Deputy chief of party, Tunisia

Chemonics seeks a deputy chief of party for the ongoing Office of Transition Initiatives (OTI)-funded Libya Transition Initiative (LTI) 2 project. LTI 2 supports Libyan efforts to strengthen the foundations for a sustainable peace in Libya by engaging with civil society organizations, youth, media outlets, and other Libyan partners to increase the civic engagement of youth, strengthening voices for non-violence and dialogue, and strengthening political processes. 

The deputy chief of party will be based in Tunis, Tunisia. Travel to Libya is not currently required for position, but will be included should the security situation stabilize. The position will begin February 2016, with a minimum expected duration of one year.  ​We are looking for individuals who have a passion for making a difference in the lives of people around the world. 

Responsibilities include:
  • Work alongside the chief of party to promote a coherent and strategic vision for the design and implementation of large-scale or otherwise high-profile transition activities pool (TAP) activities with buy-in from USAID/OTI, program management staff and key counterparts
  • Supervise program management staff in activity development/implementation, and management of implementation staff, ensuring appropriate implementation of program strategy
  • Streamline the program development process and providing training to program staff on best practices for grant writing, budgeting, and other emerging needs 
  • Ensure all offices are in full compliance with all applicable USAID and Chemonics policies, practices and procedures in place for the program, including grant solicitation and selection procedures, grant awards, grant implementation, grant monitoring and evaluation and grant close-outs
  • Provide policy guidance and interpretation for both grantees and staff involved in grant making and grants management
  • Provide guidance to programmatic staff in in the solicitation, supervision, and management of significant procurements and subcontracts under the transition activities pool (TAP)
  • Provide supervision and management of major subcontracts under TAP
Qualifications: 
  • Master's degree in a relevant field or equivalent work experience required
  • Minimum four years of experience with a contractor or international nongovernmental organization (NGO), with supervisory experience 
  • Experience working in unstable areas, experience in the Middle East or North Africa strongly preferred
  • Fluency in USAID policies, procedures, and grant regulations required; experience with OTI or OTI-like programs strongly preferred
  • Experience in small reconstruction/rehabilitation activities highly desirable
  • Experience with developing and administering grant  programs in multiple offices with remote management experience in insecure areas
  • Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions, including international and local NGOs, governmental entities, support organizations, and the general public
  • Ability to work independently with minimal supervision; prioritize multiple work assignments in an extremely fast-paced environment; meet deadlines; and exercise good, professional judgment that reflects positively on the image and communicates the established program message
  • Ability to effectively use computer software including the OTI Activity Database and word processing and basic spreadsheet applications
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; Arabic proficiency desired
