Behavior Change and Marketing Technical Advisor, Ebola Response Project, Guinea

PSI seeks candidates starting in early 2015 to manage the behavior change communication and marketing strategy for PSI/Guinea’s Ebola response intervention. The BC and Marketing Technical Advisor will provide technical assistance to partner NGOs and the MOH, develop training materials and marketing supports for Ebola preventive products and behaviours, in close with the platforms social marketing team. Strong candidates will have a foundation in behaviour change communications, training, development of communications materials for low-literacy settings, as well as experience in emergency settings.
The BC and marketing Technical Advisor will be based in Conakry, Guinea, and report to the Chief of Party of the project. This position is contingent on funding. The assignment is expected to be for 4 months.
RESPONSIBILITIES: The BC and MarketingTechnical Advisorwill be responsible for the overall implementation of PSI/Guinea’s behavior change communication and marketing strategy regarding PSI’s response the Ebola epidemic. This includes, but is not limited to:
  • Ensure PSI’s BC and marketingstrategies are in line with MOH health promotion strategies, WHO and CDC protocols for Ebola response, community preferences, and the efforts of medical response organizations
  • Provide technical assistance to the MOH and partner organizations regarding PSI's scope of work with regards to Ebola response.
  • Ensure program and teams work from budgeted work plans consistent with donor budgets and anticipated burn rates
  • Work with M&E manager and marketing/sales manager to ensure BC communications efforts are tested quickly and are continuously responsive to changing situations in communities
  • Implement a monitoring system to measure the effectiveness of the campaigns, and analyze and present reports to the Country Representative and other stakeholders.
  • Provide technical assistance for the development, registration and promotion of a new brand for chlorine hand washing solution and prepare a transition plan for the distribution of the product in the commercial private sector,
  • Manage program budgets and ensure contractual compliance with donor regulations
  • Train, and supervise in-country personnel
  • Represent PSI at working groups and to government, donors, and partners as needed,
  • Provide technical assistance for promotion and communication interventions through mass media and community based activities.
QUALIFICATIONS:
  • Significant communications or marketing experience in a developing countries and experience in emergency or post-conflict settings
  • At least three years work experience in communications, preferably in developing countries
  • Relevant post-graduate degree (MBA, MPH, etc.) or equivalent experience
  • Senior management experience leading teams with low capacity
  • Knowledge of international development and health issues
  • Familiarity with KfW and the international donor community
  • Fluency in French is required

The successful candidate will embrace the challenge of creative problem-solving and the opportunity for testing unconventional approaches. Preference will be given to candidates with demonstrated emergency management experience, ethnographic training, and those that have experience working in limited-capacity settings.
