Invitation to tender for “Climate Adaptation: Risk Management and Resilience Optimisation for Vulnerable Road Access in Africa”
Recent DFID (UKAID) support for the transport sector in developing countries has included two programmes focused on applied research in the area of low-volume rural roads and transport services. Between 2004 and 2009, DFID supported the South East Asia Community Access Project (SEACAP) in Vietnam, Cambodia and Laos. This was followed by DFID support to the Africa Community Access Project (AFCAP phase 1) between 2008 and 2014. Building on the success of these two programmes, in 2014 DFID initiated support to a second phase of support to AFCAP and new support for similar applied research focused on South Asia (ASCAP). These two programmes are managed under the overall umbrella of the Research in Community Access Partnership (ReCAP). ReCAP operates in the following geographical areas: Africa Region (East and South), Africa Region (West) and Asia Region.
The Research for Community Access Partnership (ReCAP), managed by Cardno Emerging Markets (UK) Ltd, is seeking proposals from suitably qualified organisations to implement a project entitled:Climate Adaptation: Risk Management and Resilience Optimisation for Vulnerable Road Access in Africa.
The overall project aim is to move forward from previous AFCAP research and deliver sustainable enhancement in the capacity of AFCAP partner countries to reduce current and future climate impacts on vulnerable rural infrastructure. This is to be achieved through the research, and consequent uptake and embedment, at both policy and practical levels, of pragmatic, cost-beneficial engineering and non-engineering procedures based on the recognition of locally-specific current and future climate threats. The focus of this project is not on researching the theory or scenarios of climate change but rather to identify, define and eventually trial pragmatic adaptation options that are available to counter impacts of current and future climate threats to AFCAP rural road networks within generally accepted envelopes of climate change.
The project will be implemented in two (2) Phases with a total indicative budget of GBP 980,000. The indicative budget for Phase 1 is GBP340,000 and a provisional sum of GBP 640,000 should be assumed for Phase 2. Tenderers are required to submit a detailed technical and financial proposal for Phase 1 only.
This tender process is open to any organisation that meets the criteria detailed in this tender documentation. There are no nationalities/country of registration restrictions.
