Technical Director – Saving Lives in Sierra Leone Programme

Background to the Programme
DFID is seeking a supplier to manage the Saving Lives in Sierra Leone Programme, a five-year GBP 150M DFID-funded health programme in Sierra Leone aiming to improve health service delivery and maternal and child health outcomes. The programme, which will run from 2016/17 to 2020/21, will be implemented through a consortium of national and international implementing partners. The programme will be structured in two phases: the first will focus on increasing access to preventive services including EmONC, family planning and long-lasting insecticide treated bed nets. In addition, it will focus on improving service quality in line with maternal and child health priorities. The second phase will increase equitable access to reproductive, maternal, neonatal and child health services whilst strengthening priority health systems for more sustainable service delivery.
Montrose is seeking to recruit a Technical Director who will work with the Management Agent to provide technical oversight and direction to the work of the implementing partners.
The Technical Director will be responsible for:
  • Overseeing the technical aspects of the programme, ensuring the delivery and quality of all technical outputs.
  • Overseeing all technical issues brought up by implementing partners under the programme.
  • Updating and reviewing the logframe indicators, ensuring that they are achieved in close collaboration with the technical leads of each programme component.
  • Quality assurance of key reports to the client.
  • Managing the technical leads of each programme component including health systems strengthening, maternal, neonatal and child health, family planning, supply chain management, water and sanitation, M&E, health economics, and human resources for health.
  • Managing and quality assuring short term technical assistance to the project in line with the work plan.
  • Liaison with the client on technical components of the programme.
  • Working alongside the Ministry of Health and Sanitation and embedding within their existing structures to strengthen their capacity to establish and maintain an effective, efficient health system.
  • Ensuring the programme demonstrates value for money.
  • Providing cover for the Team Leader when required.
Minimum Requirements
  • A Master’s Degree or higher qualification in Public Health, Global Health Policy, Demography and Health, Health Policy Planning and Financing, International Health or equivalent.
  • Specialist experience in one or more of the following areas: health systems strengthening, maternal, neonatal and child health, family planning, supply chain management, water and sanitation, M&E, health economics, and human resources for health.
  • Over 10 years’ experience in the successful delivery of health sector support programmes in developing countries, preferably in Africa including experience of a long-term position in the region.
  • Significant knowledge of government health systems in Africa.
  • Extensive technical expertise in health systems strengthening, government capacity building and health service delivery.
  • A minimum of five years’ experience in programme and team management including managing a large multi-disciplinary and multi-cultural team of highly experienced technical staff and managing a diverse set of implementing partners.
  • Experience in working in fragile and complex environments with governments, international donors (preferably on DFID-funded programmes) and external stakeholders.
  • Fluent in English (written and oral). Excellent interpersonal skills.
