****Summary****
The Senior M&E Officer will be responsible for implementing monitoring and evaluation activities in PSI field-based program departments, specifically Child Survival.
****Detailed Duties and Responsibilities****
Work with Program Managers, M&E Coordinator and M&E Manager to implement program M&E activities. These include:
- Train relevant program staff in the field on monitoring and evaluation, how to use standardized data-collection and reporting tools, data-cleaning, and data-entry as necessary.
- Enter data.
- Manage data entry clerks.
- Establish and manage data flow procedures by developing simple data-flow charts, checklists, or guidelines to facilitate timeliness of reporting, and ensuring compliance to these by program/ field staff.
- Receive, review and file source documentation in a centralized location and on a regular basis, design and maintain a proper filing system to ensure these are always ‘audit’ ready.
- Supervise data-entry, conduct data cleaning and simple analysis of source documents; ensure that data-entry database is accurate and verifiable against source documents; carry out simple data-analysis to provide useful information to help guide program implementation.
- Perform routine data quality assessments and quality assurance processes to verify accuracy of program reports. This includes doing source data verification and random spot checks on any field activities, training sessions, meetings, etc.
- Compile monthly activity reports, including error tracking reports, and provide a summary for program managers as needed, work closely with M&E Coordinators and Manager to compile data for donor reports according to established procedures.
- Provide recommendations on how to improve overall data quality, and give appropriate feedback to field staff and program managers.
- Mentor CBD supervisors and field officers on data quality in order to improve quality report.
- Conduct and oversee the CTL process at respective field level and assist in conducting stock count in the warehouse, ensuring adherence to the CTL calendar and standards.
- Conduct frequent field supervision visits to spot check of the work of CBDs, CBD supervisors and community nutrition workers, and stock movement from health facilities to CBDs, submitting field visit report to the M&E Manager promptly.
- Support and liaise with the County Health Departments in their areas of operation by building capacity of M&E staff on data management and updating the County Health Departments with monthly progress reports (treatment figures).
- Liaise with Child Survival Focal Person at the County Health Department.
- Provide feedback on issues related to data collection and verification to program team during program meetings.
- Perform any other related duties that may be assigned by the immediate supervisor .
Minimum Requirements
- South Sudanese national.
- Minimum of 2-3 years relevant experience, M&E experience preferred
- Excellent organizational abilities and interpersonal skills
- Computer skills mandatory (Microsoft Word and Excel), experience with DHIS preferred
- Ability to travel via motorbike on a monthly basis to supervise field work
- Proven ability to meet reporting deadlines
- Fluency in spoken and written English
- Diploma in statistics, public health or related area preferred
