Over the years, CRS’ focus shifted from direct relief and food distributions to a comprehensive development program that works with partners and enhances local capacity. CRS Kenya programs now support children affected by HIV, and community-based efforts to increase household incomes, improve family health and sanitation, and enhance agriculture livelihoods.
CRS’ drought emergency programming in Kenya will be providing support to emergency affected populations in Arid and Semi-arid lands. Interventions will concentrate on emergency livestock and WASH programming, natural resources management and agricultural livelihoods.
PRIMARY FUNCTION
The Emergency Project Officer - WASH will coordinate and monitor all emergency project activities including emergency livestock interventions (emergency livestock feeds and veterinary services), seed aid & input fairs and WASH activities in Turkana County, Kenya. The Officer will build the capacity of partner staff to implement emergency drought response programs and will keep abreast of important approaches in emergency programming and training to ensure the use of technically appropriate implementation approaches and reporting, consistent with donor requirements.
RESPONSIBILITIES
Program coordination
- Coordinate CRS Kenya’s County Level Emergency Response programming in close collaboration with the Emergency coordinator to ensure effective program management quality.
- Ensure program quality through development and implementation of periodic project reviews and learning, and local partner capacity enhancement.
- Support implementing partner program and MEAL Officer to effectively implement the project
- Represent CRS in all relevant county level coordination meetings including but are not limited to: county level WESCCORD, and the county steering group meeting.Monitoring, Evaluation, Accountability and Learning
- Become familiar with the MEAL Policies and Procedures and resources that constitute the CRS method of carrying out MEAL as particularly applies to emergency responses.
- Together with MEAL staff, ensure all emergency responses in Kenya comply with required MEAL policies and procedures, namely project design, monitoring, evaluation, budgeting, accountability and learning.
- Coordinate and co-facilitate regular monitoring data interpretation to inform decisions and learning as provided in the emergency responses MEAL systems.Budgeting, Financial Planning, and Reporting
- Work with partner organizations to ensure financial reporting follows CRS partner standards and best practices.
- Closely monitor emergency program county level activity budgets.
Representation, Coordination, and Communication
- Represent CRS in relevant emergency coordination bodies at the county level (as stated above)
- Coordinate with the relevant county level NGO emergency actors to ensure effective targeting and implementation of the projects.KEY WORKING RELATIONSHIPSInternal:

- Degree in Water Engineering or Public Health or related field.
- 5 years’ experience in Water, Sanitation and Hygiene programing preferably in Arid and Semi-Arid regions in Kenya.
- Experience in design and construction supervision of water supply system.
- Experience in emergency sanitation and hygiene promotion.
- Advanced computer literacy and proficiency in Microsoft Office (MS Word, Excel, etc.) and basic working knowledge of CAD software.
- Demonstrated ability to work in partnership with local communities and County governments as appropriate.
- Excellent analytical, communication, and negotiation skills.
- Ability to prioritize multiple work demands in high-stress environments and work effectively and efficiently with minimal supervision.
