Operations Manager, Ebola Prevention , Guinea (LTTA)

PSI seeks a qualified, dynamic candidate for the position of Operations Manager for a Ebola prevention project in Guinea . The project focuses on hand washing and overall hygiene messaging in close collaboration with the Ministry of Health and implementing national and international partners.
The Operations Manager in collaboration with the existing national and international PSI-Guinea staff will play a critical role in the implementation of KfW funded Ebola prevention project in Guinea. The Operations Manager’s responsibilities include representing PSI in stakeholder relations when appropriate, providing input to the Program Team on strategic planning and overall management of the program, as well as oversight and organizational capacity building of sub-recipients (SRs). The Operations Manager will also play a leading role in the organization of commodities and equipment distribution for Ebola prevention in the respective intervention zones and oversee all subcontracted activities. This full-time position is based in Conakry, Guinea and will report to the COP of the KfW Ebola project. This position is contingent on funding. The assignment is expected to be for 8 months.
RESPONSIBILITIES:
  • Monitor and ensure the efficiency and effectiveness of all aspects of project sub-granting, financial, administrative, logistics and procurement functions of the project in collaboration with appropriate PSI/Guinea and PSI/Washington departments
  • Assist program staff to ensure that work plan targets are developed and met; donor reports are submitted accurately and on time and that contract management procedures are followed in accordance with donor rules and regulations
  • Ensure compliance of all reporting systems and procedures as per schedule and deadline
  • Actively participate in SR contracting, administration, and reporting
  • Work with program staff to monitor SR performance, including the development of a SR tracking and reporting system for programmatic, administrative and financial operations
  • Act as the logistics point person for coordination amongst other partners and relevant stakeholders as well as the management of related PSI staff and SRs in the delivery of products and equipment to MOH and implementing partners and the effective monitoring,
  • Develop of a management policy for the Ministry of Health regarding donated equipment and supplies and verify compliance of the policy
  • Oversee all international and local procurements related to this program in close coordination with the PSI/Washington Procurement department and other relevant program stakeholders
  • Supervise implementation of budget lines in coordination with Program staff
  • Regularly participate in related partner and donor meetings
  • Selection of local NGO partners and design and implementation of institutional capacity building interventions
QUALIFICATIONS:
  • Master’s degree or equivalent experience (MBA preferred)
  • Knowledge of and experience with KfW implemented programs a plus
  • Minimum 3-5 years management experience overseeing multiple functions including program management and operations
  • Solid background in grants management, logistics, and health commodities distribution preferred
  • Experience developing and managing government, donor and partner relationships
  • English and French fluency required

The successful candidate will embrace the challenge of creative problem-solving and the opportunity for testing unconventional approaches. Preference will be given to candidates with demonstrated emergency management experience, ethnographic training, and those that have experience working in limited-capacity settings.
