Word, Excel, Powerpoint and Outlook);
  • General knowledge of UN system policies, rules, regulations and procedures governing administration and UN joint programming, including seasonal livelihood programming and community based participatory approaches is desirable;
  • Knowledge of emergency and development contexts, humanitarian operations in Niger or the Sahel is desirable.
Competencies:
  • Excellent written and verbal communication skills;
  • Effective action management to plan, coordinate and prioritize multiple tasks;
  • Excellent cognitive capacity and problem solving skills;
  • Outstanding teamwork and interpersonal skills with ability to work patiently and tactfully with people of different national and cultural backgrounds;
  • Excellent partnership skills to build strategic relationships with a wide range of internal and external stakeholders.
Language:
  • Fluency in oral and written English and French;
  • Intermediate knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) or Portuguese (one of WFP’s working languages) is an asset.

Consultant chargé d’accompagner ODI-Niger dans l’élaboration et la mise en œuvre de son plan d’autonomisation

  1. Contexte de l’Organisation
L’ONG ODI-Niger est une organisation nationale de développement qui s'est engagée à contribuer à améliorer l’accessibilité et l’égalisation des chances des groupes vulnérables de sa zone d’intervention par la fourniture de services adéquats au plan sanitaire, éducatif, social, environnemental et économique. Ainsi, l’ONG ODI-Niger intervient dans les régions de Dosso, Niamey et Tillabéri, où elle couvre 27 communes dont 10 urbaines. Hormis les services d’intérêt communautaire, quelques 21 138 clients/patients ont bénéficié des services de l’ONG ODI-Niger de 2011 au 31 décembre 2013. Elle a pour mission de promouvoir le développement inclusif au Niger à travers sa stratégie d’intervention qu’est la Réhabilitation à Base Communautaire (RBC) et l’approche à double pistes (voir présentation détaillée de ODI-Niger en Annexe).
L’ONG ODI Niger a pour principal partenaire technique et financier CBM (www.CBM.org) qui est une organisation internationale chrétienne de développement ayant pour mission d’améliorer la qualité de vie des personnes handicapées dans les communautés les plus pauvres du monde. Le cœur du mandat de CBM à l’échelle mondiale est de soutenir ses partenaires locaux pour promouvoir le développement inclusif du handicap à travers la mise en œuvre des projets et prgrammes.
  1. Objectifs de de l’accompagnement
ODI Niger est une jeune organisation locale créée en 2010 suite à la fermeture du Programme de Réadaptation à Base Communautaire des Aveugles et Autres Personnes Handicapés du Niger (PRAHN) mis en œuvre par l’Union Nationaledes Aveugles du Niger (UNAN) sous financement de CBM. En effet, le personnel dudit Programme a acquis d’énormes expériences en matière de RBC, et pour préserver ses acquis, plusieurs de ses membres se sont réunis pour créer l’ONG ODI Niger.
Depuis sa création, elle travaille avec CBM comme principale partenaire technique et financier sur les projets ci-après :
  • Le Projet de Développement Communautaire Inclusif en 2011
  • Le Programme de Développement Inclusif à la Base (ProDIB), volet RBC depuis 2012
  • Projet Banques Céréalières Inclusive 2013-2014
Dans le cadre de la mise en œuvre de ses activités, il a été relevé un certain nombre de lacunes du point de vue fonctionnement organisationnel et institutionnel de l’ONG ODI Niger. Ce qui à la longue pourrait non seulement affecter la mise en œuvre des projets mais également remettre en cause le processus d’autonomisation de l’organisation.
C’est dans ce contexte que les présents TDR sont rédigés en vue de recrutement d’un consultant (expert) en développement organisationnel et institutionnel qui accompagnera ODI-Niger dans l’élaboration et la mise en œuvre de son plan d’autonomisation et de viabilité.
  1. Objectif global de l’accompagnement
L’accompagnement viseà créer des opportunités pour ODI Niger à devenir une organisation viable et autonome
  1. Objectifs spécifiques :
  2. Asseoir une compréhension commune entre ODI-Niger et CBM sur les principes et processus d’autonomie et de viabilité
  3. Concevoir et mettre en place un plan réaliste pour l’autonomie et la viabilité de ODI-Niger
  4. Documenter le processus d’autonomie et de durabilité d’ODI
Proposition de méthodologie
Elle doit être participative, interactive et inclusive tout en prenant encompte les avis du conseil d’Administration, du personnel du Secrétariat Exécutif (STAFF de Direction, personnel d’encadrement et de soutien) de l’ONG ODI-Niger, de ses partenaires et bénéficiaires
Le consultant/prestataire-expert, aura accès aux documents de l’ONG ODI-Niger(textes statutaires et réglementaires, le plan, budget, rapports et statistiques annuels) dans le cadre de sa mission.
  1. Cahier de charge du consultant/expert
L´accompagnement qui s’étalera sur dix-huit (18) mois dont le calendrier sera précisé à la première visite du consultant couvre les étapes suivantes :
  • Assurer la compréhension des mécanismes et réalités liés à la viabilité et autonomie d´une ONG,
  • Réaliser un diagnostic organisationnel approfondi de l’ONG ODI-Niger sur la base d’auto-évaluation et d’évaluation
  • Accompagner l’ONG ODI-Niger dans l’élaboration de son plan d’autonomie et de viabilité et également les moyens de renforcement et les ressources humaines y afférentes (formation, coaching, échanges entre pairs, recherche documentaire, conférence, voyage d´études, etc.
  • Valider le processus et le plan d’autonomie et de viabilité par les parties prenantes (ODI-Niger, CBM, Consultant)
  • Suivre et évaluer la mise en œuvre du plan d’autonomie,
  • Documenter le processus afin d´en tirer des leçons apprises et éventuelles bonnes pratiques
Délivrables :
  • Quatre (4) rapports d’étapes au cours de la mise en œuvre du processus
  • Un rapport final comprenant un résumé exécutif de 4 pages maximum;
  • Un document de capitalisation du processus d’accompagnement de l’ONG ODI-Niger ;
  • Le plan d’autonomie et de viabilité réaliste de l’ONG ODI NigerCalendrier provisoire
Le processus d’accompagnement durera 18 mois à partir d’Octobre 2014 dont 4 mois de coaching par le consultant principal. En effet, il sera à Niamey avec l’équipe de l’ONG ODI-Niger un mois chaque semestre. Cette durée peut-être réajustée en cas de besoins

