Millennium Challenge Corporation (MCC) is a U.S. Government agency whose mission is to provide assistance that will support economic growth and poverty reduction in developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.
MCC is seeking qualified environmental and social experts with proven records of achievement to serve as a Program Officer/Senior Program Officer and Director of Environmental & Social Performance to assist in the development and oversight of programs with MCC’s partner countries.
Program Officer / Senior Program Officer
Environmental & Social Performance (MC-301-4b/4a)
Salary Range: $58,000 to $120,059
Director
Environmental & Social Performance (MC-301-3a)
Salary Range: $115,000 to $163,529
Both positions will report to the Senior Director and Global Practice Leader for the Environmental & Social Performance Practice Group (ESPG) within the Department of Compact Operations (DCO). The incumbents will assess environmental and social risks and impacts of MCC-funded activities, integrate environmental and social considerations and international good practice into project design and implementation, evaluate the environmental and social performance of MCC-funded activities, and identify opportunities for enhancing project results. The selected candidates will contribute to ESPG priorities, build relations with colleagues in other MCC practice groups, other donors, NGOs and U.S. and foreign government agencies and strengthen partnerships to enhance project results. The ESP Director will also be expected to provide intellectual leadership, mentor junior ESP staff, develop the capacity of partner country ESP staff, manage consultants and represent MCC to external stakeholders. Both positions require periodic international travel.
Ideal candidates should have demonstrated expertise and experience providing technical advice on the assessment of environmental and social risks and impacts associated with project/program design and implementation in developing economies; knowledge of international good practice with regards to assessing and managing environmental and social issues, preferably experience with the International Finance Corporation’s Environmental and Social Performance Standards; strong interpersonal, planning and organizational abilities; and strong oral and written communication skills. Professional proficiency in French is strongly desired. The successful applicant must be a U.S. citizen and be able to obtain a security clearance and comply with applicable ethics regulations.
