Org. Setting and Reporting
This position is located in the African Union/UN Hybrid operation in Darfur (UNAMID) in El Fasher. El Fasher is classified as an “E” hardship duty station and is a non-family duty station. The incumbent reports to the Deputy Joint Special Representative (Protection) – Pillar II.
Mandate The African Union/UN Hybrid operation in Darfur, referred to by its acronym UNAMID, was established on 31 July 2007 with the adoption of Security Council resolution 1769. UNAMID has the protection of civilians as its core mandate, but is also tasked with contributing to security for humanitarian assistance, monitoring and verifying implementation of agreements, assisting an inclusive political process, contributing to the promotion of human rights and the rule of law, and monitoring and reporting.

Responsibilities
Within delegated authority, the incumbent will be responsible for the following duties:
• Coordinate the Mission’s Protection of Civilians (PoC) strategy with the relevant Mission components and the United Nations Country Team (UNCT), the Humanitarian Country Team (HCT), Chair the Joint Protection Group (JPG) and advise the Protection Management Group (PMG).
• Provide guidance and advice, as appropriate, to the Heads of Offices on PoC, including through training and support for the Sectors’ Joint Protection Groups and JOCs. Foster effective working relations and operational coordination with the UNCT, HCT and Protection Sector; Coordinate with relevant local, national, regional and international protection actors on issues related to protection, as appropriate with focus on Darfur specifically and the Sudan.
• Coordinate the reports on POC with UNAMID components (civilian, Military and Police) and UNCT; work in close relationship with integrated structures, including the Strategic Planning Cell, JOC, IMTC and JMAC for the development of the mission’s PoC Strategy, provision of forward-looking early warning analysis and coordination of PoC operations, response and training activities; Support training activities and monitoring and evaluation activities on PoC; Support Mediation-related activities through providing advisory services on IHL.
• Review and provide advice at regular intervals, on PoC and humanitarian liaison architecture, tools and processes, in close consultation with all relevant stakeholders.
• Management and supervision of civilian staff and operations of the Section.
• Provide and contribute policy advice and reporting on the PoC vision, strategy, operations and related tools and processes, in support of the successful implementation of the UNAMID PoC mandate.
• Support the operations of PoC including coordinating and humanitarian liaison mechanisms that bring together UNAMID and relevant members of the UNCT and Humanitarian Country Team (HCT), support implementation of the Integrated Strategic Framework for Darfur (ISF) with particular reference to the PoC priorities.
• Perform other duties, as required.

Education
An advanced university degree (Master’s degree or equivalent degree) in political science, business or public administration, sociology, law, international relations, economics, management, or related area of studies. A first-level university degree with in combination two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of fifteen (15) years of progressively responsible professional experience in the field of humanitarian affairs, relief coordination, disaster management and response, complex emergencies and natural disasters, rehabilitation and development, inter-agency coordination, resource mobilization and advocacy, or in related area is required. Experience working at the international level at a senior management level is required. Experience monitoring and evaluating activities in the area of protection of civilians is highly desirable. Experience providing policy advice to senior officials is desirable. Experience working with national, regional and international protection actors on issues related to protection is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable. Knowledge of another UN official language is an advantage.
