Food Security Specialists

USAID’s Famine Early Warning Systems Network (FEWS NET) is the world’s premier provider of high quality food security analysis and early warning. FEWS NET collaborates with international, regional and national partners to provide timely and rigorous early warning and analysis of potential, emerging, and/or evolving food security issues in order to inform decisions and guide response. Chemonics International Inc., a leading international consulting firm based in Washington, DC, has been contracted by USAID to manage FEWS NET technical and field activities. Chemonics seeks applications from qualified and experienced Rwandan national professionals for the positions of Food Security Specialist, who will monitor the food security situation in Rwanda. Where appropriate, the food security specialist will also support remote-monitoring of selected countries. In particular, the food security specialists will be responsible for activities in four areas:
· Efficient, focused food security monitoring, early warning analysis, and response planning,
  • Effective communication analysis to partners and decision-makers via high quality reports and briefings;
  • Capacity strengthening and network management, including collaborating with national, regional and international partners.
Specific activities of food security specialists may include:
· Conducting rapid rural assessments in affected areas throughout the country whenever deemed necessary to look at food security and livelihood situations,
· Monitoring food security situation across the country using different food security indicators, such as rainfall, market and price, crop and livestock, and humanitarian assistance,
· Supporting the mandated food security sectors coordinating body as deemed necessary, including livelihood baseline data collection and analysis whenever necessary,
· Participate and contribute to the regular food security outlook and scenario development, contingency planning and other similar activities of FEWS NET,
· Representing FEWS NET at relevant meetings, and
· Any other relevant task assigned by his/ her supervisor.
The food security specialist will work under the supervision of the national technical manager, and/or Chief of Party (CoP or his/her designate). The food security specialists will be required to travel intensely within Rwanda, and some international travel in sub-Saharan Africa, Europe, and the United States may be required.
Minimum Qualifications
· A Master’s degree in a discipline that is directly relevant to food security analysis, such as agricultural economics, agronomy, nutrition, climatology, anthropology or social geography;
· At least five years of relevant experience in early warning/food security information systems, food security analysis, as well as other related fields;
· Excellent spoken and written communication in English and interpersonal skills;
· Excellent computer skills, GIS applications and mapping skills an advantage;
· Excellent coordinating with partners and stakeholders; and excellent analytical and report-writing skills; Supervisory, management, and donor coordination experience is an advantage
