Internal Job Description:
I. PURPOSE
The Country Director will have overall responsibility for the development and management of the DR Congo Country program. This is achieved through the development of country strategy which is in line with the organizational mission, vision and values; the recruitment of requisite personnel skills and gifts; the development of policies, structures and systems; and the development of strong strategic partnerships with local institutions, government agencies, donors and other implementing partners that are aimed at enhancing the shared mission of holistic transformation of the most vulnerable in society. The Country Director will lead the senior management team and represent the organization with government, donors and other local and international organizations.
II. KEY OUTPUTS OF THE JOB
Developing and implementing a country strategy in line with World Relief programmatic competencies aimed at contributing towards the social, spiritual and economic transformation of the most vulnerable in the community. Developing strategic partnerships with the local churches, community structures, government agencies and the donor community aimed at enhancing the shared mission of empowering the local churches and community structures to serve the most vulnerable. Developing and strengthening organizational policies, procedures, systems, structures and controls aimed at promoting accountability, alignment to prevailing laws and regulations, and stewardship in organizational practice. Determining the necessary personnel skills needed for the fulfillment of the organization’s vision and mission and implementation of the country strategy, and recruiting, developing, deploying compensating and separating with staff as deemed appropriate. Serving as official spokesman for the organization to the public and ensuring an organizational branding that regularly articulates the organization’s mission and vision to the external and internal publics.
III. MAJOR RESPONSIBILITIES
A. Strategy Leadership KEY TASKS & OUTPUTS
Developing and implementing a five-year country strategy in line with World Relief programmatic competencies and it is aimed at contributing towards the social, spiritual and economic transformation of the most vulnerable in the community. Your work is successful when: There is an approved and updated five-year rolling Country Strategy that is aligned with Corporate Strategy and programmatic competencies, priorities and standards. This strategy takes in consideration the Macro-Assessment Reports and feedback from staff, local churches, regional staff, HQ and other ministry partners. In addition to an approved and updated Country Strategy, the sectoral strategies and Annual Work Plans are aligned to Country strategy and adequate budgetary provisions are made for the implementation of these plans.
B. Strategic Partnerships KEY TASKS & OUTPUTS
Developing strategic partnerships with the local churches, community structures and government agencies and the donor community aimed at enhancing the shared mission of empowering the local churches and community structures to serve the most vulnerable. Your work is successful when: There is a commitment to develop a sustainable and growing resource base for expansion of World Relief’s ministry.
C. Organizational Development KEY TASKS & OUTPUTS
Developing and strengthening organizational policies, procedures, systems, structures and controls aimed at promoting accountability, alignment to prevailing laws and regulations and stewardship in the organizational practice. Your work is successful when: The country office maintains a well-stewarded and adequately staffed organizational structure that is commensurate with the size and type of ministry. The country conducts Peer reviews every three years and implements the recommendations. The country conducts Self Reviews at least once a year and implements the recommendations. The country has personal security awareness plans and physical security plans and protocols for staff and the office. The country has collated all key policies and procedures that affect the operations of the office and staff and these policies and procedures are made available to staff. The leadership reviews these policies on a two-year basis or as need dictates.
D. Personnel Development KEY TASKS & OUTPUTS
Determining the necessary personnel skills needed for the fulfillment of the organization’s vision and mission and implementation of the country strategy and recruiting, developing, deploying compensating and separating with staff as deemed appropriate. Your work is successful when: The Country has a performance management process through which staff members receive performance appraisal against standards and agreements using coaching for performance approach. Additionally, the Senior management undergoes performance appraisal annually and the results are used in staff development and deployment plans. The country has deliberate plans and resources for building the capacity of staff in identified critical areas The country has deliberate gender parity plans that integrate women in senior leadership positions. The office and supervisors monitor staff well-being and stress levels and take remedial steps where necessary.
E. Spokesperson KEY TASKS & OUTPUTS
Serving as official spokesman for the organization to the public and ensuring an organizational branding that regularly articulates the organization’s mission and vision to the external and internal publics. Your work is successful when: There is evidence of representation of the organization with the donors, local churches and partners. The communication strategy exists and there is funding for its implementation.
F. Business Development KEY TASKS & OUTPUTS
In concert with the business development unit of international programs and directives at the cluster level, develop an in-country networking and donor relations strategy to open or enhance opportunities for grants and other new income. Manage the program design function and manage the grant development officer to work with other parts of the organization to develop quality proposals that provide additional funding to sustain and grow the impact (quality + scale of missional programming) of the DR Congo country program. Your work is successful when: The country office is achieving levels of excellence in financial management, reporting, monitoring and evaluation, procurement and other areas of compliance that give the country office a high rating and level of interest from donors and potential consortium partners as a program implementation partner.
IV. KNOWLEDGE, SKILLS, AND ABILITIES
University degree in related field. Masters degree preferred. Business management and leadership experience is highly valued. A minimum of seven years’ experience in International relief and development work with progressive leadership responsibilities and proven resource development skills, or a minimum of ten years’ experience in business management and leadership with progressively increasing responsibilities. Experience in administration of U.S. government and other institutional (United Nations, European Union, etc.) grants and experience with budgeting in a multi-project and multi-funding environment. Strong oral and written communication skills in English. Knowledge of Kiswahili and/or French highly preferred. Ability to represent WR well to partners, donors, churches, and government officials. Passionate commitment to the mission of World Relief, with the ability to transmit this vision to others.
