Background
Plan International is a global organization that works side by side with communities in 50 developing countries to end the cycle of poverty for children and their families. Across program areas, Plan’s activities are guided by a Child-Centered Community Development (CCCD) approach, which is rights-based, holistic, gender-sensitive, and inclusive.
Position Description
Plan is seeking applicants for a proposed WASH Field Manager for an anticipated USAID-funded Water, Sanitation, and Hygiene (WASH) program in Zambia. The position will serve as Plan’s full-time technical lead for WASH initiatives centered on school-led water, sanitation and hygiene education, menstrual hygiene management, behavior change, and institutional strengthening. This position is contingent upon award of the project by the donor.
Responsibilities
  • Lead technical design, oversight, and monitoring of activities for WASH activities.
  • Contribute detailed and accurate technical deliverables and reports to fulfill USAID reporting requirements.
  • Coordinate technical activities with the USAID Zambia mission, partners, sub-recipients, government agencies, international and local NGOs, and community organizations.
  • Ensure the timely and quality completion of program technical deliverables and reports in accordance with USAID guidelines.
  • Supervise a team and oversee implementation of annual program work and plans.
  • Liaise and coordinate with other related projects and activities ongoing in Zambia, including Plan’s ongoing programs.
  • Lead the development of annual work plans and contribute to development of performance monitoring plans. Work closely with other project technical experts on all project activities.
  • Ensure Plan’s Child Protection Policy and Guidelines are adhered to during project implementation
Key Qualifications and Skills
  • Master’s degree in a relevant field required, such as public health, international development, environmental science, planning, engineering or a related field;
  • Progressively responsible, relevant sr. level managerial and technical experience working within the WASH sector in Zambia.
  • Significant experience in relevant program management or technical advisory roles in complex WASH projects in Zambia’s Eastern Province.
  • Expertise in WASH in Schools highly preferred.
  • Knowledge of community-level challenges impacting WASH delivery.
  • Experience with USAID-funded projects (ideally, in a senior technical position) highly preferred.
  • Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.
  • Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and international staff.
  • Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
  • Excellent English oral and written communication skills; knowledge of Eastern Province local languages, Nyanja, Tumbuka, Chewa and Nsenga preferred.
