HIGDA GIS Specialist

Project Profile Palladium has recently been awarded a cooperative agreement to implement the USAID Health Informatics Governance and Data Analytics (HIGDA) in Kenya. The purpose of this activity is to support ongoing efforts to strengthen national and county-level health sector organizational and management capacity in health informatics, monitoring, evaluation, and learning.
The Palladium led HIGDA team includes PATH and Jomo Kenyatta University of Agriculture and Technology (JKUAT). Together we bring technical expertise, national and county-level relationships, and strong technical strategy to achieve HIGDA goals. We will collaborate with the Palladium led projects USAID HP+, USAID CMLAP and CDC KeHMIS to use creative digital solutions and ICT and through implementing industry standards to turn recent GIS investments into sustainable outcomes.
The project has two sub-purposes:
1 Strengthened national governance for health informatics, monitoring, evaluations, learning and accountability systems 2 Strengthened capacity of national and county MOH on data analytics
A 28 person team will be recruited to work in Nairobi and 20 high burden counties to achieve the project results. Palladium is recruiting 23 staff, PATH is recruiting 2 staff and JKUAT is recruiting 3 staff. The team will be led by a Chief of Party also based in Nairobi. Palladium staff in Nairobi and our international offices will provide routine technical and administrative support and assistance. Position Summary Under the leadership of the HIGDA Deputy Chief of Party, the GIS Specialist will implement an interoperable and robust geographic information system (GIS) platform allowing real-time county/sub-county monitoring across health facilities. S/he will work with the HIGDA Senior Capacity Building Advisor and Senior Performance and Analytics Advisor to increase GIS capacity at academic institutions and stimulate increased GIS research within these institutions and the MOH. S/he will facilitate data sharing between MOH and county health agencies via the GIS platform. S/he will establish a data integration and use plan to ensure use with legacy systems. S/he will work collaboratively with the MOH and county authorities to identify key information needs that can be addressed through the use of spatial data. Under the leadership of the Deputy Chief of Party, s/he will engage HIS stakeholders at the national and county level in the adoption of relevant spatial decision support products, the standardization of platforms, and the development of training plans. S/he will work with the MoH, academic institutions, and NGOs towards the development of a research agenda to stimulate the use of GIS. S/he will work with the project leadership towards the inclusion of a spatial decision support strategy within the national enterprise architecture. This position reports to the Senior Performance and Analytics Advisor. Key Responsibilities
  • Enable real-time spatial data collection and updating of all the existing and new public health facilities offering treatment and care services for HIV/AIDS, reproductive health, maternal and child health, and malaria.
  • Store in a geo-database all related attributes and environmental spatial datasets such as elevation, population distribution, climate variables, water bodies, derived indices (e.g., NDVI, VGI), derived metrics (health facility catchments), and locational data such as health facility locations.
  • Support interactive dashboard geo-visualization of HIV/AIDS trends, facility-level clustering, and production of high quality static cartographic maps to support decision making on HIV/AIDS.
  • Support both online and desktop spatial query analysis to enable system users to compare disease trends or extract facility data at different spatial units (county or sub-county levels).
  • Provide advanced spatial analytical capabilities such as performance of hot spot analysis, interpolation of HIV data, and network accessibility analysis based on least-cost path algorithms.
  • Support spatial data sharing across multiple formats and outputs such as GeoJSON, TopoJSON, TIFF, PNG, SVG, and JPEG.
  • Support multiple overlays using satellite imagery base map such as Google Maps, Open Street Map, and other spatial datasets of interest.
  • Work with the Sr. Performance and Analytics Advisor, NHIS Support Specialist, and HIS Leadership Advisor to incorporate GIS into user interfaces, dashboards, and data visualizations on various platforms for increased access of stakeholder data for evidence-based decision making
Qualifications
  • Minimum BSc Computer Science or BEng Software or Geospatial Engineering, or BA Geography, and accreditation in GIS, or degree in fields relating to human/biological sciences or social sciences with accreditation in GIS
  • Experience with ArcGIS, GeoNode, Open Geospatial Tools, Architecture, Communities, others,
  • Proficiency with providing GIS outputs in GeoJSON, TopoJSON, TIFF, PNG, SVG, and JPEG and others
  • 5+ years' experience in a technology leadership position for a public health project, preferably USG funded
  • Excellent coordination and information management skills
  • The ability to work well under pressure and skilled in change management, crisis management, and problem solving
  • Ability and willingness to travel frequently within Kenya and work under field conditions
  • Must be available for domestic travel
  • Fluent English and Swahili required
