The Office of United Nations Children's Fund (UNICEF) Rwanda and the Ministry of Gender and Family Promotion (MIGEPROF) are inviting applications from suitably qualified national and international consultancy firms to apply for the following assignment:

I. ORGANIZATIONAL CONTEXT, BACKGROUND AND PURPOSE FOR THE JOB
Organizational Context
The fundamental mission of UNICEF is to support the Government of Rwanda in promotion of the rights of every child, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that every child has an equal chance in life — in its social, political, economic, civic and cultural dimensions. There is growing evidence that investing in ECD, health, education and protection of a society’s most disadvantaged citizens through addressing inequity — not only will give all children the opportunity to fulfill their potential but also will lead to sustained growth and stability of countries
Background
Early Childhood Development has emerged over the past three years as one of the priority areas for development in Rwanda. The national Early Childhood Development Policy and its Strategic Plan was approved by Cabinet in May 2016, providing an agreed-upon framework to ensure a holistic and integrated approach to the development of young children. The integrated approach to ECD within the national Policy Framework calls for inter-sectoral coordination on the part of the Education, Health, Nutrition, Hygiene & Sanitation, Child Protection, Social Protection and other sectors. The Policy also calls for a community-based approach, involving communities contributing to and leading on the development and management of ECD service at the local level. The leadership for early childhood programming and coordination lies within the Ministry of Gender and Family Promotion (MIGEPROF).
To achieve Government targets in ECD, the Ministry of Gender and Family Promotion (MIGEPROF) as the Ministry coordinating ECD interventions intends to hire a consultancy firm/group to develop a National ECD monitoring and Evaluation Framework. The framework will be accompanied by tools which will be used by ECD stakeholders including Government institutions, CSOs, CBOs, FBOs, Multi-lateral and Bi-Literal partners, and private sector to track and capture critical data and milestones for ECD services, outputs and outcomes.
Purpose for the consultancy: The purpose of this consultancy is to develop a comprehensive National Early Childhood Development Monitoring and Evaluation Framework and tools to monitor, evaluate and inform the implementation of the ECD policy and its implementation plan across all relevant sectors and levels in Rwanda, in line with EDPRS II and sector strategies.
II. JUSTIFICATION, OVERALL OBJECTIVE, EXPECTED DELIVERABLES AND RELATED DUTIES/TASKS
Justification
The additional technical capacity is required by MIGEPROF during the current critical phase of planning and setting up effective coordination mechanisms to ensure the implementation of ECD Policy and the Strategic Plan across different sectors and governance levels in the years to come. The ECD Advisor on Policy, Monitoring and Evaluation will be based full time within MIGEPROF, to directly work with, and strengthen the capacity of MIGEPROF’s ECD team in coordinating the implementation of the ECD Policy and Strategic Plan and in providing relevant support in Monitoring and Evaluation.
Overall Objective and Specific Tasks:
The overall objective of the ECD Advisor on Policy, Monitoring and Evaluation is to provide support to MIGEPROF in their role as coordination ministry for the implementation of the ECD Policy and Strategic Plan and to provide a quality control leadership role to the development process of the ECD M&E framework. The following key tasks are expected to be achieved:
  • To develop a comprehensive, integrated National Early Childhood Development M&E Framework to monitor and evaluate the implementation of the ECD policy and its implementation plan, and the resulting outputs and outcomes. The Framework to be informed by nationals and international goals such as articulated in the ECD policy and the SDG’s.
  • To develop M&E tools to capture data for periodic progress reporting and progress against key results performance indicators at output and outcome level
  • To develop a capacity development plan and tools on monitoring and reporting of the National Early Childhood Development M&E Framework.
Expected Deliverables:
  • An inception report on the proposed execution of the assignment, including methodology, timeframe and budget.
  • Report on the initial situation analysis/scoping exercise, with overview/compilation of existing ECD M&E system, tools and documents in Rwanda.
  • National Early Childhood Development M&E framework with sector specific and cross-sectoral indicators that capture impact at output, outcome and impact levels.
  • A set of tools with internationally and nationally recognized standards to capture data and guide monitoring and reporting of ECD implementation by all stakeholders in different sectors.
  • A power-point presentation for use in the national validation and dissemination workshops on ECD M&E framework (consultants expected to present during the validation workshop).
  • A capacity development plan and its associated training modules on ECD M&E data collection and analysis to be used by various stakeholders at central and decentralized levels.
§ An Electronic version and 3 bound hard copies of the ECD M&E Framework document, with tools and training modules as annexes
Supervision and Place of Work:
The ECD Advisor on Policy, Monitoring and Evaluation will be based full-time in the MIGEPROF offices, in Kigali, Rwanda. MIGEPROF and UNICEF will be jointly responsible for supervising the incumbent and will be reporting to both UNICEF ECD Chief and the Permanent Secretary of MIGEPROF.

VI. RECRUITMENT QUALIFICATIONS
§ Qualification and Experience: A master’s degree in Monitoring and Evaluation Studies, ECD studies, Public Policy, Development Studies, Social Development, or related social sciences with 3 years of relevant experience. Experience in delivering training on M&E and data collection and analysis. Experience in qualitative and quantitative M&E approaches. Proven experience in conducting research and using participatory research methodologies.
§ Language Requirements: Fluency in English is required. Knowledge of Kinyarwanda or French will be an added advantage
