Monitoring and Evaluation Specialist, Liberia

Short-term Monitoring and Evaluation Specialist, Liberia
We are currently seeking a short-term Monitoring and Evaluation Specialist for the on-going LAUNCH Project, a five-year, $40 million USAID-funded Title II Multi-Year Assistance Program in Liberia. ACDI/VOCA and its partners, Project Concern International (PCI), John Snow Incorporated (JSI), and Making Cents International (MCI) designed and are implementing a comprehensive action plan to bolster food security in Liberia through the promotion of sustainable livelihood strategies; improved health and nutrition; and increased access to and quality of education in six districts in Bong and Nimba counties. The M&E Specialist will be responsible for providing programmatic backstopping support and ensuring that monitoring and reporting of all program activities and outcomes are in place, effectively implemented and well synchronized between program locations and components. The length of this position is approximately three months, subject to negotiation and is available immediately. It can include a combination of in-country work and remote support.
Responsibilities:
  • Carry out or guide the data analysis and preparation of quarterly Operational Reports, Annual Results Reports and other reports that are submitted to the donor
  • Review data collected by M&E staff and program field staff working within all three of the SOs (agriculture, health and nutrition and education) and ensure on an ongoing basis a high quality of data
  • Ensure compliance with USAID Office of Food for Peace implementation and reporting guidelines as well as ACDI/VOCA’s corporate M&E systems
  • Oversee a technical team of cross-sectoral M&E staff and direct data collection activities of field-based personnel
  • Guide technical direction of the M&E approach and strategy in consultation with the Chief of Party and ACDI/VOCA headquarters and regional based M&E support for the program
  • Provide monthly, quarterly and other M&E reports to senior management to inform project decision-making on a regular basis
Qualifications:
  • Minimum of 10 years of experience leading project Monitoring and Evaluation for international development programs
  • A Master’s degree is required in the fields of M&E, social sciences, agriculture economics or other related field
  • Previous experience designing and implementing M&E training for international organizations and USAID-funded projects
  • Significant experience in the design and implementation of M&E systems for capacity building interventions
  • Experience working with international donors, as well as counterparts and beneficiaries (e.g., international and local NGOs and government representatives)
  • Demonstrated experience in data collection; statistical analysis; and reporting; including experience with computer-based statistical packages and databases (Epi Info, ACCESS, STATA, SPSS, SAS, etc.)
  • Proven familiarity with USAID rules and regulations (preferably the Office of Food for Peace)
  • Previous experience in Liberia preferred
  • Fluency in English, written and spoken
