JOB CONTEXT:
Handicap International (HI) has been present in South Sudan since 2006, implementing Emergency and Development programs aimed at protecting and promoting the rights of persons with disability and other vulnerable groups in the country.
Soon after the crisis in December 2013, HI - already implementing emergency response in Juba camps and Mingkaman IDP sites - started to receive multiple requests from humanitarian partners who were identifying gaps in the attention and responses for persons with disabilities and other persons in disabling situations (older persons, persons with debilitating diseases amongst others) affected by the emergency. Additionally due to the violent nature of the conflict, high numbers of persons had acquired temporary or permanent impairments as a result of conflict and displacement. Since a few months HI established a flying team that was able to stay for up to one month in a specific location, providing targeted, tailored field support for wound-affected and persons in disable situations as well as extended mentoring for Humanitarian field staff.

At January 2016, the program includes
• An emergency component with 2 projects: A specific approach in Juba IDPs camps: the POC project funded by HCR (under process) and An emergency flying team going around the country according to the request from hosting organizations– funding by CHF, ADH and looking for funds from ECHO and MAE LUX
• A long term component with: A Victim Assistance project based in Yei county , an Inclusion / DPOs project and a psychosocial project in the hospital & jail of Juba

JOB DESCRIPTION:
As a Psychosocial Technical Support in our flying team, under the line management of the project manager, you will closely work with 2 Physiotherapists and 1 occupational Therapist. You will work closely with humanitarian actors, assessing and addressing the needs of persons with disabilities, wounded persons and other vulnerable individuals with physical impairments
Your main role is to respond pre-identified psychosocial needs of conflict- affected communities identify, and also identify, assess needs and provide psychosocial orientation and support for persons with disabilities and vulnerable persons in emergency situations. You will also contribute to capacity building of organisations (NGOs, INGOs field staffs and community key representatives) on psychosocial basic services through awareness-raising and training activities to improve coordinated and inclusive and mainstreamed across Humanitarian responses sectors for PWDs and person in disabling situation.

• To conduct site monitoring and supervision, and provide capacity building and technical advice on basic psychosocial support to humanitarian actors across sectors in conflict-affected to overcome pre-identified barriers and gaps in their response
• To ensure the support of protection partners in the field and other groups the implementation of findings of community based analyses of protection risks and threats affecting persons with disabilities and other persons in disabling situation, incorporating awareness of mitigating measures with other member of the flying team
• To contribute to capitalisation of tools and implementation of awareness raising and capacity building activities aimed at improving inclusion of persons with disabilities and vulnerable groups in Humanitarian responses across sectors within his/her area of expertise

CANDIDATE PROFILE:
You have/are:
• Master’s Degree in Psychology from a recognized University/School
• Minimum of 3 years’ experience in psychosocial support services in Emergency situations
• Ability to develop and maintain effective work relationships with a local partner, network of national disability organisations involved in rehabilitation.
• Multi task and organized approach and know how to prioritize
• Flexibility, patience and perseverance
• Good interpersonal skills with people from different national and cultural backgrounds with sensitivity and diplomacy.
You have/are:

Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limits movement from May/June to September/October, including internal flights, and severely hampers most road connections.

The office and the Guesthouses are separated in Juba. Both premises are in the centre of Town. The accommodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. City Power is hectic but a generator is running in the morning and at the evening time. There is a TV in the dining room with DSTV (cable) and the Guesthouses have internet/wireless facility.
Juba offers some facilities as bars, restaurants, gym and swimming pools for International Staff but with a variable curfew up to 10 PM max.

Since the crisis of December 2013, a temporary security level 3 has been established for the H.I mission with restrictions of movments and a curfew in Juba. This level could be updated in these next weeks.
Due to the context, the position is unaccompanied
EMPLOYMENT CONDITIONS (depending of the experience of the candidate):
Salary: 1900-2150€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance
Or
Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
