Overview:
The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
USAID’s Maternal and Child Survival Program in Mozambique is hiring a Senior Program Manager (SPM) who will work as an integral part of MCSP Mozambique’s team. The SPM provides support and leadership for the establishment and expansion of the MCSP Mozambique program. S/he coordinates the analysis, synthesis and reporting of project outputs and results as well as capacity development of the country team. S/he ensures timely and cost-effective implementation of program activities. The SPM will support the Chief of Party in leading workplan development, reporting, and knowledge management. The SPM will also work closely with the Chief of Party (COP), the Clinical Director, and the Community Director to develop and maintain collaborative partnerships with program partners and country stakeholders. The SPM will actively build the capacity of the MCSP Mozambique Office staff to further develop management skills for sustainability of program effectiveness.
Responsibilities:
- Manage and work collaboratively with program team members to ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently
- Oversee distribution and management of sub-contracts
- Coordinate and manage field activities
- Work collaboratively with finance staff and support technical staff to prepare and track the progress of project and activity budgets
- Coordinate with COP and technical team leads to ensure compliance, quality and timely implementation of activities
- Contribute to the programmatic leadership to ensure strategic programmatic and financial integrity of the project
- Work collaboratively/liaise with HQ program staff to ensure necessary program planning and management activities function smoothly and efficiently
- Inform relevant GPO staff (PO, RD and Global Programs (GPO) Vice President), of program successes, challenges and lessons learned
- Contribute to the development of novel knowledge management and sharing tools and processes
- Promote and support knowledge management and sharing efforts, including uploading documents onto MCSP knowledge management sites
- Support program strategy formulation, including development of goals and objectives, and oversee the process of designing appropriate approaches to attain them
- Assist technical team members in coordination and management of field activities
- Coordinate and/or represent the project team in professional circles through technical advisory groups, meetings, conferences, and presentations
- Develop and/or review documents, reports and presentations according to donor guidelines for internal program needs and externally for dissemination
- Coordinate and collaborate with government officials, donors, stakeholders, Jhpiego staff and consultants for effective program implementation—as well as liaise with other partners working in RMNCH, malaria and nutrition in Mozambique.
- Contribute to the project’s monitoring and evaluation of activities to ensure project targets are met
- Travel within Mozambique in support of activity implementation and monitoring, as needed
- Promote and support the dissemination of project information among the project team and stakeholders
- Promote capacity building and leadership in project staff
- Contribute to proposal management, design, writing, and editing for Mozambique programs
- Ensure compliance with Jhpiego and JHU operational policies regulations
- Ensure financial stewardship of USAID funds by helping to create a culture of compliance
- Perform or assume other duties as assigned by the MCSP COP
Required Qualifications:
- Advanced degree in public health, international development or related field
- 7+ years mid-level experience in designing, implementing or managing large, complex health projects in developing countries
- At least two years of experience living and working in Mozambique or other Eastern or Southern African countries.
- Skilled in writing technical and programmatic documents, such as technical briefs and reports
- Understanding of public health and development approaches particularly in the Mozambican context. Familiarity with the Mozambican health system, key stakeholders and relevant government policies/strategies
- Understanding of monitoring and evaluation of programs, and skilled in use of data for decision-making and program management
- Work planning and budgeting experience with USAID and other donor projects
- Ability to interact with established networks of senior level international and national health professionals, donors, universities and other partners
- Excellent presentation skills and verbal and written communication skills
- Excellent donor and partner relationship skills as well as new program development skills
- Proven leadership skills, as well as skills in facilitation, team building and coordination
- Familiarity with US Government donor policies and administrative procedures, particularly USAID
- Technical expertise in one or more areas of MCSP’s RMNCH, Nutrition and Malaria programming (preferred)
- Demonstrated self-management (i.e., motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence.
- Ability to travel nationally and internationally as needed.
- Fluent in English (oral and written)
- Fluent in Portuguese or Spanish language skills (oral and written)
