Chief of party, Democratic Republic of Congo

Chemonics seeks a chief of party for the ongoing USAID and DFID Improving Reading, Equity, and Accountability in the Democratic Republic of the Congo (ACCELERE!) project. The ACCELERE! project will improve equitable access to education and learning outcomes for more than one million boys and girls in the Democratic Republic of the Congo (DRC). We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:
 
  • Provide overall technical leadership and management oversight to ensure all activities and partners achieve the initiative's targeted results and ensure an integrated vision
  • Serve as a key liaison with USAID, DFID, the government of the DRC, and all other counterparts, implementing partners and stakeholders involved with the program
  • Ensure achievement of the project's overall technical goals and that administrative, financial, and contracting systems are functioning to support the project's success
  • Identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments
Qualifications: 
  • Master's degree (or foreign equivalent) in education, public/business administration, international relations, other social sciences, or a similar relevant field​
  • At least 12 years of relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program 
  • At least 10 years' development experience 
  • Experience in managing large scale activities, strategic planning and implementation of related activities 
  • Experience and facility with rapidly changing project designs 
  • Experience in implementation of education programing 
  • At least 10 years' work experience in developing countries, including in conflict-affected environments 
  • Ability to work in complex, politically charged, unstable environments, work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area
  • Experience in Africa, the DRC, or other fragile or conflict-affected country preferred  
  • Demonstrated leadership, versatility, and integrity
  • Professional-level oral and written communication skills in English and French
