The HR & Staff Development Manager will work across North Africa projects as the key HR lead. S/he will help ensure that projects have the correct human resources and will be responsible for recruitment campaigns. This will include oversight of job descriptions, advertising of roles and the selection process for new staff. S/he will also help set up new HR processes and systems where necessary. The HR & Staff Development Manager will manage leave and sickness bookings and coordinate processes for performance reviews and staff development, such as training opportunities. S/he will manage the contracts and inductions for new joiners. This role is Tunis-based and reports to the Head of Business and Finance and the North Africa Country Director.

Main Duties:
- Planning, coordinating and implementing North Africa recruitment campaigns
- Maintaining HR files including job descriptions, contracts and annual performance reviews
- Managing the record keeping of HR processes such as annual leave and sickness records
- Issuing contracts for new joiners
- Overseeing mandatory BBC Media Action training for locally based project team.
- Managing staff development and training plans according to agreed objectives and budgets
- Ensuring annual declaration of interest forms are signed by all team members
- Maintaining accurate staff details and contingency plans in case of emergencies
- Managing HR projects as agreed with the North Africa Country Director
- Managing the induction of new joiners
- Maintaining the staff handbook
- Supporting on the development of new HR processes as necessary, ensuring that processes are legally compliant and abide with BBC Media Action policies
- Line-manage locally based project team as required.

Skills, Knowledge and Experience
Essential:
- Able to work in English, Arabic and/or French to a high standard.
- Experience of successful HR management, ideally in an international development context
- Excellent attention to detail
- In-depth knowledge of Tunisian labour and HR regulations
- Experience of working with international teams
- Experience of line management of staff
- Willingness to adapt activities and policies to changing local context and needs.
- Strong verbal and written communication skills
- Excellent interpersonal skills, with proven track record in forming effective relationships with a range of local and international stakeholders
Desirable:
- Experience living and working in North Africa or the Middle East, ideally in the development and/or media field.
