Technical Placement (Consortium & Program Assistant)

Position Title: Technical Placement (Consortium & Program Assistant)
Base: Bangui, with travel to field locations across CAR
Reporting to: MENTOR Country Director and MENTOR Consortium Coordinator
Start date: 1 October 2016
Duration: 3 months
Closing date: until suitable candidate is found
Fee: 1,500 USD plus ICLA (600 USD per month paid in country)
The MENTOR Initiative (MENTOR) is a “not for profit”, charitable, non-governmental organization devoted to reducing death and suffering from malaria and other Vector Born Diseases in humanitarian crises. MENTOR is currently providing ongoing emergency support to the most vulnerable communities in Liberia, Angola, Kenya, South Sudan, the Central African Republic (CAR), Syria and Southern Chad. MENTOR has worked in CAR since 2008, instigating an effective and innovative community healthcare approach across the North West of the country. This approach allows for primary healthcare to be delivered in locations in the most remote rural communities
Overall Job Purpose:
The Technical Placement will have two key roles. The first is as a Consortium Assistant (50%). From October 2016, MENTOR will become the Lead Agency of a DFID funded consortium of NGOs focused on improving healthcare delivery across a select group of regions in CAR. The Technical Placement will work within a Consortium Coordination team which also includes the Consortium Coordinator, the MENTOR Health Programme Coordinator and a Consortium Finance Coordinator. The Technical Placement will be responsible for a variety of coordinating and technical tasks. The second role the Technical Placement will play is as a Program Assistant(50%). As Program Assistant, the Technical Placement will work with MENTOR’s Country Management Team to deliver community healthcare programs funded by a variety of international donors in the north-west of the country.
MENTOR sees Technical Placements as an opportunity to give enthusiastic, early-years development and public health professionals an opportunity to get experience in the field, and very much as part of a progression to fully fleshed field and HQ roles.
The main responsibilities of this post include:
Consortium Assistant:
· Organise and schedule Consortium Coordination Team / Steering Group / Focal Point meetings
· Attend Consortium Coordination Team / Steering Group / Focal Point meetings:
o Take minutes of all meetings at the request of the Consortium Coordinator
o Distribute minutes to all relevant parties
· Support the Consortium Coordinator and the Consortium Finance Coordinator in the production of any consortium donor reports, both programmatic and financial, assisting in the compilation, design and proof reading of these reports
· Offering technical support as is required to the Consortium Coordinator
· Visiting consortium partner field bases and projects as is required to take part in Monitoring & Evaluation activities
Consortium Internal Reporting:
· The Technical Placement will design an internal consortium report for which they will hold full responsibility. They will gather data from all consortium partners and will compile and distribute a short monthly report which covers (not limited to) these sections:
o key programmatic updates
o relevant security updates
o upcoming visits to the field from the donor
o upcoming reporting deadlines
o any job vacancies from across the consortium partners in-country
Program Assistant:
· Support, as required, MENTOR’s Country Management Team, including the Country Director, Logistics Coordinator, Finance Coordinator, Field Programme Coordinators and Base Coordinators
· Travel, as required, to MENTOR field bases to support Base Coordinators and Field Programme Coordinators or for specific projects
· Utilise specific expertise or training in public health / epidemiology to support various elements of the MENTOR mission in CAR
· Keep abreast of and circulate news or contextually relevant developments in the CAR region
Job Requirements:
Essential
· A post-graduate degree in a relevant subject, including but not limited to public health, epidemiology, entomology,
· Strong computing and administrative skills – adept at using the Microsoft Office suite
· Fluent in French and English
· Versatile, adaptable and enthusiastic with an eagerness to learn and a desire to make a positive impact on a fragile state
Desirable
· Experience of having worked or lived in a fragile or insecure environment
· Experience of having worked on a public health or community healthcare program
· Experience of donor reporting or the international humanitarian system
