Security Manager

Based: Juba (with extensive travel to field locations)
To start: as soon as possible
Contract duration: 12 months with possibility for extension depending on funding
Tearfund has been working in South Sudan since the 1970s through partners and the disaster response team has been directly involved in the country since 1998. The relief programme is largely based in Jonglei and Northern Bahr El Ghazal states with longer term work with partners focused in Central and Western Equatoria. The programme has an annual turnover of around £4 million, employs 180 national and 13 international staff, and is supporting five partner organisations. Tearfund’s current projects include Nutrition, Food Security, WASH provision to conflict affected communities as well community mobilisation for social cohesion and development through the local church/ Faith Based national NGOs.
Although a the peace agreement has been signed in late 2015 and the newly formed transitional government of National Unity is now in place in Juba, the security situation in the country remains extremely volatile and changes daily. We are looking to recruit a security professional to help support the team in managing their safety and security and the security of project assets.
Key responsibilities include:
  • Revision of Tearfund’s safety and security guidelines,
  • Revision of contingency and evacuation plans,
  • Management of hibernation spaces,
  • Fostering a culture of safety and security management among staff,
  • Analyzing the security environment and incident reports to track trends and inform advice to staff,
  • Security information management and communication,
  • Being part of country management team and supporting key staff on safety and security in order to assist decision making,
  • Support HR and logistics, finance and other departments in adequately reflecting safety and security needs,
  • Manage safety and security training and briefing at country level,
  • Build positive working relationships with sector-related personnel and attend co-ordination meetings,
  • Share learning and experiences with wider organisation.
Tearfund is seeking an individual with proven experience as a security manager and/or advisor in highly insecure environments to lead on security management in all the programme’s activities. Candidates need strong inter-personal skills and should be able to provide safety and security training to staff of various levels of understanding.
The role requires frequent travel to all field sites. This will involve conducting safety and security assessments, providing training to staff, monitoring of progress and developing action plans for immediate implementation. Excellent written and spoken English is essential.
