Reporting to the Chief of Party, the M&E Manager will be coordinating and collaborating with the system developer to enhance the Global Path (G-PATH) M&E database and project management systems and processes that will ensure program quality with the Njira project by conducting data quality audits and ensuring that the program adheres to standards as specified in program agreement documents. In addition, the primary responsibility of this position is to provide technical and strategic M&E support to NJIRA program. S/He will strengthen capacity of NJIRA program staff including partners by identifying skill and system gaps and supporting the implementation of effective and comprehensive M&E systems to facilitate strategic learning and better M&E standards.
Key Duties & Responsibilities:
- Monitor M&E systems periodically: analyze strengths and weaknesses in relation to objectives with an aim to improve program quality and M&E standards.
- Coordinate annual surveys, and special studies on timely basis, including management of consultants for survey, data management, analysis and reporting of data collected for survey.
- Collaborate with the research agenda teams, partners, Program Managers and M&E Officers on the compilation of monitoring reports for both internal and external users.
- Assist with planning and participate in key donor visits by extracting relevant reports and developing graphic presentations to show progress.
- Take the lead in enhancing G-PATH through use of the GIS mapping gadgets to enhance project management systems and processes that will ensure program quality with the Njira project by conducting data quality audits and ensuring that the program adheres to standards as specified in program agreement documents
- Will be responsible for the measurement, monitoring and evaluation of Njira project.
- Conduct onsite verification of data and integrity of data management systems;
- Review, update and develop tools for monitoring, assessments and reporting to produce quality program reports that meet internal and donor requirements;
- Build capacities of all team members to effectively use management systems, practices and tools
- Train program staff and partners in M&E, use of program MIS, use of monitoring and assessment tools and GIMS;
- Ensure complete usage of IT systems and procedures by identifying project’s IT needs and advise management accordingly;
- Ensure training of staff in the use of IT equipment and applications and design back-up system for project’s documents and data.
- He or she will ensure that there is consistency in the objectives and success indicators of project and will spearhead the development and timely delivery of relevant reports against outcomes.
Required Qualifications:
- Bachelor’s or Master’s degree (preferred) in social science with emphasis in rural development, agriculture economics, public health, statistics or a development related fields
- At least five years of professional experience implementing/managing M&E for programs related to Health and nutrition, agriculture or food and income security programming, of which at least three years with NGOs
- Demonstrated skills in M&E design with previous experience in application of quantitative and qualitative research methodologies
- Experience in designing computer databases in Access, Visual Basics or in other database packages
- Demonstrable computer literacy in MS Office - Excel, Power Point and Word
- Experience in data analysis in SPSS, EPI Info or STATA
- Ability and proven experience transferring knowledge through formal and informal training
- Experience Managing staff, budgets and planning processes
- Excellent presentation and communication skills
