Protection Project Manager – Ligne Verte
Principal Responsibilities:
LV Manager
· Plan, manage, implement, follow up and monitor a country wide protection project (including project development, administrative, logistical and financial follow up and reporting) in a volatile and instable context
· Manage and develop a team of 15 national staff members including the management of their performance and their participation in various trainings
· Manage relationships with a high number of partners (INGO, local NGO, UN agencies, government, peace keeping operations, local social services, police/gendarmerie etc.) and develop new partnerships according to the needs identified
· Ensure the respect of the Communication Protocol by all partners using la Ligne Verte in their communication pieces
· Maintain and develop a complex referral pathway / mechanisms
· Create and maintain the project data base to ensure qualitative data collection and information sharing in collaboration with the data entry staff and M&E department
· Advocate in collaboration with the Protection Cluster (and other relevant working groups and institutions) for relevant action to address assessed needs and gaps
· Prepare and maintain up qualitative, timely and analytical reports to donors and humanitarian partners
· Guarantee the confidentiality of the received information
· Initiate when necessary the relevant immediate actions depending on the identified needs / challenges (early warning and security alert mechanisms).
· Ensure permanencies during potentially “high risks” events and report instantly all incidents to humanitarian and civilian protection coordination entities
· Participate in proposal writing to secure funds for the protection programme in CAR
· Contribute to DRC’s protection strategy development in CAR
· Support coordination efforts, including preparing information prior to and following key coordination and operational meetings.
Protection Manager
· Support the Protection Coordinator in ensuring that DRC projects are implemented in a way that meets or exceeds international protection standards
· Train staff members GBV IMS and develop the system for DRC CAR programme
· Train staff members and develop DRC’s participation to the PSEA Task Force in CAR
· Support advocacy and protection activities by capturing and sharing key challenges, gaps, opportunities and successes
· Assist facilitating protection/quality trainings for DRC and partner staff, as needed
About you
To be successful in this role you must have:
• University degree in political/social sciences, human rights, development or a relevant equivalent;
• Strong background in human rights and familiarity with practical challenges faced by displaced and other vulnerable persons in CAR.
• Direct experience and/or broad knowledge of information, referral assistance or community center-based programming;
• Experience conducting assessments and a willingness to help plan assessments;
• Familiarity with systems and concepts for monitoring and evaluating project performance;
• Commitment to supporting quality programs through promotion and integration of protection principles in project work in line with international best practices (meeting or exceeding minimum standards);
• Interest in building staff capacity via trainings, resource development, shadow visits, etc.;
• Experience working with local organizations in developing contexts;
• Ability and willingness to maintain regular presence at project sites (including all outreach and community center locations);
· Proven experience in humanitarian action and in fragile contexts
· Experience in project management, including donor relations and staff supervision;
· with relief/emergency response activities, especially assessment, logistics and monitoring, are an advantage.
· Ability and willingness to work during irregular working hours when needed
· Strong computer skills (Excel, Microsoft, PowerPoint and Outlook)
· Fluency in French and English (written and spoken) is a must.
· Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders.
· Proven ability to work and live in very basic living conditions in deep field locations.
· Ability to work under pressure, with minimal supervision, and in a culturally diverse team.
· Proven ability to manage multi-sectorial programs and a diverse staff group.
· Ideally, you will also have previous experience working in Central African Republic.
We offer
Contract: A 6-month contract, with possibility for extension.
Duty Station: Bangui, Central African Republic.
Starting date: As soon as possible.
