HEAD OF MONITORING, EVALUATION, ACCOUNTABILITY AND LEARNING

ROLE PURPOSE: Lead the M&E Team, Support Supervision, Monitoring and Evaluation of all SCI programmmes to ensure that the implementation process, provide guidance, lead all research activities and ensure reporting are of the highest possible quality
KEY AREAS OF ACCOUNTABILITY:
The Head of MEAL will provide leadership in ensuring quality and accountability standards are integrated into Nigeria's programming. S/he will accomplish this through strengthening and maintaining an integrated MEAL framework, focusing on building the capacity of relevant programme and partner staff, as well as fostering a culture of shared learning. Working with senior management, the Head of MEAL mentors the Country Office team toward self-sufficiency in using of evidence and learning approaches to maximize impact for children.
The ideal candidate will lead in building a culture of learning and becoming a leader in evidence-based programming. S/he will be a strategic thinker responsible for building the capacity of Save the Children staff and partners to maximise the use of evidence in programming and advocacy. S/he will strengthen knowledge management systems for improved sharing of program experience, learning, and results. S/he provides strategic guidance, quality oversight and technical support to research including impact evaluations, process reviews, operations research, etc.
S/he oversees the strategic improvement of the Monitoring, Evaluation, Accountability, and Learning (MEAL) function, strengthening MEAL throughout project cycle management and increasing the focus on program outcomes and impact.
Staff Management, Mentorship, and Development – Program Development and Quality
  • Ensure appropriate staffing within MEAL
  • Define MEAL expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
Objective 1: Develop Monitoring, Evaluation Accountability and Learning.
  • Lead the Nigerian M&E and knowledge Management programme.
  • Coordinate all M&E interventions in-country and create a country knowledge data base.
  • Develop country general M&E framework and rigours data base.
  • Represent the unit at the management level.
  • Ensure programming is aligned to targets and indicators contained in project proposal
  • Support Programme Management to ensure programming quality is constantly audited and is of acceptable quality
  • Evaluate regularly the impact of the activities and propose changes for improvement
  • Constantly update programme management on activities progress
  • Provide technical support for continuous programme monitoring.
  • Ensure program staff and senior management are using data collection to make informed and timely decision related to program implementation.
  • Lead the Program management through the outcomes of the ongoing integration of M&E structure.
  • Lead and coordinate all midterm and end evaluations of projects.
Objective 2: Provide technical support to ensure quality
  • Lead in the reviewing of programme monitoring and evaluation tools (patient files, registers, reporting templates, data bases, etc)
  • Lead on the implementation of learning agenda(baseline, midterm, final evaluations etc)
  • Plan, forecast and facilitate the output needed to scale-up a stronger strategic Information system.
  • Supervise the data collection process on the programme at the source (facilities and communities) to ensure quality and reliability
  • Constantly review and vet feedback to the team on the quality of data emanating from programme teams
  • Verify the quality of the data presented by the staff and feedback with recommendations or corrections for improvement
  • Ensure the databases are updated regularly as new information becomes available and are free from errors
  • Review program data reports with analysis and recommendations to be utilized in monitoring of strength, weaknesses and gaps in existing programmes and services as may be required.
  • Lead the M&E component of all proposals.
Objective 3: Develop & Implement Knowledge Management Systems
  • Participate in the development of tools and systems for referral
  • Develop a central knowledge management and storage system
  • Provide guidance to field staff to strengthen the referral system
  • Ensure that referral tools are used consistently and collected data is analysed
  • Ensure there is a feedback mechanism for the referral system
  • Facilitate all the operation research and studies and evidenced-based results and analysis.
Objective 4: Lead on Program wide M&E mechanism Support the capacity building component of SCI M&E
  • Design and develop a standard training tools and curricula for the SCI M&E system
  • Lead the design and development of program specific Performance Monitoring Plans as well as M&E Plans.
  • Support the planning and execution of capacity building events (both internal and external)
  • Facilitate in all capacity building events with a particular focus on M&E
  • Prepare reports to meet donors’ requirement.
  • Review all SCI Nigeria Monitoring and Evaluation framework and Plans.
QUALIFICATIONS, SKILL & EXPERIENCE
  • Minimum of 10 years' experience in international development, with at least 3 years’ senior management experience.
  • Minimum of 5 years' experience in international development program monitoring & evaluation, developing and managing monitoring and learning systems, operational research, and overseeing baselines/evaluations.
  • Experience in more than one of the Save the Children priority sectors: education, protection, child rights governance, child poverty, health and nutrition
  • Experience with two or more cross-cutting areas such as child participation, gender, governance, value for money and accountability is highly preferred
  • Excellent communication and leadership skills
  • Master's degree in Social Sciences or relevant equivalent, with at least significant coursework in quantitative or qualitative social research methods
  • Passion for evidence-driven development programming and interest in ongoing international research
  • Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy.
  • Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research.
  • Demonstrated capacity for leveraging project results towards broader systemic impact.
  • Excellent analytical skills and appreciation for the complexities of social research, especially as pertains to deprivations of children's rights in a country context such as Nigeria.
  • Effective at collaborating and influencing across departments and sectors
  • Excellent skills in training, capacity building, coaching, and mentoring
  • Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
Commitment to and understanding of Save the Children's aims, values and principles including rights-based approaches
