Gender Advisor, Senegal
Project Background:
USAID Senegal is supporting a five year $40 million USD Feed the Future Senegal Cultivating Nutrition activity to improve diets among the Senegalese population, particularly young children and women of reproductive age, in the Feed the Future Zone of Influence (ZOI). The project’s purpose is to improve year-round access to diverse, nutritious, and safe foods along with increasing adoption of nutrition and care practices that promote consumption of a healthy diet. Ultimately, improved diets will reduce risks of undernutrition and overnutrition, both of which hamper human health, productivity, and economic growth. To achieve its overall goal, the Senegal Cultivating Nutrition activity will focus on sustainable food systems development and support to satisfy demand, diminish malnutrition, and promote economic development.
This activity is an integral part of USAID/Senegal’s new Economic Growth For All (EG4ALL) Project (2018-2023), which aims to reduce poverty and undernourishment among beneficiaries via increased incomes, consumption of nutritious and safe diets, and environmental capital. Job Summary:
The Gender Advisor will lead gender integration, including planning for how gender issues will be identified, analyzed, addressed, and tracked, across the different technical components throughout the entire award period. The Gender Advisor will be required to work across the targeted value chains and develop approaches that ensure program interventions are gender sensitive.
Responsibilities
  • Ensure gender mainstreaming across all project activities and ensure the FTF project upholds ACDI/VOCA's commitment to gender equity and women’s empowerment.
  • Oversee/Conduct project gender analysis of gender roles, relations, and/or norms and develop gender-sensitive messaging and training materials.
  • Using results of gender analysis, other program assessments and the USAID/Senegal gender strategy, lead the development and integration of a project gender strategy and work plan.
  • Oversee and report on the implementation of the gender strategy and work plan and ensure that it is coordinated with the overall project work plan.
  • Prepare and lead gender-focused training sessions for staff and partners to ensure gender is appropriately addressed in all project activities.
  • Participate in work planning and other strategy sessions to advise project colleagues on gender integration.
  • Liaise with the M&E Manager to ensure the Activity Monitoring, Evaluation, and Learning Plan (AMELP) employs a gender lens whereby gender differential effects can be captured, analyzed, and used to improve implementation and promote learning.
  • Develop strategies, activities, and messages for engaging men
  • Assist in the development of training manuals and curricula to ensure gender equity and sensitivity in training content and delivery
  • Collaborate with local women’s groups, gender-focused organizations or institutions and other local or international groups implementing similar gender-related activities in the FTF ZOI
Qualifications
  • Bachelor's degree in sociology, anthropology, women’s studies, or other related discipline, master's degree preferred.
  • Minimum eight years' experience in food security, nutrition or agriculture, including five years concentrating on gender and development issues.
  • Demonstrated experience conducting gender analysis and gender integration programming.
  • Ability to write coherent and analytical reports is required.
  • Clear understanding of gender roles, relations, and norms in Senegal is required.
  • Excellent interpersonal and communication skills, both verbal and written, strong negotiation, diplomacy, and team work skills required.
  • Experience in monitoring and evaluation, including using qualitative (e.g. conducting focus groups) and quantitative (e.g. designing surveys) research methods is preferred.
  • Prior experience with USAID projects, procedures, policies, reporting requirements is preferred.
  • Willingness to travel required. Applicants may be expected to relocate to regional offices depending on solicitation requirements.
  • Fluency in French required; Fluency in English preferred.
