Division Manager, Capital Markets and Financial Operations

Established in 1964, the African Development Bank is the premier pan-African development institution, promoting economic growth and social progress across the continent. There are 80 member states, including 54 in Africa (Regional Member Countries). The Bank’s development agenda is delivering the financial and technical support for transformative projects that will significantly reduce poverty through inclusive and sustainable economic growth. In order to sharply focus the objectives of the Ten Year Strategy (2013 – 2022) and ensure greater developmental impact, five major areas, all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.
Under the supervision of the Director of the Treasury Department, you will be responsible for the implementation and execution of the African Development Bank’s annual borrowing program (USD 12 billion in 2016) in major international capital markets. You will set the Bank’s funding strategy and ensure that resources are raised in a cost effective manner, to fund the Bank’s lending activities, and meet its liquidity requirements. You will provide advice and contribute to technical discussions related to the Bank’s credit rating reviews and financial management policies. You will also be responsible for administering the subscription process for shareholders’ funds, specifically, contributions to the capital of the Bank, replenishments of ADF and resources received for MDRI.
You will build productive relationships with the Bank Group stakeholders (shareholders and market participants) and represent us at high profile forums and seminars. We expect you to have a solid knowledge of fixed income markets, a very good experience in bond issuance in major international capital markets, and a very good understanding of risk management. .
It is therefore important that you have experience in managing a funding team, very good analytical and interpersonal skills, gained through your extensive professional experience. Naturally you will hold a postgraduate qualification in Finance, Business Administration, Statistics or a related quantitative discipline, and you will be a dynamic, high-achieving manager with an a record of success in complex, politically sensitive, multicultural environments. Finally, you should be fully fluent in English and will ideally bring some command of French.
