The Ebola outbreak in West Africa was unprecedented in scale and in the response required. No previous outbreak had as many confirmed cases, or as wide of a geographic spread. It is now clear that Ebola will be recurrent in the region and the Ministry of Health and County Health Teams will continue dealing with cases in the near future and need further partner support to do so.
Over the past year, the IRC has been leading the Montserrado Consortium, a team of NGO partners supporting the thematic pillars of the response and now helping transition surveillance and response capacity to the County Health Team. Building off of that model, the IRC has been asked to lead the proposed Epidemic Preparedness and Response (EPR) Consortium. Comprised of eight international NGOs, the EPR Consortium (EPRC) will work with all 15 CHTs to operationalize Epidemic Preparedness and Response plans and regional isolation facilities, while also maintaining the ability to rapidly respond in the event of another outbreak.
SCOPE OF WORK:
The Partnership Coordinator will lead the grant and budget management for the EPRC, working directly with the eight international partners on the reports, budgets and ensuring donor compliance. The position is based in Monrovia with regular trips to all counties in the country, to monitor grant progress of the international partners. He/she will report to the EPRC Team Leader, and will work collaboratively with the technical coordinators, grants and finance teams from the other international organizations.
RESPONSIBILITIES
Grants Management & Compliance:
- Ensure that reports to donors are submitted on time; that reports are coherent and accurate (monthly, quarterly, and final reports);
- Support the eight international partners to submit timely narrative reports and accurate financial reports;
- Ensure that the Consortium is operating according to donor and IRC compliance policies. This includes conducting routine reviews of financial and compliance documentation of procedures, asset checks, field monitoring visits, and providing support to partners as needed;
- Monitor and support the use of grants management tools such as FM01, BvAs, spending plans, forecast vs. expenditures, and activity plans amongst program teams to ensure accurate tracking of implementation and spending and timely alerts to potential challenges/obstacles;
- Play a key role in monthly/regular grants management meetings which include representation from each unit (finance, programs, logistics) and ensure proper follow up of issues raised;
- In coordination with IRC HQ, monitor field implementation of programs to ensure they are in accordance with donor and IRC internal requirements;
- Represents the Consortium as the primary compliance liaison between partners, the donors and the IRC-HQ;
- Maintain hard and soft copy files on EPRC grant portfolio;
Communication, Coordination and Information management:
- Develop briefing papers and support development of external communication tools for the EPRC;
- Utilize database and tools created by M&E for monitoring partner performance
- Develop internal EPRC communications tools to update the EPRC Country Directors on the program activities and accomplishments;
- To distribute and share with all ERC organizations all documentation (grant proposals, reports, budget etc) related to their specific programs;
- Develop an EPRC branding strategy in line with donor requirements and regulations
- Attend Consortium Committee and Technical Working Group meetings, distributing meeting minutes as necessary
QUALIFICATIONS:
- Master’s degree in relevant field
- Ability to write clear and concise reports and proposals and to meet required reporting deadlines
- Excellent oral and written communications skills and demonstrated ability to produce and edit documents (reports, proposals) under deadline pressure
- Working knowledge of budget development and management
- Experience working in a multi-cultural setting and in preference in Africa
- 5 years of experience in the same or a similar role
- Competence with Windows, Microsoft Office
- Ability to work in unstable security environments
- Previous experience working with international donors in particular US government
- Proficient English written and spoken required
- Participate in meetings with in-country donor representatives to discuss ongoing and future programs.

HOUSING:
The position is base in Monrovia, Liberia, with occasional travel to the field. This position is unaccompanied. International staff are provided with staff housing close to the office, and have access to IRC transportation.
