Chemonics seeks a Tunis-based Operations and Finance Director for the ongoing Office of Transition Initiatives (OTI)-funded Libya Transition Initiative (LTI) 2 project. LTI 2 supports Libyan efforts to strengthen the foundations for a sustainable peace in Libya by engaging with civil society organizations, youth, media outlets, and other Libyan partners to increase the civic engagement of youth, strengthening voices for non-violence and dialogue, and strengthening political processes.
The operations and finance director position will be based in Tunis, Tunisia. Travel to Libya is not currently required for position, but will be included should the security situation stabilize. The position is will begin February 2016, with a minimum expected duration of one year. Responsibilities:
Operations Responsibilities:
- Supervise LTI's day-to-day operational field presence in Tunisia and Libya, including management of facilities (including Tripoli commercial space and short-term technical assistant housing) equipment and inventory, and transportation services subcontract (for car and driver services).
- Oversee operations procurement, logistics (including staff travel reservations), personnel/hiring, and the finance function
- Draft/review all local lease agreements, fixed-price subcontracts, and other local agreements and ensure these are compliant with Chemonics' latest forms/templates and rules for use
- Assist the chief of party with compliance and regulatory oversight of finance, procurement (Ops), and recruitment/personnel management to ensure adherence to Chemonics policies and procedures and USAID regulations
- Ensure LTI's compliance with local labor law as it pertains to residency permits, visa applications, project registration, and semi-annual project reporting
- Ensure that the most reasonable, fair, expeditious, and appropriate procurement choices are made in accordance with the Libya Field Procurement Guide and in accordance with prior FACT review recommendations and procurement advisors from the home office
- Oversee all local recruitment, ensuring staffing gaps are anticipated and suitable candidates are identified and recruited in a timely fashion; provide oversight and guidance to the local human resources and administration manager regarding on staffing priorities, posting job announcements, coordinating interview panels, and liaising with the Chemonics home office to ensure all recruitment documentation (biographical data, employment, and education verification documents) are on file.
- Provide new staff with project orientation, including overview of the field office policy manual, and coordinate necessary training with other project staff as necessary
Finance responsibilities:
- Manage all field office accountants and bookkeepers, including those in satellite offices.
- Pay and account for grant and non-grant-related expenditures
- Track and monitor the amount of grants that are cleared, disbursed and closed by staff on the grants team on a monthly basis
- Manage bank accounts and monitor bank balances
- Prepare monthly budget projections and wire requests to the home office while working with field based staff on accurate and timely projections
- Manage tracking systems for budget, contracts/grants, and level of effort, and advise the chief of party on financial status and budgetary decisions
- Train local and expatriate staff in finance-related USAID regulations and Chemonics policies
- Ensure that Chemonics' standards of ethics and conduct are upheld throughout all aspects of the project's financial conduct
Qualifications:
- Bachelor's degree in a relevant field requiredl; master's degree preferred
- Minimum four years of experience with a contractor or international nongovernmental organization with supervisory experience
- Experience working in unstable areas; experience in the Middle East or North Africa strongly preferred
- Fluency in USAID policies, procedures, and grant regulations required; experience with OTI or OTI-like programs strongly preferred
- Detailed knowledge of USAID and Chemonics project financial planning and management and accounting rules and procedures
- Detailed knowledge, skills, and/or experience with human resources, procurement, and information technology
- Ability to effectively use computer software including the OTI Activity Database and word processing and basic spreadsheet applications
- Experience in small reconstruction/rehabilitation activities highly desirable
- Ability to write, communicate, and present effectively in a fast-paced project implementation environment
- Fluency in English required; Arabic proficiency desired
