Background/IRC Summary:

In response to a growing humanitarian crisis and the influx of Sudanese refugees into Chad, the IRC launched programs in Chad in February 2004 (Ouré Cassoni camp), August 2008 (Bredjing camp) and January 2011 (Treguine Camp), all in Eastern Chad.
In addition, IRC has also launched an emergency primary health care program in the Bahr el Ghazal region in October 2010, following the drought that has severely affected the living conditions of the population, especially the food security, the nutrition & the health status. In April 2012, in response to the Sahel crisis, the IRC launched an emergency health and nutrition program in Mongo, Guera region, and central part of Chad.
The IRC continues to respond to humanitarian crises as they occur. In May 2013 the IRC launched an emergency intervention in Tissi, to supply water to refugees fleeing violence in Darfur. Most recently, in February 2014, the IRC began providing health and nutrition services to Chadian returnees and refugees from Central African Republic.
IRC Chad is currently looking for a Grants Coordinator to be based in N’Djamena. The ideal candidate has excellent coordination and networking skills, the capacity to innovate and solve problems efficiently and the ability to work effectively across program teams and other departments.
Job Overview/Summary:
The Grants Coordinator oversees the production of timely, high quality project proposals, amendment requests and reports for submission to donors; provides program and support teams with advice on compliance with donor and IRC regulations and is responsible for management of contract documents in soft and hard copy. A member of the Senior Management Team, the Grants Coordinator advises and assists the DDP with program design and development including implementation of the Strategic Action Plan (SAP) 2015-2020.
Major Responsibilities:
- Coordinate the overall IRC Chad Grant Management Process through effective channels of internal and external communications
- Support opportunity identification and perform monitoring and analysis of donor strategies
- Ensure timely submission of high quality proposals working closely with management, programs, finance and operations departments
- Draft and review budgets, write budget narratives, draft and edit proposals, and ensure proper proposal and grant management procedures are followed.
- Monitor and support the use of management tools such as FM01 and Budget vs. Actual (BVA) for the proper monitoring and the successful implementation of programs and early warning in case of obstacles or challenges.
- Lead grants opening and closing meetings and ensure proper follow up of issues raised.
- Assist CD with donor relations and leading “Go or No Go” review meeting
- Maintain a broad and deep understanding of donor policies, regulations and procedures and build this knowledge among programs and operations team members
- Work with program and M&E staff to ensure quality reports are timely and responsive to internal and donor needs
- Provide liaison or representation to donors as the need arises, as the donor “focal points”
- Maintain regular contact with HQs (London and NY) for proposals and grants related issues
- Review donor agreements and coordinate their review with the relevant IRC HQ office.
- Provide trainings to Country Office and Field staff on grants program and SAP implementation
- Ensure information management and filing system (hard and soft copies) are properly maintained
- Ensure that partnership and sub-grant related administrative processes and procedures are consistently implemented throughout the program, including pre-award compliance checks, agreements, and disbursements and reporting.
- Supervise the Grants Officer and Communication Assistant Manager . Discuss job expectations, set objectives and provide appropriate and timely feedback regarding performance.
- Assist CD to develop and maintain Partnerships and strategic relations and the Communication and Advocacy Strategy.
Job Requirements:
- Masters degree or equivalent in international affairs, development or related subject
- At least 3 years of experience working in project and/or grants management and proposal/business development/design
- International experience with preference in Africa
- Prior knowledge of donor regulations (UNICEF, OFDA, USAID, ECHO, DFID, SIDA, etc)
- Previous successful experience developing projects, writing proposals and reports for public donors
- Good communicator with strong organizational, time management and analytical skills
- Excellent inter-personal, cultural and diplomatic skills
- Strong writing and editing skills with close attention to detail
- Flexibility to adapt to changing requirements
- Strong capacity to mentor and build capacity of staff
- Ability to manage competing priorities, meet demanding deadlines and work under pressure in unstable security environments
- Strong computer skills
- Fluency in English and French, spoken and written, is essential
- IRC experience is an asset
