Project Description:

C4D Monitoring & Evaluation Specialist for Ebola Response will help to strengthen the design, monitoring and evaluation of Communication for Development (C4D) social mobilization interventions to prevent and respond to Ebola outbreaks to ensure that on-the-ground C4D/Ebola strategies are timely, coordinated, effective and efficient -- whether for crisis countries (Liberia, Sierra Leone and Guinea), at-risk countries (Senegal, Mali, Equatorial Guinea and Cote d’Ivoire), or other neighboring countries that are engaged in preparedness. This includes the designing or contributing to the design of program process and performance benchmarks; review and use of existing data; designing real-time monitoring and planning mechanisms; development of research tools; development of M&E frameworks and indicators; technical assistance to country offices on strengthening their evidence base; innovative data collection; quality assurance of the collected data; and documentation of findings and recommendations.

This 6-12-month temporary position falls under the supervision of the UNICEF C4D Coordinator at the Sub-regional Ebola Outbreak Coordination Center (SEOCC) in Conakry, Guinea, in close collaboration with other inter-agency Ebola response professionals at the SEOCC.

Job Summary / Responsibilities:

• Review existing global and regional process- and performance-related benchmarks and checklists in the areas of C4D/social mobilization; UNICEF monitoring standards; and Ebola response efforts.
• Provide technical inputs for the design of new global, regional and country-level program process and performance indicators.
• Review existing quantitative and qualitative data including behavioral/anthropological/ethnographic studies that may be relevant to the sub-region or specific countries.
• Assess and identify trends and patterns in behavioral and participants’ analyses conducted at the country level or in subsequent response designs -- including strategies, plans, M&E frameworks, and research methodologies -- that may require revisions or course corrections.
• Establish standards around monitoring and evaluation methodologies and indicators to assess the behavior change and social mobilization efforts related to Ebola response.
• Provide technical assistance to country offices in the design of formative, process, and summative research studies to collect baseline data and monitor and evaluate the impact of interventions.
• Provide guidance to offices on the use of the data to produce evidence-based plans including iterative micro-level planning.
• Provide technical inputs for and support the introduction of innovative methods to collect, compile, and assess data.
• Monitor social mobilization activities directly in the communities and chiefdoms most affected by Ebola, as relevant, focusing on the following:
• Key bottlenecks and barriers to social mobilization;
• Key areas to focus on social mobilization interventions, including underlying causes for fear and unhealthy behaviors, messaging, communication channels and community dialogue process;
• Possible opportunities to enable community personnel to adopt healthy behaviors;
• Potential engagement with social networks, private sector organizations, and the media in national and local interventions;
• Key advocacy issues with decision makers and opinion leaders to effectively address Ebola and reduce stigma.
• Support the monitoring of results frameworks as articulated under the national C4D/social mobilization response plans.
• Manage evidence and data generation, and document results and lessons learned to better inform C4D/social mobilization preparedness and response efforts for Ebola ensuring compliance with UNICEF’s existing monitoring frameworks and systems.

Qualifications:

• Advanced university degree in the social/behavioral sciences research, statistics, development studies, sociology, medical anthropology, or health education. A University degree with qualifying experience may also be accepted in lieu of the advanced university degree.
• At least five years of relevant work experience in management, monitoring, and evaluation of social development programs, including at least two years in developing countries, with practical experience in the adaptation and application of communication planning and M&E processes to programs.
• Experience working in an emergency context highly desirable, preferably with an emphasis on health communication or infectious disease outbreaks.
• Prior experience in West Africa will be an asset.
• Fluency in French and/or English is required
• Ability to communicate, work with people, and adapt/respond to change.
• Ability to analyze information and apply technical expertise.
• Ability to plan, organize, make decisions, and initiate action.
• Understanding of core values of diversity and inclusion; integrity; commitment.
• Experience in developing research tools, M&E frameworks and indicators.
• Understanding of development of program process and performance benchmarks

The level of care offered inside the ETUs, while basic (especially in the first phase), will encourage families to bring loved ones forward for isolation and care.

· Health and disease outbreak background highly desired

Job Description

I. Recruitment Assistance

· Assist on all international recruitments

· Assist with the sourcing and vetting of local and international recruitments

· Liaise with and manage all subcontractors on local national recruitment selections ensuring adherence to contract and compliance requirements

II. Personnel Management

· Manage field based staff to perform their respective roles and responsibilities

· Ensure proper implementation and compliance of SOPS

· Manage staff, reviews work schedules and assign specific duties, oversees quality performance of all support activities

· Make sure that all personnel files for each individual, filing any letters associated with individuals performance, monitoring individuals contract end dates, maintaining personal records database for expatriate staff, recording visa expiries, timesheets and expense claim forms are completed correctly

· Coordinate and supervise preparation of consolidated payroll spreadsheets
