Early Recovery and Development Manager

Background/IRC Summary
The International Rescue Committee (IRC) responds to the world's worst humanitarian crises helping people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. At work today in over 40 countries, the IRC aims to restore safety, dignity and hope to millions who are uprooted and struggling to endure.
IRC has been present in Burundi for more than 20 years supporting both refugees and Burundians with protection, livelihoods and community interventions. Currently, IRC is working in 13 of 18 provinces, with a primary focus on protection programming.
Following the controversial third term election of President Nkurunziza in April 2015, Burundi has been thrust into a political crisis. Exacerbated by this political instability, the economy is in sharp decline, food insecurity is on the rise, and hundreds of thousands of people have been displaced. As the political crisis enters a second year, there are significant signs that the humanitarian situation is deteriorating.
In response to the dynamic, complex and worsening humanitarian crisis, the IRC is integrating emergency economic recovery and development and livelihoods programs into their activities complementing ongoing protection, youth and livelihoods and economic reinforcement programs. The main objective of the Economic Recovery and Development (ERD) Manager position is to ensure the development, implementation, monitoring and evaluation of ERD activities, such as market-driven cash transfer programming (cash, vouchers, cash-for-work, etc.). These activities are designed to provide for the basic necessities of the most affected populations to deter resorting to negative survival strategies, as well as improve household food access and preserve, restore and diversify livelihoods.
Job Overview/Summary
Reporting to the Deputy Director for Programs, the ERD Manager is the management leader for all programmatic and operational aspects of programming aimed at emergency relief, economic recovery and empowerment. As the overall lead of cash transfer and livelihood programming, the Manager is IRC's key actor for market-oriented programming. S/he will liaise with other technical coordinators within IRC and its partner organizations to ensure coordination and complementarily of programming, as well as appropriate technical rigor in project design and implementation. S/he manages all ERD staff, providing any and all support necessary to ensure successful implementation of ERD programming and is expected to engage fully in the humanitarian structures established in Burundi.
Major Responsibilities
Technical Quality & Program Strategy Development
  • Design a strategy for the ERD portfolio in Burundi based on the Strategic Action Plan (SAP) and align it with the Outcomes & Evidence Framework (OEF) and the relevant theories of change (ToC)
  • Lead the continued revision of the strategy in coordination with the ERD technical unit and the DDP
  • Provide technical and management leadership to ERD projects in accordance with best practice and IRC policy
  • Oversee the implementation of programming, making any and all managerial and operational adjustments to ensure success, as well as compliance with donor requirements and IRC standards
  • Liaise with relevant technical advisors within the technical unit to ensure relevant support, tools and resources are being provided and integrated into programming
Representation & Partnership
  • Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors
  • Monitor developing trends in humanitarian food security and livelihoods sectors and adjust programmatic priorities as necessary
  • Regularly represent IRC in relevant sector working group meetings, and establish IRC as a leader in cash and livelihoods groups
  • Support key staff to establish and/or maintain coordination mechanisms at provincial level
  • Actively exchange information and lessons learnt regarding ERD-related programming within IRC Burundi and the IRC Horn and East Africa region (especially with IRC Tanzania)
Program Management and Business Development
  • Identify programming needs and funding opportunities that will continue IRC programming through the phases of relief, recovery and development in line with the SAP and OEF
  • Lead outcome-oriented proposal development activities through planning and program design with relevant field-based staff, and ensure their compliance to donor requirements
  • Coordinate with other IRC sectors (i.e. protection) to provide relevant input and support enhancing the protection and empowerment of women and girls
  • Develop and maintain a monitoring and evaluation plan, including the systematic collection and analysis of data, in collaboration with the Monitoring and Evaluation Manager
  • Contribute to strategic planning for the IRC Burundi humanitarian response
HR Management
  • Directly supervise all ERD/Livelihood program staff
  • Provide direction and monitor staff in their implementation of work plans and quality of technical activities
  • Ensure training and ongoing capacity building opportunities for staff on technical and project management skills
  • Ensure timely completion and submission of interim and annual performance reviews
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions
Budget, Administrative and Grants Management
  • Ensure the overall achievement of all ERD/Livelihoods grants according to donor regulations and guidelines and in cooperation/coordination with the Operations, Finance and Grants departments
  • Ensure budget development, management and compliance
  • Review Budget vs. Actual (BvA) reports, providing feedback as necessary; oversee development of spending plans
  • Develop/maintain effective oversight, support, quality control and reporting systems and processes
  • In collaboration with the M&E team, supervise the development of relevant M&E systems and ensure regular follow-up on relevant data to feed into on-going review of project cycle and decision-making for programming
  • Support implementation and ensure adherence to grant work plans, create and enforce spending plans and establish monitoring and evaluation plans according to the primary indicators of each grant
  • Ensure high quality IRC and donor reports on grant activities, indicators and achievements
Other
  • Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs
  • Other duties as assigned by the supervisor to enable and develop IRC programs
Job Requirements
Education
  • Master's Degree or equivalent in agriculture, economy, business, social science, humanities or other related degree; MA/MS/MBA a plus
  • Academic experience in research preferred
Work Experience
  • Minimum of three years professional experience in emergency and post-crisis responses, preferably with specific cash transfer and food security/agriculture programming
  • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
  • Personnel management experience, including capacity development and team building
  • Prior experience working in emergency settings or insecure environments; for INGOs and in East Africa/Great Lakes region a plus
  • Experience in planning, monitoring and evaluation of programming; in food and/or NFI distributions and cash transfers desirable
Demonstrated Skills and Competencies
  • Demonstrated ability in resource mobilization for emergencies/early recovery
  • Strong program/technical and budget management skills, planning, reporting, monitoring and evaluation skills
  • Strong written and oral communication skills, effective in representation and liaison with external parties
  • Capability of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to others
  • Excellent computer skills in programs such as: MS Word, Excel, PowerPoint
  • Good spirit working within a team
  • Willingness and ability to spend 50% time in field sites
Language Skills
  • Ability to speak, read and write French and English to a fluent level (native English- or French-speaker preferred)
  • Ability to speak Kirundi/Kinyarwanda and/or Swahili a plus
Working Environment and Security Situation
  • Protection and Education Coordinator will be based in Burundi's capital Bujumbura.
  • Shared housing and a vehicle (after office hours) are provided by IRC.
  • The position requires significant travel to field sites. (Guest)Housing is provided by IRC in the field.
  • The security situation is currently volatile with sporadic violence related to the political crisis and petty crime.
  • Should the situation deteriorate IRC might impose a curfew for certain hours.
