Media Training Consultant (International)

Background
UNICEF’s current position in Ghana is unique with a strong influence and presence upstream and downstream. UNICEF also has a strong relationship with the Ghanaian press, which is free and liberal. The goal of the 2015 - 2016 communications and public advocacy strategy is to leverage our comparative advantage to continue to inspire action and change for children. Through this strategy, we aim to engage everyone – government, institutions, the private sector, communities, families, and individuals in Ghana – to demand and drive change for every child, especially the most disadvantaged and vulnerable. Media is a key ally or tool in the realization of this goal.
Specific Tasks The Consultant or Institution will work as part of Ghana Country Office based in Accra with a focus on the following specific tasks:
(1) Develop a media training course outline/content plan for UNICEF Ghana staff. (2) Conduct three separate workshop sessions with key UNICEF staff in Accra and Tamale (approximately 10 - 20 people per workshop) on media engagement. (3) Conduct one on one video recorded media training and coaching sessions with key UNICEF staff and offer personalized support after the workshop.
Expected Deliverables The main output of this contract over a three month period will be:
(1) Media training course outline/content plan developed (2) Report on three separate workshop sessions held with key UNICEF staff (3) At least twenty video recorded one on one sessions held with key UNICEF staff to offer personalized media mentorship/training.
Reporting The incumbent will report to the External Relations and Fundraising Specialist.
Proposed Payment Schedule The incumbent will be paid;
  • 10% upon delivery of bespoke course content and plan
  • 90% upon training of the first cohort of staff in Accra and Tamale and upon finalization of the one on one sessions
Expected background and Experience: Candidates should have the following qualifications:
  • A university degree in communications, mass communications, advocacy or related field;
  • At least eight years industry experience in media training, design and delivery of training courses, instructional design, content creation and evaluating training effectiveness;
  • Very good working knowledge English;
  • Proven skills in communication, networking, advocacy and negotiation;
  • Experience working in a developing country and having an understanding of social development is an asset;
  • Rich institutional and human capacity and aptitude for organizing media trainings;
General Conditions: Procedures and Logistics
  • The Consultant or Institution will work from home interfacing with the office whenever necessary.
  • S/he should provide her/his own laptop computer.
  • Should the assignment require travel outside of Accra, the UNICEF Country Office will cover related transport costs and accommodation (if overnight travel is required). However, requirements for institutions will vary.
  • The consultant must provide proof of health insurance.
  • Payments will be made on satisfactory completion of deliverables.
  • International consultants recruited from outside of Ghana are entitled to DSA. However, requirements for institutions will vary.
Policy both parties should be aware of:
  • Under the consultancy agreements, a month is defined as 21 working days, and fees are prorated accordingly. Consultants are not paid for weekends or public holidays.
  • Consultants are not entitled to payment of overtime. All remuneration must be within the contract agreement.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or Contractor.
  • For international consultants outside the duty station, signed contracts must be sent by fax or email. Signed contract copy or written agreement must be received by the office before Travel Authorisation is issued.
  • No consultant may travel without a signed travel authorisation prior to the commencement of the journey to the duty station.
  • Unless authorized, UNICEF will buy the tickets of the consultant. In exceptional cases, the consultant may be authorised to buy their travel tickets and shall be reimbursed at the “most economical and direct route” but this must be agreed to beforehand.
  • Consultants will not have supervisory responsibilities or authority on UNICEF budget.
  • Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation.
  • The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section.
