The Global Fund Chief of Party/Program Director is responsible for the delivery, performance and management of Malaria grant from the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), commonly known as the “Global Fund”. Save the Children serves as Principal Recipient for the Malaria grant in Cote d’Ivoire, with an annual anticipated budget of $13 million. The grant is a performance-based and the program is delivered through sub-grants to Sub-Recipients (SRs), both local and International NGOs. The program also includes significant international pharmaceutical and health product procurement. The Global Fund Chief of Party has overall responsibility for ensuring; (1) a high quality program is delivered and performance targets are met; (2) contractual obligations, including effective budget management, are met in a timely and cost-effective manner; (3) sub-grants to the sub-recipients are well managed; (4) Save the Children as Principal Recipient performs as an excellent partner with other stakeholders in Cote d’Ivoire and the donor; (5) the impact of the program on the health outcomes of children is clearly tracked; and (5) that the Global Fund programs are appropriately integrated within the overall Save the Children Cote d’Ivoire’s Country Program and Strategy. The incumbent has significant representational responsibilities toward the Global Fund, Local Fund Agent, Public sector CO-PR and other key government, UN and non-governmental stakeholders, as well as ensuring effective coordination with the Principal Recipient (for the Malaria grant) on these grants.
Essential Duties, Responsibilities and Impact.
Leadership and Technical Guidance to Ensure High Quality Program is Delivered and Targets are Met (Essential Duty, 40% of Time)
- Ensure achievements of the project objectives as contained in project proposal and grant agreement; developing strategic plans, annual and quarterly work plans, and overall management of the grant implementation in line with GF guidelines;
- Ensure high quality technical leadership and oversight is in place for the program;
- Ensure that program team, including sub-recipients, are familiar with program design and targets agreed to in the performance framework;
- Ensure effective management of relationship and partnership with SRs;
- Lead team in ensuring proper coordination among sub-recipients, as well as with the PR for the malaria grant, national level Technical Strategy Groups, and other key stakeholders;
- Ensure that relevant technical materials are made available and that appropriate dissemination takes place.
M&E and Research (5% of Time)
- Ensure good practice by supporting the development of strong M&E mechanisms;
- Identify gaps in the standards of delivery of the malaria programs by partners through a robust monitoring process;
- Ensure program monitoring tools and systems are in place to support high quality implementation by partners;
- Lead on setting research agenda with other key partners and commissioning studies/assessments to document evidence of impact and best practice;
- Track and evaluate key interventions, especially interventions for children, to assist in identifying effective malaria control and surveillance strategies and lessons for sharing, building an evidence base of operational research, surveillance and M&E approaches.
Ensure Contractual Compliance (Essential Duty, 10% of Time)
- Ensure compliance with GFATM regulations, and procedures, including compliance with all Special Conditions and Conditions Precedent in the Grant Contract.
Financial and Grant Management, Budget Control (Essential Duty, 10% of Time)
- Oversee the control of expenditures within budgets;
- Ensure compliance with all relevant administrative, human resources, procurement and financial policies and procedures of Save the Children and the donor;
- Ensure appropriate implementation, oversight and monitoring of sub-grants to all sub-recipients, including ensuring flow down and compliance with all GFATM regulations and procedures.
Representation and Networking (Essential Duty, 10% of Time)
- Represents Save the Children as the PR with I/NGOs, and as SR. Also represent Save the Children with WHO, the government and other agencies as required;
- Represents Save the Children as the PR with the Local Fund Agent;
- Presents SC as the PR with GFTAM, maintaining positive relationships with GF Secretariat Cote d’Ivoire Country Team, and specifically the GF Fund Portfolio Manager;
- Represent SC as PR with Technical Strategy Groups and Health Sector Coordinating Committee;
- In coordination with the Save the Children in Cote d’Ivoire Country Director, establish and maintain professional and institutional relationships with government ministries and departments as appropriate through sharing of reports, providing verbal updates and being transparent in SC PR management.
