Background on CED.
Centre for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responds to emergency and development needs in Somalia and assists Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.
CED is seeking a dynamic, innovative and self-motivated professional to fill the position of Liaison Officer
Liaison Officer – Full time
Location - Nairobi, Kenya (with frequent travel to Somalia)
Purpose of the Job
The primary responsibility of this position will be communication and coordination of activities between the Nairobi office and Mogadishu office, which includes office administration, HR, logistics, Communications and Fundraising. The Liaison Officer shall be responsible for overseeing the Communications, fundraising, administrative, and logistics functions of the office in Nairobi.
Roles and Responsibilities:
  1. Responsible for all matters related to the office administration, Communications, public relations, fundraising, and logistics
  2. Oversee the quality of office administrative functions including the staff, vehicles and logistics.
  3. Provide general and administrative support to CED staff in Nairobi.
  4. Responsible for the efficient flow of information between staff based in Somalia and Nairobi office.
  5. Identify new donors and opportunities for fundraising with institutional donors.
  6. Develop and manage successful relationship with existing and potential donors.
  7. Advise the Executive Director on new funding opportunities and develop high quality concept papers and proposals for submission to donors.
  8. Work with CED senior staff to ensure a strong, consistent advocacy voice in a variety of strategic settings (Inter agencies, NGOs, Clusters, etc.) to advance CED’s issue areas and to develop business opportunities.
  9. Participate in and Represent CED in donor and other external meetings, UN Clusters, International Agencies, donors and other technical and coordination meetings on behalf of CED.
  10. Assist CED in advocacy, lobbying, policy and campaigns, project funding, fund-raising and donor compliance.
  11. Work with the Communications and Media officer to ensure production of wide range of information such as reports, newsletters, website, publications, leaflets, DVDs, videos reports etc in order to help CED to carry out effective fund raising and advocacy activities.
  12. Work with local and international media to raise CED's profile in local and international media in order to support fundraising actions.
  13. Receives guests and prepares all the necessary arrangements for the guests and delegations.
  14. Communication including, Email, telephones etc.
  15. Maintains calendars and schedules for the staff and donor meetings and participates and takes minutes of meetings.
  16. Draft routine correspondences, emails, oral instructions, correspondences and other available information sources in accordance with standard office procedures.
  17. Responsible for requisition of office supplies.
  18. Manage all visa, travel and logistics for CED staff travelling to Somalia.
  19. Ensure proper documentation of supplier contracts, salaries and prepare and maintain employee contracts, leave and performance appraisals.
  20. Keeping of all projects files, documents, project index, staff records and inventory of the organisation.
  21. Participation in cluster meetings, UN/INGOs weekly meetings and preparation of reports for CED.
  22. Preparation of minutes, situation updates for CED weekly, monthly, quarterly and yearly reports.
  23. Manage CED vehicles.
  24. Provide timely and sound advice to CED Director, Program, and Finance and administration staff on financial, administrative and logistics and communication and fundraising matters.
  25. Any other duty assigned by the Line Manager.
Required Skills and Qualifications
• Minimum of a bachelor’s degree in Social Sciences, Business Administration or related fields.
• 5 years of relevant administrative and program; work experience preferably with NGOs.
• Proven experience in the area of communication, fundraising and administration.
• Ability of multitasking and flexibility.
• Good communication and reporting skills.
• Experience of working in a cross-cultural environment and very insecure environment
• Ability to work to deadlines with good prioritization and time management skills.
• Experience with computerized accounting and strong organizational and leadership skills.
Languages
Fluency in English. Knowledge of Somali is an advantage.
