Background
The Office of the United Nations High Commissioner for Refugees (UNHCR) is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State.
While UNHCR's primary purpose is to safeguard the rights and well-being of refugees, our ultimate goal is to help find durable solutions that will allow them to rebuild their lives in dignity. There are three durable solutions pursued by UNHCR for 6.4 million refugees in protracted situations: voluntary repatriation; local integration; or resettlement to a third country. While pursuing durable solutions, UNHCR works to increase the self-reliance and livelihood opportunities of refugees.
UNHCR launched the Global Strategy for Livelihoods 2014-2018 in an effort to inform field operations on how to implement livelihoods programmes and to guide the development of national and local livelihoods strategies. It is now in the process of implementing the Global Strategy, which requires the monitoring of existing livelihoods programmes.
UNHCR issued the Minimum Criteria for Livelihoods Programming in February 2015 to promote market-oriented and results-driven programming. The criteria are mandatory for all UNHCR field operations programming for livelihoods. The Minimum Criteria consist of the following: Socio-economic Assessment, Market Analysis, Sustainable Partnerships, Context-specific Livelihoods Strategic Plan, Expertise, Targeting, and Monitoring. These steps are considered necessary for UNHCR to increase its impact in terms of wage and self-employment of displaced populations.
UNHCR conducts an annual assessment of compliance with the Minimum Criteria through surveys/interviews of all field operations programming for livelihoods (around 80 countries). The Livelihoods Unit in UNHCR Headquarters works closely with national and regional livelihoods officers to coordinate joint responses, align processes, and share experiences. Based on this exercise, operations are supported in developing detailed, time-bound plans for achieving compliance.
The Livelihoods Unit provides further guidance and technical support as needed at any time during the year. This support includes facilitating the completion of socio-economic assessments, market analysis (in coordination and partnership with ILO), and livelihoods strategies; as well as providing guidance on monitoring for livelihoods.
The Livelihoods Monitoring Associate will lead the monitoring activities necessary for the successful implementation of the Minimum Criteria for Livelihoods Programming and general improvement of livelihoods programming across operations.
Responsibilities
• Coordinate and conduct the annual Minimum Criteria Compliance Assessment (mid-year 2017); analyze, present and distribute results; liaise with field operations and regional offices as necessary to track progress on the Minimum Criteria
• Analyse UNHCR data including livelihoods budgets, staffing information, and achievement on the Global Strategic Priority impact indicator for livelihoods
• Collect and maintain organization of operations’ livelihoods assessments and strategies
• Consolidate information on high-quality indicators and M&E tools used in the field, and make them available to other operations
• Support roll-out and revision of newly developed livelihoods indicators
• Support the Livelihoods Unit with additional tasks as needed, including serving as focal point for designated operations, and especially related to monitoring and evaluation, socio-economic assessments, market analysis, and the adoption of the Graduation Approach

• Instructions for continued monitoring of operations’ compliance with the Minimum Criteria for Livelihoods Programming developed and improved
• Organized inventory of all livelihoods assessments, strategies, M&E tools, and other important documents from the field updated
• Newly developed livelihoods indicators piloted in the field and revised
Qualifications and Experience Required
• Masters Degree in Development Economics, Economics, Statistics, Public Policy, or related fields
• 3 years of professional experience
• Experience with quantitative analysis of large amounts of data required
• Experience with M&E and/or impact evaluation
• Experience with livelihoods programming
• Proficiency in MS Excel and other data analysis programs, e.g. Stata
• Excellent interpersonal and communication skills for a multi-cultural environment
• Fluency in English required; knowledge of another UN language an asset
