****REPORTS TO:**** Chief of Party, AGIR Pour la Planification Familiale (AgirPF)

****OVERALL SCOPE****:
Reporting to the Chief Of Party, the Monitoring Evaluation & Research Advisor (ME&R) is responsible for developing and implementing an overall project performance management plan, for managing the documentation and dissemination of data, and for developing and implementing the projects research and learning agenda (in collaboration with the Knowledge Management Advisor). S/he will work across the project to develop systems, protocols, policies and compile and analyze data and play an integral role in enhancing regional learning and leveraging. He will work closely with the Technical Director to ensure USAID reports are accurate and on time.
****RESPONSIBILITIES:****
Specific responsibilities of this position include but are not limited to:
  1. Development and implementation of project M&E framework, strategies, tools and processes.
  2. Design, implement, and manage an M&E system that will generate timely information and feedback to project stakeholders.
  3. Develop systems, forums, protocols, and policies that facilitate communication among the project staff and key stakeholders about program performance and learning and for data-for-decision-making.
  4. With the Project team, plan for and conduct monitoring activities, plan for and conduct data-for-decision-making meetings/activities, and ensure accurate and timely reporting to USAID and other donors.
  5. Develop and implement data quality assurance tools and processes and monitor data quality across the project.
  6. Compile, analyze, and present data for reporting of program progress and impact, and quality assurance.
  7. With the Project technical staff, capture lessons learned and best practices, document and disseminate information, assist with developing presentations, abstracts, articles, etc.
  8. Leverage resources to provide institutional capacity building support and on-going coaching and mentoring to beneficiaries in M&E.
  9. Develop the ability of key decision makers to communicate and manage information effectively and to access data and information systems, policies, and products that facilitate efficient decision-making.
****EDUCATION, EXPERIENCE, KNOWLEDGE:****
  • PhD in Public Health or related field preferred
  • At least 10 years’ experience in successfully developing and implementing M&E processes.
  • Experience developing M&E plans for USAID preferred.
  • Significant long- and/or short-term experience in providing field-based technical assistance in low resource countries, preferably in West Africa.
  • Expertise in performance and impact measurement related to FP service delivery, Contraceptive Security and advocacy/policy.
  • A strong background in field research in health programming with experience in qualitative/quantitative methods and analysis highly desirable
  • Fluency in English and French required.
SKILLS, ABILITIES:
  • Demonstrated ability to design and conduct qualitative and quantitative studies grounded in service delivery programs.
  • Expertise in SPSS or other quantitative software packages.
  • Expertise in database management platforms/systems (SQL, MySQL, DHIS2, etc.).
  • Expertise in qualitative data analysis programs; ATLAS.ti or Nud*is desirable.
  • Proficiency in Microsoft Office applications (Excel, Outlook, PowerPoint, Word).
  • Excellent written and verbal communication skills.
  • Ability to tailor data collection approaches to local needs, interests, and capabilities.
  • Ability to convey M&E results to non-technical stakeholders.
  • Strong analytical skills and attention to detail are a must.
