Type of Appointment : Special short-term graded, Six months with possibility of extension

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:
Under the direct supervision of the Head of Office, the successful candidate is responsible for coordinating the implementation and guidance of the project activities of Immigration and Border Management programming in the Mission.
Core Functions / Responsibilities:
  1. Ensure full and coherent coordination for the overall management and administration of the
Immigration and Border Management programmes and activities of the Country Office (CO).
  1. Support the overall implementation of the IBM-related project(s) and activities in close coordination and cooperation with the main Government counterparts – in particular MoI - and relevant partners to ensure timely and effective implementation of the project activities.
  2. Provide technical support to the Egyptian Ministry of Interior in the development of international/regional partnership and liaison with implementing parties to ensure proper coordination and implementation of all aspects/activities of the projects.
  3. Develop a feasible Action Plan (organizational, administrative, training, logistics) to implement
the foreseen activities within the budget and timeframe of the project.
  1. In coordination with the Chief of Mission, monitor and advise the relevant departments and the senior management of the Ministry of Internal Affairs on Immigration and Border management related issues.
  2. Monitor the regional trends of migration flows, in relation to border management, irregular migration, and transnational crime, to better contextualize the activities to be implemented.
  3. Identify new partnerships to promote integrated border management initiatives for Egypt.
  4. Conduct, in close coordination with the Egyptian Authorities, needs assessments in the field of capacity building in Immigration and Border Management.
  5. Assist in the development of work plans for the implementation of IOM's immigration and border management activities in Egypt and support the close monitoring and evaluation of IOM projects in the area of border management.
  6. Deliver trainings in relevant immigration and border management topics when required.
  7. Represent IOM and participate in national-level inter-agency and government-led coordination mechanisms, meetings, relevant conferences, workshops, policy and technical working groups to ensure proper coordination and presentation of border/migration management activities if and when requested.
  8. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Police Sciences, Law Enforcement studies or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Rank: at least major, superintendent or equivalent – Police or public service background is also required;
• Professional experience in immigration and border management fields, including strategic planning;
• Have a broad operational and supervising experience in Border and Boundary policing;
• Experience in international law enforcement operations in the area of Border and Boundary policing is desired;
• Experience in Integrated Border Management;
• International experience, particularly in crisis areas with multi-national and international organizations is desirable; Experience in public administration structures is desired;
• Good familiarity with governmental and diplomatic environments, NGO’s, International
Organizations, Border and Migration Management institutions;
• Proven analytical, interpersonal and organizational skills;
• Able and willing to travel;
• Good level of computer literacy.
Languages
Fluency in English is required. Working knowledge of Arabic is an advantage.

Other:
Internationally recruited professional staff are required to be mobile.
