Responsible For: FIM, WASH and Nutrition Programme Managers (responsible for approximately 30 staff in the programme teams)
Liaises With: Goz Beida Base Manager, MEAL Manager, General Systems Manager, Country Financial Controller, HR Manager, CD, Programme Support Officer, peer NGOs in Goz Beida, UN and local authorities
Job Purpose:
The purpose of the Goz Beida Programme Coordinator (GBPC) is to ensure the implementation of high quality programmes in Goz Beida, Eastern Chad, through the effective leadership and management of programme staff and liaising with the Base Manager to ensure that support functions in place are meeting the needs of the programme. As the Concern representative in the area, the GBPC will oversee management and development of Concern in the area and will develop and maintain good relationships with peer NGOs, local authorities and communities in which we work.
Main Duties & Responsibilities:
General responsibilities
· Represent and lead Concern Worldwide operations in Goz Beida
· Manage, lead and support the programme teams to ensure agreed programme objectives are met in an efficient and timely manner according to Concern and donor policies and procedures.
· Work with the Base Manager to ensure that the functions of HR, logistics, finance and administration are supporting the needs of the programme and that programme staff understand and are following procedures and policies
· Ensure that the highest standards of accountability and transparency are upheld within the organisation and specifically within the programmes
· Ensure that all Goz Beida staff and visitors are aware of and comply with Concern’s policies and procedures
Programme Development and Management:
· Ensure that programmes are implemented according to agreed objectives and in line with Concerns’ and donor policies and procedures
- In conjunction with the ACD-P and the MEAL Manager, ensure that achievement and results are effectively communicated within Concern and to donors through the preparation of high quality reports and updates
- Ensure the programme teams prepare complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that all activities are fully and accurately costed and included in budgets
- Monitor programme activity plans with PMs, in line with agreed objectives
- Work with the Base Manager to ensure that support functions understand programme and organisational needs, through inclusive planning and implementation of activities (HR plan, procurement plans etc)
- Ensure all expenditure is authorised and spent in accordance with Concern’s internal procedures.
- Ensure the programme teams monitor management account reports; review these to ensure that expenditure is in line with programme plans
- Ensure that the highest standards of accountability and quality are maintained through the development, implementation and monitoring of Concern Chad’s Humanitarian Accountability Framework
- Ensure that equality (especially gender), DRR and HIV&AIDS are effectively mainstreamed within the organisation and across all programmes
People Management:
· Lead and manage staff, contributing to their capacity building and career development through on-the-job training and coaching, including in particular a thorough induction at the start of their contract
· Ensure that all positions in the department have accurate job descriptions
· Ensure each member of the team fully understands outcomes which are expected of them by setting SMART objectives, and that they are aware of the success criteria relating to their work
· Monitor and review performance and hold staff accountable for meeting the success criteria; give corrective feedback where required and take decisive action in the case of poor performance
· Ensure that work within the team(s) is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently while also ensuring appropriate segregations of duty for control purposes
· Identify and take appropriate action to fill resource gaps (create new roles or launch timely recruitment to replace a leaver)
Representation:
· Represent Concern in Goz Beida at coordination and information sharing meetings along with representing Concern with local authorities
Other:
- Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives.
- Take active measures to address equality issues, particularly relating to gender, in programme as well as operational (eg HR) activities.
- Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc).
- Contribute to ongoing security management and planning as necessary.
- Ensure up to date information on humanitarian context and situations requiring emergency response is shared with relevant managers and staff.
- Contribute effectively to emergency preparedness & response work, and participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
- Undertake other related duties as may reasonably be assigned by the Country Director or the ACD-P.
PERSON SPECIFICATION
Education, Qualifications & Experience Required:
Essential
- Master’s Degree in a relevant discipline (Development, Humanitarian Action, FIM, Nutrition or WASH)
- Minimum 4 years overseas experience in an international NGO, at least 3 in a management role.
- Fluency (written and spoken) in French and English
- Demonstrated ability to successfully implement multi-sectoral programmes
- Demonstrated experience in managing a diverse portfolio of donor contracts (i.e. ECHO, EU, Irish Aid)
- Proven skills and experience in humanitarian accountability and mainstreaming
Desirable
- Demonstrated experience in managing a multicultural team of expats and national staff
- Experience with Concern Worldwide
- Experience in Chad or in a similar context
- 2 years in a similar role
