Chemonics seeks a long-term communications specialist for the ongoing Tunisia EG ICT-Enabled Business Reform and Competitiveness project in Tunis. The specialist will join the field team immediately to assist Tunisia's information and communications technology (ICT) sector and other ICT-enabled sectors in their development as catalysts for accelerated business reform, financial deepening, private sector growth, and job creation. The specialist will report directly to the chief of party. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
The EG ICT-Enabled Business Reform and Competitiveness project focuses on three components essential for ICT development:
- Enhancing ICT and ICT-enabled competitiveness by supporting entrepreneurs, nurturing small and medium enterprises, and improving marketing and access to finance in key sectors of the Tunisian economy
- Developing Tunisia's ICT and ICT-enabled workforce by improving vocational education frameworks and curricula, building career development centers, and establishing direct links between businesses and job candidates
- Targeting policy reforms to rationalize business taxes and streamline key regulations related to ICT, investment, and procurement
Responsibilities include:
- Create and implement a comprehensive communication strategy for the project, including
- Develop an identity for the project, reflected in project brochures and marketing materials
- Create a template for project written materials and brochures and assist with preparing project reports (e.g., annual reports)
- Capture and disseminate project success stories and ensure adequate and timely Facebook posts, success stories, press releases, interviews, and other communications
- Use social media based on project activities and need, including websites, text messages, and the local media to promote the project's employment activities such as job fairs, career development centers, website developments, and association initiatives
- Ensure complete, timely, high quality, and properly archived documents, and assure quality in all external communications, such as Facebook posts, success stories, reports, and project website
- Provide the chief of party with weekly bullet items and inputs in periodic reports and other communications
- Create and disseminate online surveys to project stakeholders, beneficiaries, and partners for project research, monitoring, and evaluation efforts
- Use photography and videography to capture project activities and create high-quality project communication materials in digital and hardcopy form
- Work closely with Microsoft, Manpower, EFE, and other stakeholders to identify and implement communication and public relations strategies to improve employability and enterprise outreach initiatives
- Develop digital resources to improve employability and enterprise outreach initiatives and work with Microsoft, Manpower, EFE, and other stakeholders in this area
- Coordinate closely with both technical and administrative team members, including those responsible for technical activities, procurement, monitoring and evaluation, operations, and project members based in the United States
- Coordinate with local and international consultants working with the project, including direct subcontractors
- Coordinate with the team leaders for the project components described above, as well as withmonitoring and evaluation team leader, to ensure maximum synergy and feedback for communication purposes
- Assist as directed by the chief of party facilitate the work of local and expatriate long- and short-termconsultants to maximize impact and results
- Coordinate with relevant stakeholders in the public, private, and NGO sectors
Qualifications:
- Bachelor's degree in public relations, communications, journalism, or other relevant field strongly preferred
- Minimum five years of work experience in communications with excellent written and verbal communications skills
- Technical experience working with key vendors for the design and management of websites, printed materials, and online media tools including Survey Monkey (or equivalent)
- Experience in photography and video recording
- Experience in the Tunisian business environment and experience on USAID projects a plus
- Ability to work independently with minimal supervision, prioritize work assignments, meet deadlines, and to exercise good, professional judgment that reflects positively on the project
- Ability to work in a professional and cordial manner with fellow staff members, partners, grantees, visitors, other stakeholders, and the general public
- Strong interpersonal skills to effectively assist in developing and maintaining collegial, productive relationships with fellow staff members, partners, grantees, visitors, and the general public in achieving the overall project goals and objectives
- Ability to work under pressure, meet deadlines, and demonstrate flexibility
- High standard of customer service and excellent organizational skills
- Ability to work and travel in remote areas of Tunisia to monitor and capture project activities
- Excellent Microsoft Office skills in Word, Excel, and PowerPoint; skill in design software helpful but not mandatory
- Demonstrated leadership, versatility, and integrity
- Ability to effectively communicate verbally and in written form in English, French, and Arabic