- Reporting and Documentation (Essential Duty, 5% of Time)
- Ensure the timely submission of all GFATM project reports, documents, and program publications including scientific submission as necessary;
- Ensure that annual work plan, and all other quarterly and annual reports are produced and delivered on time;
- Prepare other written reports on program events and activities for the Country Director and GF SCUS Account Manager as required;
- Ensure all reporting requirements (including audited accounts) mandatory to comply with Government of Cote d’Ivoire’s regulatory framework for INGOs are met.
Coordinate and Harmonize Program Delivery with overall Save the Children Cote d’Ivoire Country Office Portfolio (Essential Duty, 5% of Time)
- Actively participate as member of Country Extended Senior Management Team (ESMT), contributing to country strategic plans;
- Actively coordinate with the Deputy Country Directors for Program Implementation, Program Development and Quality and Finance & Support as well as with Director Human Resources to ensure the Global Fund program is linked with and contributing to the overall country platform;
- Assist DCDs PI and PDQ in identification of needs and opportunities for project activities including facilitating in designing and developing of proposals to explore new opportunities.
Human Resources Management and Development (Essential Duty, 5% of Time)
- Manage, mentor and provide guidance to all GFATM staff in country through PMs and relevant staff to ensure project targets are met;
- Establish, build, and nurture effective teamwork within the GFATM team and ensure a cohesive workplace environment for optimum staff retention and motivation;
- Supervise team and provide necessary guidance to ensure that program targets are met;
- Incorporate SC’s vision and values and full adherence to Code of Conduct (including government of Cote d’Ivoire mandatory Code of Conduct on Zero Tolerance to Sexual Harassment at Work Place) in to GFATM team building.
Safety and Security Management (Essential Duty, 10% of Time)
- Furnish Country Director (CD) with necessary information and materials required to build senior level relationships and to secure No Objection Certificates (NOC) for designated areas;
- Support Senior Security & Safety (Sr S&S) Manager of the Country Office (CO) with necessary information to get security clearances of the potential SRs;
- Working closely with the Sr S&S Manager of the CO, develop a project security management strategy and plan, based on a realistic appreciation of security risks, and ensure its effective execution; regularly review the risks assessment to ensure strategy and plan relevant to changing context;
- Closely monitor security dynamics in the project areas and report to the CD on significant changes in the security context;
- Sensitize SRs on the security dynamics of the project areas, and ensure their strict adherence to the project security management plan;
- Responsible and accountable for the security and safety of project staff, assets and property.
Overall Impact of Work
- GFATM is a performance-based grant.Disbursement release depends on fulfilling the stringent GFATM requirements (conditions precedent and special conditions), and meeting designated targets with a strong burn rate.Failure to do so could jeopardize receipt of funding and continuation of the grant, as well as present reputational risk to Save the Children with GFATM on a global basis;
- In addition, given the high profile nature of these grants in Cote d’Ivoire, the success or failure of this program will be watched closely by multiple stakeholders, including other donors such as USAID, and the provincial health authorities that are increasingly moving towards outsourcing of health services under public-private partnership framework, thus elevating the opportunity, but also the risk, to Save the Children’s global reputation;
- Project management decisions and actions are expected to be in compliance with the country office policies and procedures, to avoid at minimum staff grievances and at worse audit observations;
- Additionally, given the complex and highly fluid security dynamics of the operating environment and an increasingly stringent compliance and regulatory measures introduced by the Government of Cote d’Ivoire to regulate INGOs operations and conduct in the country, decisions and actions taken by the incumbent can significantly impact Save the Children’s presence and other work in the country, relationship with government, and can elevate reputational risks.
Required Background and Experience, Skills and Behaviors
- Minimum – Medical degree (MD) plus Master’s Degree in management, finance, public health, or related fields;
- Minimum of 8 10 years of experience in international development/humanitarian work, with a minimum of 6-8 years’ experience in a senior management position with significant supervisory responsibility; Fluency in French and English.
- A proven track record of managing large, complex, multi-partner programs, with GFATM experience required;
- Demonstrated experience in financial and grants management, including sub-grant management, and budget and procurement control;
- Experience in monitoring and evaluation preferred;
- Excellent skills in report writing and proposal development;
- Proven experience of security management;
- Experience in, and in depth knowledge of, Cote d’Ivoire (The health system and Malaria program), of advantage.
