Regional Chief of Party

Jhpiego seeks a Regional Chief of Party (COP) to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an upcoming USAID-funded multi-country family planning (FP) project in francophone West Africa. The project is designed to expand and accelerate access to and use of FP and reproductive health services across the region by working closely with local and national governments to prioritize this in their national plans; leveraging partnerships with regional and international organizations; and building the capacity of nongovernmental and civil society organizations to provide quality augmented support. The Regional COP will have the overall responsibility for leadership and management and reporting of project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity across borders and multiple countries. S/he will serve as the project’s main point of contact with USAID, on routine and strategic matters. S/he will also ensure effective organizational management, coordination and communication with the host country governments at all levels, and international partners and agencies.
This position is contingent upon award from USAID. This positions will be based in Francophone West Africa (Country TBD). West African nationals, especially native French speakers, are strongly encouraged to apply.
Responsibilities
•Provide leadership and strategic direction to ensure programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and expected results
•Ensure that project is technically sound, evidence-based and responsive to the needs of the target countries, their people and USAID and fosters enhanced capacity of Ministries of Health and other indigenous organizations and institutions.
•Ensure compliance with the terms of the award
•Develop and maintain strong working relationships with project partners, host country governments, regional institutions (e.g., Ouagadougou Partnership Secretariat, WAHO), donors (including USAID), UN agencies, other donor-funded projects, local organizations/ institutions, professional associations, as well as other implementing partners, private sector partners and other key stakeholders in West Africa to maximize resources and leverage and complement other efforts to increase FP uptake in the region
•Represent Jhpiego and the project’s progress, achievements and lessons learned to USAID, other key stakeholders, and through meetings, conferences, and presentations
•Provide technical leadership and ensure the quality and sustainability of interventions
•Collaborate with project team to build capacity and respectfully challenge the status quo where necessary to improve provision of quality FP services, including integrating FP with maternal, neonatal, child health services, and services for youth and men.
•Lead the annual work planning process in close collaboration with USAID, national ministries of health, and the project team.
•Oversee the quality, preparation, and timely submission of project reports to donor
•Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
•Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
•Write and/or review project materials and publications
•Work with finance and project staff to develop and track project budgets
•Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
•Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
•Ensure compliance with USAID operational policies and regulations
Minimum requirements
•Master’s degree in Public Health or related field required; advanced degree is a plus.
•At least 10 years serving in senior management roles (including at least 5+ years as Chief of Party/Project Director) on large, complex, multi-partner, donor-funded (including USAID) health service delivery programs in Africa, ideally FP/reproductive health (RH) projects in Francophone West Africa. Experience with regional and/or multi-country initiatives is a plus.
•Strong technical knowledge in FP/RH, and experience working on FP/RH service delivery programs in both the public and private sectors.
•Intimate understanding of West African health systems and the FP/RH context and opportunities. Solid relevant professional networks in the region are highly desirable.
•Demonstrated experience and skills in effective negotiation and advocacy, working with host governments (including Ministries of Health), regional institutions (e.g., Ouagadougou Partnership Secretariat, WAHO), donors (including USAID), UN agencies, other donor-funded projects, local organizations/institutions, professional associations and partners.
•In-depth knowledge of USAID projects, regulations, compliance and reporting requirements.
•Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out.Demonstrated outstanding leadership, strategic thinking, organizational, team-building, facilitation and representational skills.
•Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff.
•Excellent verbal, written interpersonal and presentation skills in English and French (FSI ratings of S/R 4/4). West African local language skills are a plus.
•Proficiency in word processing and Microsoft Office.
•Ability to travel internationally 40% of the time.