  1. Durée de l’accompagnement:
Quatre (4) mois soit 120 jours de présence physique au Niger mais qui seront repartis en fonction des exigences du plan et du calendrier qui seront convenus.
  1. Responsabilité pour le Suivi global du projet/activité
La maîtrise d'ouvrage de ce projet/activité reste le Bureau Pays CBM au Niger qui gère le financement et contre - signe les contrats nécessaires à la réalisation des activités. Expertise et compétences:

La mise en œuvre du plan d’autonomie et de viabilité, pourrait éventuellement requérir l’apport d’autres compétences/ressources humaines locales pour la conduite de certaines actions/activités ponctuelles et spécifiques. Il reviendrait à cet effet au consultant de déterminer le niveau et les conditions d’utilisation de ces ressources humaines.

Misean Cara Development Mentor

Misean Cara and MDF West Africa are looking for a qualified and motivated:
Misean Cara Development Mentor
This is a position for 40 hours per week with at least 15 working days per month spent away from duty station (Accra)
Your Responsibilities
· To build the capacity of personnel delivering development projects funded by Misean Cara in West Africa. In particular to assist project personnel to understand and implement the results-based management approach. The mentor will be called on to assist in all phases of the project cycle, including needs assessment, problem identification, project formulation, proposal writing, establishment of a baseline and a monitoring system, implementation and review. Mostly the mentor will work with small project teams, but may also be asked to run short courses on particular topics for one or more members. Follow up remote mentoring by email and Skype is likely also to occur.
· To coordinate a regional network of members and their partners in West Africa in order to facilitate communication between members and with Misean Cara. This will include organizing an annual workshop.
· To assist Misean Cara monitor and evaluate projects in countries where the mentor is not providing mentorship support. This will entail travel beyond the West Africa Region
· To assist Misean Cara collect material about successful projects in order to communicate the results achieved to the public through the media.
· To assist project management teams in Ghana, Nigeria, Gambia, Niger, Côte d’Ivoire, Cameroon and Sierra Leone. This will include 15 working days per month spent on project sites outside Accra. The successful candidate will join Misean Cara’s Africa team of Development Mentors led from Misean Cara in Ireland.
Your competencies:
· Performs when working independently as well as in a team;
· A high degree of self-sufficiency and initiative, and the ability to innovate; Excellent interpersonal and communication skills, including the ability to communicate and work with a wide range of people in a participatory, respectful and collaborative manner;
Your qualifications:
· A degree-level qualification or equivalent in a relevant discipline;
· At least three years’ experience in the development sector, preferably in West Africa;
· Excellent writing skills across a range of styles;
· Excellent English language skills.
Assets:
· An affinity with, and respect for, the approach to development work taken by missionary organizations
· Experience in management of development projects according to the results-based approach;
· A willingness to travel to and work in particularly marginalized and under-developed areas;
· Available for a period of at least 2 years.
Additional skills and attributes that would be desirable are:
• A masters-level qualification or equivalent in a relevant discipline;
• Experience in capacity development, particularly in the area of results-based management;
• Experience working in a capacity development role with grassroots organizations;
• Demonstrable knowledge of the role of the church or other faith based organisations in international development;
• The right to live and work in Ghana;
• Fluency in French.
